of English Language Learners
Enrolled in Different Types

The comparison between LEP students in different
types of programs shows that there are significant
differences in the demographic composition of the
students enrolled. For example, among those not
in ELL programs, the proportion of students with
disabilities and students at the highest levels of
English proficiency was the highest found among
all the programs. SIFE programs stand out for their
higher proportion of male students, of students
who are mobile, and of students at the lower levels
of English proficiency as well as the lower proportions
of those who are of low income. 8 Similarly
deserving of mention are the high proportions of
low-income students among LEP students enrolled
in Two-Way and transitional bilingual programs. SEI
