minimum guarantee (which is £145.40 a week for a <strong>single</strong> person in 2013–14). 26<br />
If the flat-rate <strong>pension</strong> were set at £146.30 per week, each year of accrual would<br />
be worth £4.18 of state <strong>pension</strong> income (= 1/35×£146.30). In the remainder of this<br />
report, we assume that the <strong>single</strong>-<strong>tier</strong> <strong>pension</strong> will be set at this level. This is in<br />
line w<strong>it</strong>h the assumptions underlying the policy costings that were published by<br />
the Department for Work and Pensions (DWP). 27<br />
To illustrate how state <strong>pension</strong> accrual would work under the proposed system,<br />
Box 3.1 describes three example individuals – these are the same individuals<br />
described in Box 2.1.<br />

ent<strong>it</strong>lement towards the BSP and the <strong>single</strong>-<strong>tier</strong> <strong>pension</strong>, but not S2P: jury service, wrongful<br />
imprisonment, being the partner of a member of the armed forces posted overseas, being on an<br />
approved training course.<br />
