<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> recipients. <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> managed care is very different from<br />

commercial managed care. To be successful, managed care organizati<strong>on</strong>s<br />

need to recognize these differences, and States need to help<br />

them learn how to adapt their product lines to serve <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> recipients.<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> offers more benefits than most commercial<br />

health plans ever dreamed of. It is subject to greater public oversight,<br />

has more Federal requirements than commercial insurance.<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> recipients are poor, generally less educated and have<br />

chr<strong>on</strong>ic health problems and access problems that the commercial<br />

populati<strong>on</strong> may not have.<br />

We believe that our <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> c<strong>on</strong>tract requirements, with their<br />

emphasis <strong>on</strong> special health care needs of low-income people have<br />

resulted in significant changes in Wisc<strong>on</strong>sin in commercial managed<br />

care.<br />

Developing. the kind of broad infrastructure I have described<br />

takes time and m<strong>on</strong>ey. Many State <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs, including<br />

Wisc<strong>on</strong>sin's, have invested both for some time now. <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> has<br />

become the nati<strong>on</strong>al laboratory to refine and improve managed<br />

care. I am c<strong>on</strong>fident that States can use their resources and experience<br />

to improve health care for pers<strong>on</strong>s with special health care<br />

needs while c<strong>on</strong>tinuing to slow the rate of expenditure growth.<br />
