The Taconite Area Environmental Protection Fund (TEPF), M.S.<br />
298.223 and the Douglas J. Johnson Economic Protection Trust<br />
Fund (DJJ), formerly known as Northeast <strong>Minnesota</strong> Economic<br />
Protection Trust Fund, M.S. 298.291 through 298.294, were<br />
established by the 1977 <strong>Legislature</strong>. These two funds receive the<br />
remainder of the production tax revenues after all distributions<br />
are made according to M.S. 298.28. The remainder is split with<br />
one-third going to the DJJ and two-thirds to the TEPF.<br />

producing taconite and iron ore concentrate. The scope of activities<br />
includes local economic development projects. The IRRRB<br />
commissioner administers the fund. The IRRRB and the governor<br />
must approve projects.<br />
The DJJ is somewhat different in that only interest and dividends<br />
earned by the fund may be spent before January 1, 2028.<br />
Expenditures from the principal may be made with approval from<br />
the IRRRB for economic development projects.<br />
The TEPF was created for the purpose of reclaiming, restoring and<br />
enhancing those areas of <strong>Minnesota</strong> that are adversely affected<br />
by environmentally damaging operations involved in mining and<br />
