Sub: RECRUITMENT QF CONSTABLE/GO (MALE/FEMALE) 2010<br />

A copy of advertisement for fillihg up the posts of Constable/GO (Male) in CISF.<br />

which is likely to be published in variqus news papers/Employment News by 1sl week<br />

of October 2009, is enclosed.<br />

02. This time also the application~ for the post of Constable/GO (Male & Female)<br />

will be processed through computeriz'ed method as per Recruitment Soft-ware which<br />

is being developed by CISF Directora1e for recruitment of Constable-201 0 according to<br />

New Recruitment Scheme Circulated vide MHA UO 1-45023/6/2008-Pers-11 dated 25<br />

6-2009. Exemption for OMR based application form has been obtained and this time<br />

normal applications have been invite~ through notification of advertisement. Trainillg<br />

on the Recruitment Soft-ware will be organized by f.\.IG/Tech. Additional staff if any<br />

as per requirement may be trained Ljsing the services of staff alreacJy tl JIr1 "d at the<br />

Zonal level. All these trained pers~nnel should be deployed for procc~":~ng the<br />

applications at the respective Applic~tion Receiving Centres and also to' ',st the<br />

recruitment board till completion of re ruitment. The operating procedure and a CD of<br />

the Recruitment Soft-ware will be pr vided to the application receiving authorities by<br />

EDP cell of this Directorate through -mail. If the recruitment software IS not received<br />

then the concerned A lication R ceivin Authorit will contact DC/EDP over<br />

telephone and obtain the Applicati n Receiving Programme package from EDP<br />

cell of this Directorate through e-mhil.<br />

03. Zonal DIG will detail one Gazetted Officer as In-charge of application scrutir!y<br />

team at all the Application receiving centres. The In-charge of application scrutiny<br />

team will be responsible for scrutiny! of applications and to ensure that no ineligible<br />

candidate is issued admit card. Offic4r so detailed will ensure that the instructions for<br />

scrutiny of applications are followed $trictly. He will also ensure timely issue of admit<br />

cards to the candidates. He will p~t his signature at bottom of the applications<br />

endorsing therein his observation oin day to day basis. The Gazetted Officer so<br />

detailed will forward the list of Provis~ibnallYaccepted applications to the Chairman of<br />

the Recruitment Board as per Annex re 'lI(b)'. He will also forward a list of candidates<br />

who have submitted certificates other than State/<strong>Central</strong> Board as per Annexure 'lI(a)'<br />

to <strong>Force</strong> Directorate by 15-11-20 19 positively. Nil report is also required to be<br />

submitted.<br />

04. On receipt of applications the particulars of the candidates for the post of<br />

Constable/GD (Male) should be entered in a computer according to the requirement of<br />

the Recruitment Soft-ware. The details of rejected applications and accepted<br />

applications with admit cards (for accepted candidates) will be generated through the<br />

computer. Photograph of candidate should be pasted manually at appropriate column<br />

in the Admit Card.<br />

05. Ttw applications should be processed on day to day basis on its receipt and<br />

on close of the day a Soft-ware back up may be taken for record and security of<br />

data. '<br />

06. Note: The' Application Receiving Centers should not wait for completing<br />

the data entry before issuing admit cards. They should simultaneously issue<br />

admit cards to eligible candidates. Sector IsG will brief the Application<br />

Receiving Authorities in this regard and also draw out a detailed plan of issue of<br />

admit cards. This is a deviation from previous practice and all concerned<br />

including Sector IsG take proper note in this regard.<br />

07 Postal orders on account of application fee of accepted as well as rejected<br />

applications will be forwarded to concerned DDO as mentioned in the advertisement<br />

for depositing in the Govt. Account by 20-11-2009. Proper record of receipt, dispatch<br />

and depositing of such Postal Orders should be maintained by the Application<br />

Receiving Authority and the DDO. Records of envelopes containing postage stamps of<br />

the rejected applications shall also be maintained.<br />

08. State/UT wise and Naxal/Non Naxal area wise number of applications found in<br />

order/accepted may please be intimated to this Directorate, Sector IsG and Zonal<br />

