In order to bring about this change in the English<br />

regions, the eight RDAs, plus the <strong>London</strong> Development<br />

Agency, had a significant budget, totalling over two billion<br />

introduction<br />

pounds in the financial year to March 2010. An enormous<br />

the public sector. This is particularly the case at a regional from supporting entrepreneurs, to remaking city centres,<br />

level, where institutional structures are undergoing a major to dealing with the economic consequences of unexpected<br />

reordering. This reordering includes the abolition of Regional events such as the foot-<strong>and</strong>-mouth outbreak in 2001 <strong>and</strong><br />

Development Agencies (RDAs).<br />

This article considers the implications of this change Guidance issued by central government<br />

for evaluation in the regions, specifically with respect to the<br />

RDAs. We summarise the history of evaluation at RDAs <strong>and</strong><br />

consider the consequences of the loss of evaluation capacity<br />

in the regions. This period of restructuring presents us with<br />

opportunities for applying good practice <strong>and</strong> learning in the<br />

new organisations that emerge; but we also face risks of<br />

learning being lost as RDAs close <strong>and</strong> people move on.<br />

Rdas <strong>and</strong> evaluation 1999–2009<br />

RDAs were established by the Regional Development<br />

Agency Act of 1998. Their purpose was to:<br />

n further economic development <strong>and</strong> regeneration<br />

n promote business efficiency, investment <strong>and</strong><br />

competitiveness<br />

n promote employment<br />

the lifetime of RDAs made it clear that RDAs were expected<br />

to evaluate their projects <strong>and</strong> programmes. The guidance,<br />

however, was unspecific about the government’s expectations<br />

of RDA evaluation. A far more comprehensive view, tailored<br />

to the context of RDAs, was set out in the 2006 ‘Impact<br />

Evaluation Framework’ (IEF) 2 ISSN 1743-954X<br />

, which emphasised the need<br />

for:<br />

n planning <strong>and</strong> resourcing evaluation<br />

n a clear ‘programme theory’ at the heart of the<br />

evaluation<br />

n assessing the additionality of economic impacts<br />

n going beyond quantitative outputs <strong>and</strong> looking at<br />

‘Strategic Added Value’ achieved by investments<br />

n considering environmental impacts of projects <strong>and</strong><br />

programmes.<br />

The publication of the IEF undoubtedly raised the profile<br />

of evaluation within RDAs. It also highlighted some of the<br />

methodological challenges involved in effective evaluation in<br />

the complex context of regional economies.<br />

In late 2007, PricewaterhouseCoopers (PwC) was<br />

commissioned by central government to undertake a meta<br />

evaluation to assess the economic impact of the RDAs. This<br />

impact assessment drew on evaluations commissioned by<br />

individual RDAs – resulting in a marked increase in evaluation<br />

activity by RDAs in order to meet PwC’s requirements for<br />

evidence (for any one RDA to submit acceptable evidence, it<br />

needed to demonstrate that activity covered by 60 percent<br />

of spend in a specified period had been externally evaluated<br />

to the required st<strong>and</strong>ard). The PwC report focussed on<br />

economic impacts, so their assessment of the quality of<br />

evaluations submitted as evidence was largely based on the<br />

ability of the evaluations to establish robust Gross Value<br />

Added Impact figures rather than other aspects of the IEF.<br />

n all Rdas had developed evaluation strategies<br />

<strong>and</strong> evaluation was firmly embedded in their project<br />

management processes. Evaluation capacity was a key<br />

part of the National Audit Office RDA performance<br />

reviews of 2009/10. 5<br />

n Evaluation practitioners from across the RDA<br />

network met regularly to share good practice.<br />

n The office of Project <strong>and</strong> Programme advice<br />

<strong>and</strong> Training (OffPAT) had developed a central e-library<br />

for member organisations to share evaluation reports.<br />

Many RDAs also published reports through either RDA<br />

websites or other regional networks such as Regional<br />

Observatories. 6<br />

n Evidence from evaluations was seen as a central<br />

component in the development of integrated strategies<br />

for each region.<br />

The report was published in 20093 <strong>and</strong> showed that RDAs<br />

were having a substantial positive net economic impact on<br />

regional economies.<br />

The experience of gathering evidence for the PwC<br />

report drew attention once again to the practical difficulties<br />

involved in carrying out robust economic impact evaluations<br />

of a complex mix of initiatives delivering diverse outcomes<br />

over different time spans. This resulted in further guidance<br />

being issued to supplement the IEF. 4<br />

The coalition government is committed to abolishing<br />

RDAs by March 2012. It is anticipated that some of their<br />

functions will be taken on by Local Enterprise Partnerships<br />

(LEPs). However, at this stage, what LEPs will look like in<br />

practice <strong>and</strong> how their functions will be funded <strong>and</strong> delivered<br />

remains unclear. Other functions will be nationally led; in<br />

some regions, a debate is ongoing on whether any functions<br />

should be retained at either a regional or cross-LEP level.<br />

At the beginning of 2010, it was clear that RDAs <strong>and</strong> The Department for Business Innovation <strong>and</strong> Skills has<br />

Cancellation policy<br />

We regret that we cannot refund fees for any courses or parts of courses cancelled by participants<br />

unless notified to this office at least 14 days before the first day of the course. Because our courses<br />

run as small groups of 8-10 people, it is not feasible to change bookings at short notice. In certain<br />

circumstances transfers to different dates may be possible at our discretion. Our cancellation terms -<br />
