Our first panelist is Bill Scanl<strong>on</strong>, who is Director of the Health<br />

Financing and Systems Issue Area at the U.S. General Accounting<br />

Office, or GAO. He has been engaged in health services research<br />

since 1975. Before joining GAO in 1993, Dr. Scanl<strong>on</strong> was co-Director<br />

of the Center for Health Policy Studies and an associate professor<br />

in the Department of Family Medicine at Georgetown University.<br />

His research has focused in particular <strong>on</strong> the Medicare and<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs, especially provider payment policies, and the<br />

provisi<strong>on</strong> and financing of l<strong>on</strong>g-term care services.<br />

Jane Horvath is Director of <str<strong>on</strong>g>Special</str<strong>on</strong>g> Projects for the Nati<strong>on</strong>al<br />

Academy for State Health Policy, where she oversees the Academy<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g> Resource Center activities and staff. She<br />

recently developed the 1997 editi<strong>on</strong> of "<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g>:<br />

The State of the Art," a guide for States which examines <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g><br />

managed care quality issues as they affect low-income mothers and<br />

children and children in foster care. Ms. Horvath also recently completed<br />

a 50-State survey and study of State regulati<strong>on</strong> and oversight<br />

of prepaid managed care entities entitled, "Emerging Challenges<br />

in State Regulati<strong>on</strong> of <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g>."<br />

Barbara Shipnuck is Deputy Secretary for Health <str<strong>on</strong>g>Care</str<strong>on</strong>g> Policy,<br />

Finance and Regulati<strong>on</strong> in Maryland and was appointed in January<br />

1996. She oversees the Maryland <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> System.<br />

Stephen Somers established the Center for Health <str<strong>on</strong>g>Care</str<strong>on</strong>g> Strategies,<br />

Inc., a n<strong>on</strong>profit organizati<strong>on</strong> affiliated with Princet<strong>on</strong> University's<br />

Woodrow Wils<strong>on</strong> School of Public and Internati<strong>on</strong>al Affairs.<br />

Dr. Somers is also Director of the Robert Wood Johns<strong>on</strong> Foundati<strong>on</strong>'s<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> <str<strong>on</strong>g>Managed</str<strong>on</strong>g> <str<strong>on</strong>g>Care</str<strong>on</strong>g> Program, an initiative designed to<br />

make managed care work, especially for <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> beneficiaries<br />

with chr<strong>on</strong>ic health and social problems. Previously, he was Associate<br />

Vice President at the Robert Wood Johns<strong>on</strong> Foundati<strong>on</strong>.<br />

Peggy Bartels is Director of the Wisc<strong>on</strong>sin <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> Program's<br />

Bureau of Health <str<strong>on</strong>g>Care</str<strong>on</strong>g> Financing, Divisi<strong>on</strong> of Health. In this capacity,<br />

she is resp<strong>on</strong>sible for all aspects of administrati<strong>on</strong> of the <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g><br />

Program in the State of Wisc<strong>on</strong>sin. Ms. Bartels also manages<br />

the Wisc<strong>on</strong>sin <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> HMO program which has been regarded as<br />

<strong>on</strong>e of the top programs in the country and will serve 230,000<br />

AFDC eligibles by early 1997. Previously, Ms. Bartels was an associate<br />

at Broyderick and Associates and Deputy Director of the Wisc<strong>on</strong>sin<br />

<str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> Program.<br />

Mr. SCANLON. Thank you very much, Susan. It has been a pleasure<br />

and privilege for us to be participants in this series, and we<br />

want to commend the <strong>Aging</strong> <str<strong>on</strong>g>Committee</str<strong>on</strong>g>'s majority and minority<br />

staffs for putting together this series <strong>on</strong> a very important topic, and<br />

doingit in such a thorough and comprehensive way.<br />
