the ef<strong>for</strong>ts <strong>of</strong> the shelters, particularly the reintegration programs whereby children re­<br />

enter the streets when circumst<strong>an</strong>ces that triggered the first problem are not dealt with.<br />

Another task that shelters need to consider is the follow-up programs whereby children<br />

who have been re-united or re-integrated c<strong>an</strong> be continuously visited <strong>an</strong>d supported<br />

until such a time as they are fully self confident (Ennew 1994:119-121).<br />

No single word c<strong>an</strong> capture the definition <strong>of</strong> 'children living <strong>an</strong>d/or working on the<br />

streets'. Researchers discredit the use <strong>of</strong> the label 'street children' because <strong>of</strong> its<br />

derogatory or deme<strong>an</strong>ing connotations. It must be remembered <strong>an</strong>d as we observed<br />

earlier that, children living <strong>an</strong>d/or working on the streets themselves do not like the<br />

label (Swart 1990; Agnelli, et.al 1986). The label in the contemporary debate been<br />

dropped in favour <strong>of</strong> the descriptive term 'children living <strong>an</strong>d/or working on the streets',<br />

which explains what <strong>an</strong>d where children are. This descriptively approximates <strong>an</strong>d<br />

captures the idea <strong>of</strong> street living without categorising children as 'street children'.<br />

Perhaps it would be productive to involve children in the construction <strong>of</strong> a name that<br />

would bear their full me<strong>an</strong>ing <strong>of</strong> the world <strong>of</strong> street life experiences <strong>an</strong>d may be that<br />

would be a solution to the definitional challenges. <strong>Shelters</strong> <strong>for</strong> children living <strong>an</strong>d/or<br />

working on the streets also need to be re-designated so that they c<strong>an</strong> achieve legal<br />

recognition <strong>an</strong>d status. As noted earlier, when the proposed South Afric<strong>an</strong> Draft<br />

<strong>Children</strong>'s Bill 2002 becomes law, the situation <strong>an</strong>d status <strong>of</strong> the shelters will ch<strong>an</strong>ge<br />

<strong>an</strong>d will solve their fin<strong>an</strong>cial situation. Under-funding <strong>of</strong> shelters me<strong>an</strong>s poor quality in<br />

service delivery, program development, m<strong>an</strong>agement, poor staff remuneration <strong>an</strong>d<br />

consequently low morale, all these factors impact on shelter's service delivery. In this<br />

regard, <strong>an</strong>d because the shelters are perceived to be the best <strong>for</strong>m <strong>of</strong> interventions<br />

their fin<strong>an</strong>cial support is crucial in the delivery <strong>of</strong> services. <strong>Shelters</strong> m<strong>an</strong>agers <strong>an</strong>d staff<br />

felt that they could do more if they had resources (fin<strong>an</strong>cial <strong>an</strong>d material). There was<br />

need <strong>for</strong> some help so that they could develop structures <strong>an</strong>d systems that could<br />

ensure that they became more <strong>an</strong>swerable, accountable <strong>an</strong>d tr<strong>an</strong>sparent in their<br />

m<strong>an</strong>agement <strong>an</strong>d the use <strong>of</strong> funds. The difference between the children's homes <strong>an</strong>d<br />

the shelters should be narrowed down <strong>an</strong>d a link established so that both children's<br />

homes <strong>an</strong>d shelters c<strong>an</strong> be valued on the same level. As maters st<strong>an</strong>d, phases one<br />

represent shelters while phases two shelters reflect children's homes. The present<br />

circumst<strong>an</strong>ces give privileges to children living in the children's homes at the expense<br />

<strong>of</strong> children living in shelters.<br />
