The comparison between LEP students in different<br />

types of programs shows that there are significant<br />

differences in the demographic composition of the<br />

students enrolled. For example, among those not<br />

in ELL programs, the proportion of students with<br />

disabilities and students at the highest levels of<br />

English proficiency was the highest found among<br />

all the programs. SIFE programs stand out <strong>for</strong> their<br />

higher proportion of male students, of students<br />

who are mobile, and of students at the lower levels<br />

of English proficiency as well as the lower proportions<br />

of those who are of low income. 8 Similarly<br />

deserving of mention are the high proportions of<br />

low-income students among LEP students enrolled<br />

in Two-Way and transitional bilingual programs. SEI<br />