DlsG by 02-12-2009 positively. Time schedule for submission of report must be<br />

maintained as it is co-related to the further recruitment programme.<br />

09 To facilitate the candidates to check their status, some data needs to be<br />

uploaded to the website. There is a provision in the software to generate the details of<br />

accepted applications in MS excel Format. The same should be generated on a daily<br />

basis( after allotting the Recruitment Center) and send by email to DC/EOP FHQrs for<br />

uploading into the website. .<br />

10 For examining SC/ST/OBC Certificates the following guideline:s are<br />

issued:-<br />

(a) It has been clarified by DoPT that the recruitment of candidates in the CISF<br />

is a recruitment in the <strong>Central</strong> Government service/post. For appointment<br />

under the <strong>Central</strong> Government on a reserved vacancy for SC or ST or OBC<br />

any candidate belonging to these categories possessing a .valid caste<br />

certificate from any State/UTcannot be denied consideration on the ground<br />

that he belongs to some other' S~ate/UT. He shall be entitled to' get the<br />

benefit of reservation even if recruitment is being made on local or regional<br />

basis where candidates are normally attracted from a locality or region.<br />

(b) Candidature of candidates who are declared as SC/ST/OBC according to<br />

their original inhabitation in some other States and applied for recruitment in<br />

another States on the basis of domicile certificates of that States should not<br />

be rejected. Domicile certificate should not be insisted if the candidate has<br />

produced a SC/ST/OBC certificate from the same State in which he has<br />

applied. . ..<br />

(c) When there is no vacancy of SC/ST/08C in.a State, candidates belonging<br />

to these category who have applied fbr the vacapcy against that State,<br />

should be treated as General Category candidates and they shall not be<br />

eligible for any relaxation meant for these categories.


10. SCRUTINY OF APPLICATIONS<br />

Although the scrutiny of application will be done through Recruitment Soft-ware, it<br />

must be ensured repeat must be ensured that: -<br />

i) En-cashable postal order of prescribed amount (except from SC, ST) is<br />

enclosed with the application.<br />

ii) Application is submitted in the prescribed proforma and is filled up complete<br />

and legible.<br />

iii) Photographs of candi"dates are affixed on the application at appropriate<br />

place are duly self attested and two self signed photographs (for admit card &<br />

individual record sheet/identity verification sheet) are also enclosed.<br />

iv) Application has been signed by candidate at the places provided therein<br />

v) Candidate fulfils the eligibility criteria as stipulated in the advertisement<br />

vi) Photo copy of Domicile certificate of concerned State/District duly attested<br />

by a Gazetted Officer is enclosed.<br />

vii) Photo copy of SC, ST, OBC & Hillman certificates duly attested by a<br />

Gazetted Officer as the case may be are enclosed with the application of the<br />

candidate for claiming the benefits of reservation and relaxation in physical<br />

standards. The certificates must be on the prescribed format as published in the<br />

advertisement. However, it does not mean that a SC/ST/OBC certificate shall<br />

contain all the notification/resolution numbers as indicated in the proforma.<br />

Certificate having mentioned only a Constitutional authority under which the caste<br />

of the candidate has been recognized as SC, ST or OBC (as the case may be),<br />

be accepted.<br />

viii) A self-addressed envelope duly affixed with postal stamps for RS.22/- is<br />

attached.<br />

ix) Application submitted to the authority as mentioned in the notification showld<br />

only be accepted.<br />

x) Photograph of candidates are required to be manually affixed on admit card.<br />

xi) If the last column of application i.e. (to be filed by office) observation/remark,<br />

name, designation and signature of the scrutinizing officer is not available in the<br />

application then these applications may be accepted. The observation/ remarks<br />

be endorsed with signature of application scrutinizing officer on the back side of<br />

the application.<br />

xii) If OBC candidates have not enclosed/not filled- up/ signed the<br />

declaration regarding non-creamy layer notified in the application then such<br />

applications be provisionally accepted. Suitable direction enclosing the proforma<br />

with the admit card be issued to the OBC candidates to submit the declaration at<br />

the time of reporting at the recruitment centre.<br />

xiii) All sector IsG were requ~sted to obtain and circulate the proforma and<br />

issuing authority of Domicile certificate t6. all application receiving authorities vide<br />

this Directorate DO letter dated 09.01.2'008. Further in some States the powers to<br />

issue SC/ST/OBC certificate has been further delegated by Administrative Orders<br />

of that State. Clarification if any in this regard may be sought from the Sector IsG.<br />

xiv) If postal order has been issued prior to the advertisement date (predated)<br />

then it may be enquired from the postal authorities whether the postal<br />

orders can be encashed or otherwise. If it is encashable

If different district have been mentioned in domicile and caste certificate<br />

due to re-organisation of Districts in the State then the Application Receiving<br />

