which reveal more th<strong>an</strong> otherwise would be difficult to convey qu<strong>an</strong>titatively. In this<br />

regard, qualitative methods are appropriate in situations where the variables are first<br />

identified <strong>an</strong>d possibly later tested qu<strong>an</strong>titatively, but also, where the researcher has<br />

determined that qu<strong>an</strong>titative measurements c<strong>an</strong>not adequately describe nor<br />

approximate a given reality. In this case, research problems tend to be framed as<br />

open-ended questions that will support discovery <strong>of</strong> new in<strong>for</strong>mation <strong>an</strong>d clarify a<br />

situation. For example, Gaitskell's (1998) study on shelters <strong>for</strong> abused women in<br />

Durb<strong>an</strong> raised questions on the efficacy <strong>of</strong> shelters to help abused women <strong>an</strong>d what<br />

were women's perceptions <strong>an</strong>d feelings. Similar concerns will be explored in this study<br />

on shelters <strong>for</strong> children living <strong>an</strong>d/or working on the streets. The ability <strong>of</strong> qualitative<br />

data to capture <strong>an</strong>d describe a phenomenon is <strong>an</strong> import<strong>an</strong>t consideration not only<br />

<strong>from</strong> the researcher's perspective, but <strong>from</strong> the reader's perspective as well. Qualitative<br />

research reports are rich in detail <strong>an</strong>d insights <strong>of</strong> all experiences <strong>of</strong> the involved<br />

particip<strong>an</strong>ts in <strong>an</strong>y given situation or world <strong>of</strong> study <strong>an</strong>d in this sense, are more<br />

me<strong>an</strong>ingful to the reader. The researcher hopes <strong>an</strong>d expects that the process <strong>of</strong><br />

qualitative research faithfully followed will derive useful in<strong>for</strong>mation not only on the<br />

nature <strong>of</strong> the shelters, but also on what they do on a daily basis. Qualitative approach<br />

allowed m<strong>an</strong>agers to be interviewed <strong>an</strong>d focus group discussion to take place in the<br />

shelters, as the particip<strong>an</strong>ts' natural setting. The process divulged in<strong>for</strong>mation<br />

regarding the views <strong>an</strong>d experiences <strong>of</strong> shelters staffs as service providers <strong>an</strong>d <strong>of</strong><br />

children as recipients <strong>of</strong> the shelter services. The choice <strong>of</strong> a qualitative approach is<br />

signific<strong>an</strong>t <strong>an</strong>d valid, not because as some people suppose that qualitative research is<br />

s<strong>of</strong>t <strong>an</strong>d dem<strong>an</strong>ds less rigor (Neum<strong>an</strong> 1997: 328), but because it allowed flexibility in<br />

the process <strong>of</strong> the project, <strong>an</strong>d there<strong>for</strong>e had the potential <strong>an</strong>d capacity to derive data<br />

which when interpreted will fit the situation under <strong>an</strong>alysis. Consequently, the<br />

in<strong>for</strong>mation could in<strong>for</strong>m policy makers on how best <strong>an</strong>d at what cost the intervention<br />

<strong>an</strong>d reintegration <strong>of</strong> the deserving children living <strong>an</strong>d/or working on the streets c<strong>an</strong><br />

proceed because the phenomenon persists.<br />
