WECC DATA/INFORMATION AVAILABILITY POLICY
This document is the policy of Western Electricity Coordinating Council (WECC)
regarding release of data and information submitted to WECC by WECC members and
reports prepared by WECC using this data. It applies to both WECC members and
WECC Staff. Nothing in this policy restricts an individual member from releasing its
own data and information (which has been or will be submitted to WECC) according to
its own policies. Nor does it restrict a member from releasing data or information
regarding another member by mutual agreement between those members. Nothing in this
policy shall restrict a member from sharing data, information, and reports with its
affiliates and subsidiaries. This policy does not supercede Federal, State, or Provincial
law, including public disclosure laws.
Unless otherwise directed by the Federal Energy Regulatory Commission (FERC) or a
State or Provincial Regulatory Authority relative to the management, handling, and
access to critical energy infrastructure information, the availability of WECC data and
information shall be handled as follows:
1. WECC Power Flow, Stability, and Disturbance Monitoring Data
Based upon the broad WECC membership provisions and the presumption that
the WECC membership will be comprised of entities that have a legitimate need
to be WECC members, the data are confidential and shall only be available to
WECC members except as described below. Access to confidential data from
WECC’s web site or bulletin board shall be restricted to WECC members through
a login procedure or from Staff.
a. Under binding arrangements which provide against further disclosure,
except as required by law, a WECC member or the WECC Staff may
provide the data to a nonmember for the purpose of performing work set
forth in writing by the WECC member or the Council. Upon completion of
the work by the nonmember, the data shall be returned to the WECC
member or WECC Staff.
b. Under a regulatory proceeding or litigation, the WECC Staff or a WECC
member may provide the data to the participants in such proceedings under
a confidentiality agreement and may provide data as required by law.
Upon completion of the regulatory proceedings or litigation, the data shall
be returned to the WECC Staff or WECC member, unless such regulatory
proceedings or litigation prohibit returning the data.
c. WECC members that are consultants and professional advisors may
perform study work using WECC data for nonmembers provided that the
WECC data are not provided to the nonmembers. Under such
arrangements the nonmembers are permitted to look at the data in the
WECC member Consultant’s office to gain an understanding of the study
results but are not permitted to have the data or a copy of the data.

2. Reports, Publications (Path Rating Catalog), Maps –
The WECC Staff and WECC members shall use discretion in providing this
information to nonmembers. The following are examples of such discretion:
a. WECC Information Summary Pamphlet and Ten-Year Coordinated Plan
Summary – Generally available without restriction.
b. WECC Reliability Criteria – Generally available without restriction.
c. WECC Existing Generation and Significant Additions and Changes to
System Facilities Report and WECC Summary of Estimated Loads and
Resources Report – Generally available without restriction for a fee.
d. Maps –WECC members shall use discretion in providing WECC maps to
nonmembers. The Staff will provide maps for a fee to those that have
submitted a written request and based on the Staff’s judgement that the
requesting party has a legitimate need for the maps.
e. Annual Study Report – Restricted availability. Copies of the report,
modified to eliminate technical detail where appropriate, will be included
in WECC’s FERC 715 filing. Reports will be generally limited to WECC
members. If a nonmember has demonstrated a legitimate need for the
report, it will be provided under terms of a confidentiality agreement.
f. Path Rating Catalog – Restricted availability. Copies of the report will be
included in WECC’s FERC 715 filing. Reports will be generally limited to
WECC members. If a nonmember has demonstrated a legitimate need for
the report, members and Staff will provide it under terms of a
confidentiality agreement.
3. Production Cost Data –
Maintain current policy that data are available only to members having signed a
confidentiality agreement. Members may not distribute to other members or
nonmembers.
4. Loads and Resources (L&R) Individual System Input Data
The WECC Staff shall provide aggregated data to members and the Staff may
provide aggregated data to nonmembers using discretion as described in item 2
above. The WECC Staff shall not provide individual entity data to members or
nonmembers. WECC members may provide their individual L&R data to others,
as they deem appropriate.

5. FERC 715 Filing
Availability of WECC sections of the FERC 715 filing (power flow data,
reliability criteria, maps, etc.) is addressed by items 1-4 above. The WECC Staff
will provide individual member portions of the FERC 715 filing to requesting
parties only upon approval by the applicable WECC member.
6. Parties shall not distribute data and information obtained pursuant to a
confidentiality agreement to any other party without the express written consent
of the original party producing the data.
7. Exceptions to this policy shall be handled on a case by case basis as approved by
the WECC Board of Directors.