Authority may obtain necessary clarification from State authorities for<br />

discrepancies of Districts instead of referring the matter to this Directorate.<br />

11 Applications may be rejected on the following grounds:-<br />

a) Domicile certificate not submitted. However where the State/Districts have been<br />

mentioned in the Caste certificates such applications may be accepted with<br />

direction in the admit card to submit the same at the time of reporting at the<br />

Recruitment center. It should be ensured that the State in the caste certificate is<br />

the same in which the candidate is applying.<br />

b) Caste(SC/ST/OBC) Certificate not submitted.<br />

c) Caste certificate submitted but has deficiencies. Where the caste certificate has<br />

been submitted and it is not attested or not in the prescribed format but<br />

contains anyone of the notification/resolution number of Govt. of India the<br />

same may also be provisionally accepted with suitable remarks in the admit<br />

card to produce the caste certificate in the prescribed proforma at the time of<br />

reporting at the recruitment centre.<br />

d) Overage/Underage<br />

e) Unsigned applications.<br />

f) Signature not at the proper place. If the candidate has put his signature at any<br />

one of the space provided at column NO.20,22 &23 then such applications may<br />

be provisionally accepted with clear direction to the candidate that he has to put<br />

his signature at rest of the columns of the application form at the time of<br />

reporting at the recruitment center.<br />

g) No photo affixed on the application f9rm.<br />

h) Where only one photo with or without self attestation or with attested by a<br />

Gazetted officer, is available then the same may be accepted with suitable<br />

instruction in the admit card to bring two additional similar photographs at the<br />

time of reporting at the recruitment center. The recruitment board will collect the<br />

same, compare with the available photographs and then paste the additional<br />

photographs in the Admit card and Individual record sheet duly attested by<br />

them.<br />

i) Application written other than in Hindi/English.<br />

j) Insufficient amount of Postal order. Where the postal order is of required<br />

amount and can not be deposited to Govt. account due to any short comings in<br />

the postal order.<br />

k) Below required educational standards: Where the certificate of age/education<br />

is other than from State/<strong>Central</strong> Board and CTC of Govt. of India. Notification<br />

declaring such qualification equivalent to Matric/10 class pass for the purpose<br />

of employment under the <strong>Central</strong> Government is not enclosed the same may<br />

also be provisionally accepted with ..suitable remarks in the admit card to<br />

produce the same at the time of reporting at the recruitment centre otherwise<br />

their candidature will be rejected by the Recruitment Board. Names of these<br />

candidates may be incorporated in Annexure-il(a) and Annexure-ll(b) as well.<br />

I) In case applications of other Districts/States which are not meant for the<br />

particular application receiving center then the same may be rejected.<br />

m) Applications having shortcomings other than as mentioned above may be<br />

accepted provisionally and the candidates may be directed' in' clear terms in the<br />

admit card to bring the requisite documents while reporting at the Recruitment<br />

Center . . ..

0) If answer to column NO.14(regarding conviction) and 15 (regarding dismissal) in<br />

the application form is yes then the application will be rejected.<br />

p) Applications of other than Indian Nationals should be rejected.<br />

q) Concession of Domicil~ has been given only to Son and Spouse of CISF<br />

personnel who are residing with them in the State where recruitment is<br />

conducted on production of certificate from the Unit Commander as per<br />

Appendix G. Applications submitted by brother/sisters of CISF personnel should<br />

rejected to avoid any future complications. -<br />

u) If the candidate has not put his signature below column No 20,22 &23 but put<br />

his signature under declaration for OBC candidates then such applications<br />

should be treated as unsigned and be rejected.<br />

v) Application received after the closing date should be rejected due to late<br />

receipt. The postal orders and postage stamps received along with these<br />

applications should be counted for.<br />

Boards of the State concerned. In some States the power to issue caste<br />

certificate has been further delegated by their own administrative orders,<br />

Appendix (; of the notification to only son/spouse of CISF personnel who are<br />

actually residing with the CISF person in the Unit. Others may be advised to<br />

submit application to Application receiving authority in their Home State, The<br />

criteria of actual residence with CISF personnel should be checked prior to<br />

issue of such certificate.<br />

c) Further it, will be the responsibility of all Zonal DlsG to provide the required<br />

