TENNESSEE OPERATORS OPPOSE
CONCESSIONS TO STATE COAL.
Gov. Cox's efforts in behalf of low freight rates
on state coal are not pleasing to the Tennessee
operators, particularly those in the Knoxville district.
Some of the latter think that the state
mines, which are operated by convicts, are already
getting better rates than they deserve. Only a
few months ago a vigorous protest was lodged
with the officials of the Southern Railway against
a concession which had then been made in favor
of the state mines for trade in the Carolinas.
A further concession in favor of the convict
coal will bring forth a still more vigorous protest
from coal operators in general throughout the
Kentucky and Tennessee district unless similar
concessions are made to them.
In this connection it may be stated that coal
operators regard with no degree of favor this recent
move of the state to go into more extensive
coal mining. Against such mining with convict
labor, the independent mines can not compete.
It simply means that their market is to be lessened
wherever the state mines choose to sell.
Instead of railroad rate concessions or any other
concessions in favor of convict coal the coal operators
think it is due them and the thousands of
free miners under their employ, to hedge the
state mines in a way that their advantage will not
be such a disadvantage to all others.
