Our final forum will be next week. At that time, our panelists<br />

will discuss problems faced by States that want to c<strong>on</strong>tract to purchase<br />

managed care plans for their <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> beneficiaries with special<br />

needs. That forum will be next Tuesday in this room at 9:30<br />

in the morning.<br />

Ultimately, the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> plans to publish the informati<strong>on</strong> generated<br />

by these forums and make it available to C<strong>on</strong>gress and the<br />

public.<br />

Once again, I need to thank LaVita Westbrook who is the organizer<br />

of alI the details of these forums; without her, they would not<br />

happen.<br />

Today our panelists are Bill Scanl<strong>on</strong>, who is Director of the<br />

Health Financing and Systems Issue Area at the U.S. General Accounting<br />

Office, GAO. He has been engaged in health services research<br />

since 1975. Before joining GAO in 1993, Dr. Scanl<strong>on</strong> was co-<br />

Director of the Center for Health Policy Studies and an associate<br />

professor in the Department of Family Medicine at Georgetown<br />

University. His research has focused in particular <strong>on</strong> the Medicare<br />

and <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> programs, especially provider payment policies, and<br />

the provisi<strong>on</strong> and financing of l<strong>on</strong>g-term care services.<br />

We also have today Dr. Michael Collins, who is Deputy Executive<br />

Director at the Center for Health Program Development and Management<br />

at the University of Maryland Baltimore County. The<br />

Center is a health policy and informati<strong>on</strong> c<strong>on</strong>sulting firm within<br />

the State government. Dr. Collins's professi<strong>on</strong>al c<strong>on</strong>centrati<strong>on</strong>s are<br />

in health care informati<strong>on</strong> and decisi<strong>on</strong> support systems, quality<br />

measurement, and program development and evaluati<strong>on</strong>. He has<br />

worked with a wide variety of for-profit and n<strong>on</strong>profit, private and<br />

public, U.S. and internati<strong>on</strong>al organizati<strong>on</strong>s.<br />

We also welcome John Ware. Dr. Ware is a Senior Scientist in<br />

The Health Institute at New England Medical Center and <strong>on</strong> the<br />

faculty at Tufts University School of Medicine and the Harvard<br />

School of Public Health. He is a member of the Institute of Medicine<br />

and serves <strong>on</strong> the board of directors of the Medical Outcomes<br />

Trust. Since 1984, Dr. Ware has served as principal investigator for<br />

the Medical Outcomes Study, which developed the SF-36 Health<br />

Survey and other tools widely used in m<strong>on</strong>itoring outcomes for patients.<br />

Prior to joining The Health Institute in 1988, Dr. Ware was<br />

a senior research psychologist for 14 years at the RAND Corporati<strong>on</strong>.<br />

Finally, we welcome Trish MacTaggart. Ms. MacTaggart is the<br />

Director, Quality and Performance Management, Center for <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g><br />

and State Operati<strong>on</strong>s, in the newly reorganized Health <str<strong>on</strong>g>Care</str<strong>on</strong>g> Financing<br />

Administrati<strong>on</strong>, HCFA. She previously provided leadership<br />

in the development of Secti<strong>on</strong> 1115 waivers in the Office of State<br />

Health Reform Dem<strong>on</strong>strati<strong>on</strong>s at HCFA. Prior to coming to HCFA<br />

in March, Ms. MacTaggart was Director of the <str<strong>on</strong>g>Medicaid</str<strong>on</strong>g> program<br />

for Minnesota.<br />

I am going to turn it over to Dr. Scanl<strong>on</strong>, and I believe the panel<br />

has decided am<strong>on</strong>gst themselves what order they wish to go in, so<br />

I'll just let them take off. Each panelist will speak for about 5 or<br />

10 minutes, and then well have questi<strong>on</strong>s.