infrastructure to the Recruitment Boards and Interview Boards for smooth<br />

conduct of Recruitment. For this purpose the Zonal DlsG will assess the<br />

requirement of funds for(stationary items, purchase of recruitment equipments,<br />

medical examination charges, postal charges etc) conducting recruitment from<br />

the stage of receipt of applications up to Medical examination and Medical<br />

examinations by appeal panel in the States under their jurisdiction and project<br />

consolidated demand of funds directly to AD/Accounts of this Directorate well in<br />

advance to avoid last minutes rush,<br />

Irc.PORTANT ADVICE:-<br />

The recruitment process has a 5 Km run to be completed in 24 minutes. This<br />

requires endurance and stamina. Candidates are advised to practice for the run before<br />

coming for recruitment. They are further advised to get themselves medically examined<br />

regarding their suitability to run the specified distance in the given time. CISF will not be<br />

responsible for any injury Imishap or medical problem which may arise from the race or<br />

other events of the recruitment process.<br />

NOTE :-<br />

1. Vacancies may increase/decrease depending upon the position at the time of final<br />

selection without any notice.<br />

2. Selected candidates are liable to serve anywhere in the country as per transfer policy of<br />

the <strong>Force</strong>.<br />

3. As the vacancies have been allotted to the concerned States/UTs, candidates are<br />

required to submit domicile certificates of the States in which they are to be considered.<br />

4. Followers serving in the CISF may also apply for this recruitment through proper channel<br />

in the State in which they are presently serving. .<br />

5. Sons and spouse of the <strong>Force</strong> personnel who are residing with him/her may also apply<br />

for this recruitment in a State in which the serving person is posted, irrespective of the<br />

State to which he belongs. To avail this concession they have to submit photocopy of<br />

certificate from the Unit Commander as per appendix G to this notification.<br />

6. The appointment of candidates is subject to availability of training space and vacancy. As<br />

such candidates may be appointed in Phases in accordance with availability of vacancy<br />

as well as training space.<br />

Warning USE OF UNFAIR MEANS AND IMPERSONATION<br />

1 CISF STRIVES TO RECRUIT FIT COMMITTED, SINCERE AND BEST CANDIDATES WITH<br />

TRANSPARENCY AND IMPARTIALITY. HENCE CANDIDATES ARE ADVISED TO "BEWARE<br />

OF TOUTS".<br />

2 Any candidate found using any unfair means or resorting to impersonation will be<br />

disqualified forth with and laiable to action as per law. The person impersonating a<br />

candidate will be arrested and a criminal case under IPC will be registered against him ..<br />

Such candidates will be barred from applying for the future recruitment in CISF.<br />

3 Any sort of canvassing or recommendation will debar the candidate from selection<br />

4 Any person acting as a tout or taking the help of a tout will be dealt as per law and<br />

criminal case will be registered against him/her under IPC.<br />

2. ELIGIBILITY CRITERIA<br />

a) NATIONALITY INDIAN<br />

b) Age (1) Not less than 18 years and not more than 23 years as on 1st August 2010 (relaxable<br />

uot05 vears in case of SC/ST candidates and 3 vears for aBC candidateS).<br />

(2) Upper age up to 05 years is also relaxable for those persons who had ordinarily been<br />

domiciled in the State of J & K during the period from 1 8t Jan 1980 to 31 st Dec 1989.<br />

The person claiming relaxation under this category should produce a certificate to the<br />

effect that they had been domiciled in the state of J&K during the period from 1st<br />

January 1980 to 31 8t December 1989 from the District Magistrate within whose<br />

jurisdiction they had ordinarily resided or from any other authority designated in this<br />

behalf bv the Government of Jammu and Kashmir.<br />

(3) The upper age limit is also relaxable upto 35 years in the case of serving Followers of<br />

the CISF provided they have rendered minimum three years continuous service in<br />

<strong>Force</strong>. Upper age limit is also relaxable upto 40 years for SCtST and 38 years for<br />

OBC candidates in such cases.

