36 THE COAL TRADE BULLETIN.
serve of Ohio about a century ago. Mr. Sanford's
maternal ancestors were also among the early
settlers of that section, coming from New York
state.
The Sanfords moved to Youngstown, Ohio, when
Jesse H. Sanford was ten years old; then to Dunbar,
Fayette county. Pa., in 1875, the younger
Sanford meantime getting his early schooling and
going to work in the mines and about the store
of the Mahoning Coke Co., which his father established
at Dunbar. J. H. Sanford took a course at
the Stevens institute, Hoboken, N. J., 1881 to 1884,
when he became associated with the Morse Bridge
Co. at Youngstown, Ohio, for two years. He came
to Pittsburgh to join his father in the firm of
Sanford & Son, operating in Toms and Panther
Runs. J. H. Sanford was superintendent of these
mines till 1889 when he bought and operated U.e
Leesdale mine in the Panhandle field. The father
and son then bought the Boyd mine at Walker
Mills, Pa., later forming the Lake Superior Coal
Co. which developed an old mine formerly operated
by the Pittsburgh Fuel Co. on Toms Run. The
Pittsburgh Coal Co. on its formation took over
these properties and Mr. Sanford was made superintendent
of the district in which he and
his father had been operating, leaving in June,
1900, to take up the development of the Clyde
property as general manager.
STEPS TOWARD FEDERATION OF
BITUMINOUS OPERATORS OF
THE ORGANIZED FIELDS.
At the meeting in Chicago on May 22 and 23,
of coal operators and commissioners and secretaries
of coal operators' associations, a formal
organization was effected and additional steps
taken which are likely to result in the formation
of a federation of bituminous operators covering
all the organized fields of the country. The latter
suggestion was presented in the form of a report
prepared by a committee appointed at the last
conference of commissioners and secretaries held
at Indianapolis; some time ago, outlining the
benefits to be derived from an association of this
character and reforms that should be accomplished
in connection with the joint agreement.
The various evils and abuses which exist generally
in connection with bituminous production
were recounted and conclusive arguments were
advanced showing that it would be impossible to
eliminate them until the coal operators stood together
as a unit. The movement urged in the
report seems to be the only practicable means for
securing the enforcement of contracts with the
miners' organization, the preservation of proper
rights and the adequate punishment of the class
of employes whose misconduct ranges from petty
to criminal. The report was thoroughly complete
and comprehensive, covering the points at issue
so well as to form a stable groundwork on which
to proceed with the movement which probably will
take tangible shape at the next meeting of the
commissioners and secretaries' organization which
is to be held at Columbus, 0., in August.
The meeting was attended by the following commissioners
and secretaries of commissions: George
W. Schluederberg, Pittsburgh, Pa., in charge of
the interests of the Pittsburgh Coal Co.; W. H.
Zimmerman, commissioner of the Brazil Block
Coal Operators' Association of Indiana; P. H.
Penna, secretary and treasurer of the Indiana BitumHnous
Coal Operators' Assciation; John P.
Reese, commissioner and secretary of the Iowa
Coal Operators' Association; Herman Justi, commissioner
of the Illinois Coal Operators' Association;
C. L. Scroggs, secretary of the commission
of the Illinois Coal Operators' Association; S. W.
Kniffin, secretary of the Southwestern Interstate
Coal Operators' Association; Thomas W. Davis,
commissioner of the Michigan Coal Operators' Association;
D. C. Kennedy, commissioner of the
Kanawha Coal Association, Charleston, W. Va.;
Patrick McBryde, commissioner of the Panhandle
Coal Operators' Association and the No 8 district
operators. In addition a number of prominent
coal operators were present at the meeting, including
J. C. Kolsem, president of the Indiana
Bituminous Coal Operators' Association; B. F.
Bush, president of the Southwestern Coal Operators'
Association, and C. H. Morris, president of
the Iowa Coal Operators' Association. Many leading
operators from Indiana, Iowa and Illinois were
also in attendance during the convention. Colonel
Zimmerman, of the Brazil Block district, acted as
temporary chairman and C. L. Scroggs, of Illinois,
as temporary secretary. Mr. Scroggs, after the
formal organization was effected, was made permanent
secretary and Herman Justi was elected president.
