we consider, first, that the phenomenon <strong>of</strong> children living <strong>an</strong>d/or working on the streets<br />

has been recognised by world institutions as a challenge to society, which needs to be<br />

addressed at all levels, <strong>an</strong>d tackling the challenges is congruent with protecting their<br />

rights <strong>an</strong>d secondly, that hum<strong>an</strong>ity interacts through inter-connected <strong>an</strong>d inseparable<br />

processes, it would follow that there would be a world mech<strong>an</strong>ism or body to monitor,<br />

develop, implement, coordinate <strong>an</strong>d sustain the intervention <strong>an</strong>d reintegration<br />

strategies. E.g. The National Alli<strong>an</strong>ce <strong>for</strong> <strong>Street</strong> <strong>Children</strong> in South Africa; <strong>an</strong>d the<br />

Durb<strong>an</strong> <strong>Street</strong> <strong>Children</strong>'s Forum. The two structures are in the making, not yet fully<br />

operational or representative enough but the ef<strong>for</strong>ts are noteworthy. Other examples<br />

include, the Europe<strong>an</strong> Union who has set the Europe<strong>an</strong> Network on <strong>Children</strong> living<br />

<strong>an</strong>d/or working on the streets Worldwide.<br />

Among the aims <strong>an</strong>d objectives <strong>of</strong> the network is to create awareness, to lobby<br />

politici<strong>an</strong>s <strong>an</strong>d seeks increased budget allocations on behalf <strong>of</strong> children living <strong>an</strong>d<br />

working on the streets <strong>an</strong>d their needs (http://www.enscw.org/englhtm: 24/5/2003).<br />

Child Rights In<strong>for</strong>mation Net Work (CRIN) was <strong>for</strong>merly <strong>for</strong>med in 1995 to coordinate<br />

NGOs that work with children living <strong>an</strong>d working on the streets e.g. Childhope<br />

Intemational; <strong>Street</strong>kids Intemational; <strong>an</strong>d Futures For <strong>Children</strong> <strong>of</strong> Homeless Families<br />

Foundation. CRIN's membership has grown subst<strong>an</strong>tially since it was established <strong>an</strong>d<br />

by the end <strong>of</strong> 2003, there were over 1,400 org<strong>an</strong>isational members. According to CRIN,<br />

most <strong>of</strong> members are non-govemmental org<strong>an</strong>isations (NGOs). The network includes<br />

also United Nations agencies, community based org<strong>an</strong>isations, research institutions,<br />

inter-govemmental org<strong>an</strong>isation (IGOs) <strong>an</strong>d govemmental org<strong>an</strong>isations<br />

the phenomenon <strong>of</strong> children living <strong>an</strong>d working on the street is worldwide as was<br />

pointed out by Jewdokimowa (1999) that; 'The problem <strong>of</strong> street children is <strong>an</strong><br />

intemational problem, which must be dealt with on <strong>an</strong> intemational basis'<br />

(http://www.enscw.org: 23/5/2003). Cognis<strong>an</strong>t <strong>of</strong> the fact that the phenomenon is world<br />

wide, it would follow that such networks <strong>an</strong>d structures would be replicated within the<br />

regions <strong>of</strong> Africa (Bourdillon, 2001 http://www.cyc-net.org/cyc-online/cycol-1201­<br />