(4) Upper Age limit upto 5 years is also relaxable further to the children and dependents of victims<br />

KILLED in the 1984 riots and communal riots of 2002 in Gujarat. SC/ST/OBC relaxation~will be<br />

in addition as per Government instructions.<br />

a) son (including adopted son) or<br />

b) daughter (includina adooted dauahter)<br />

Dependentfamily member means<br />

a) spouse or<br />

b) children or<br />

c) brother or sister in the case of unmarried victim who was wholly dependent on that<br />

victim at the time of his getting killed in the riots would be eligible.<br />

In order to be eligible for upper age relaxation in this category, the applicant should produce a<br />

I certificate to that effect from the concerned District Collector/District Magistrate wherein the<br />

victim was killed<br />

Proportionate to height and age as per medical standard. Weight will be recorded at the time of<br />

physical measurements but the decision on fitness on account of weight will be taken at the time of<br />

e) Medical (1) Eye Sight Minimum distant vision should be 6/6 and 6/9 of two eyes without correction<br />

2. The question paper will be on general awareness/general knowledge,<br />

knowledge of elementary mathematics, analytical aptitude and ability to<br />

observe and distinguish patterns and to test the basic knowledge of the<br />

candidate in English/Hindi. The uestions will be set both in Hindi and En lish.<br />

Applications duly filled in the pre scribed proforma (Appendix A) affixed with recent passport size<br />

photograph duly self attested and accompanied with the following documents should reach the<br />

above designated officers of CISF latest by ~th November 2009. For the candidates belonging to<br />

Northern Eastern States anci Andaman & Nicob.ar Islands, the application should reach the above<br />

designated officers of CISF latest by 11 th November2Q09.<br />

a) A crossed non-refundable Indian Postal order for RS.50/-. from General & OBC candidates on<br />

a'ccdunt of' entrance fee drawn in favour of the officers mentioned in column 3 of the Table<br />

given at para 5 above and payable at the post office as shown in column 4 therein. No claim<br />

for refund of the entrance fee will be entertained on the ground that the application was<br />

rejected. Payment of entrance fee other than Postal Order will not be entertained and<br />

candidature will be rejec':l?d.<br />

b) No application fee is applicable for SC and ST candidates. The candidates belonging to SC/ST<br />

however must enclose F'hotostat copy of SC/ST certificate as per Appendix B duly attested by<br />

a Gazetted Officer.<br />

8 APPEAL AGAINST FINDINGS OF MEDICAL EXAMINATION<br />

a) In all cases a candidate, who has been declared UNFIT for appointment in CISF in the Medical<br />

Examination, will be communicated the grounds for rejection in bro2d terms by the Examining<br />

Medical Officer.<br />

b) The candidate, if not satisfied with the findings of the Medical Examination, can submit a<br />

representation within 15 days for examination by "Appeal Panel". The representation should<br />

accompany (A) Medical certificate in the prescribed format as per Appendix - 'F' as a proof of his<br />

, fitness (a) Demand Clraftof Rs.25/- . '<br />

c) The medical certificate will not be taken into consideration unless it contains a note by the<br />

medicalpractition'er concerned to the effect thelt it has been given in full knowledge of the fact<br />

that the candidate l1as already been declared unfit for appointment by a Medical Officer and<br />

the opinion ofthe e:lCaminingmedical officer is an error of judgment<br />

d) The representation will also not be taken into consideration unless it contains Appeal panel Medical<br />

Examination fee of l~s.25/- through Demand Draft. (The details of authority to whom the appeal<br />

should be submitted and DDO concerned and payable branch etc., will be mentioned in the Rejection<br />

Slip itself to be issued by the Examining Medical Officer/Chairman of the Recruitment Board).<br />

9. INSTRUCTIONSIN GENERAL<br />

1 Only eligible Candidates may apply in the prescribed proforma. Candidates should minutely go<br />

through all the provisions in the notice to ensure that he is eligible for the post of Constable for<br />

which he is applying in terms of requirement of Age, Educational qualifications etc.<br />

2 Name & Father's Name should be exactly as mentioned in the Matriculation certificate. In case of<br />

change the same must be supported by necessary documents otherwise the candidature will be<br />

rejected<br />

3 Candidate should submit his/hl~r domicile certificate issued by concerned authority to establish<br />

that he/she belongs to that State/District. The candidates will be eligible for recruitment only in the<br />

States/UTs, to which they belong.<br />

4 The application form must be 'filled by the candidate in his own handwriting. Correction, if any,<br />

should be legible and attested by the candidate. '<br />

5 Application must be subl11ittedin, the prescribed format published with this advertisement as<br />

Appendix - "A', The application form may be typed out in double space or written in hand neatly but<br />

,format should be the same as published.' No application form will be supplied by this<br />

department.<br />

6 No change/alteration will be permitted once the form has been submitted.<br />
