Section One: Executive Summary<br />
Performance Standards:<br />
Operational success should be measured in deterrence and prevention ra<strong>the</strong>r than increases in <strong>the</strong><br />
numbers <strong>of</strong> arrests and drug seizures1 . Examples <strong>of</strong> deterrence and prevention include: fewer illegal<br />
aliens arrested, a reduction in all crime, including index crimes2 <br />
.<br />
Consider using <strong>the</strong> reduction <strong>of</strong> <strong>Border</strong> Patrol illegal apprehension rate along <strong>the</strong> Texas/Mexico border<br />
as a key measure.<br />
Consider using <strong>the</strong> availability <strong>of</strong> drugs smuggled into <strong>the</strong> U.S. from or through Mexico, as measured<br />
by street cost and purity as a secondary measure.<br />
<strong>Report</strong>ing Requirements:<br />
Agencies participating in Operation <strong>Border</strong> Star must report daily border-related incidents to <strong>the</strong> Joint<br />
Operations Intelligence Center (JOIC) in <strong>the</strong>ir sector. The <strong>Border</strong> <strong>Security</strong> Operations Center (BSOC)<br />
must continue to centralize all border incidents and produce daily, weekly, and monthly reports.<br />
The state must establish a crime mapping capability that includes near real-time all crime data in <strong>the</strong><br />
Operation <strong>Border</strong> Star counties that includes Customs and <strong>Border</strong> Protection arrest and seizure data.<br />
The BSOC must establish a process to produce periodic border security assessments that support<br />
situational awareness.<br />
Audit Recommendations:<br />
The <strong>Governor</strong>’s Division <strong>of</strong> Emergency Management (GDEM) must continue to audit 100 percent<br />
state grant funds authorized by <strong>the</strong> 80th Texas Legislature to support border security.<br />
Funding Recommendations:<br />
Because increased funding for border operations has led to a decrease in crime, <strong>the</strong> state should<br />
sustain funding for border operations at <strong>the</strong> state level.<br />
In order to be eligible for state border security funding, state and local law enforcement entities<br />
must participate in: state led border operations, Joint Operations Intelligence Centers, and share<br />
information and intelligence with state, local, and federal counterparts.<br />
Policy Recommendations:<br />
<strong>Border</strong> security operations should be expanded to augment southbound inspections to curtail <strong>the</strong><br />
smuggling <strong>of</strong> bulk cash, stolen vehicles, and weapons to Mexico.<br />
The state should expand its use <strong>of</strong> technology in <strong>the</strong> border area to include <strong>the</strong> implementation <strong>of</strong> <strong>the</strong><br />
Virtual <strong>Border</strong> Neighborhood Watch Program, expanding border radio interoperability and prioritize<br />
<strong>the</strong> full implementation <strong>of</strong> <strong>the</strong> Texas Data Exchange in <strong>the</strong> border region.<br />
<br />
The state should consider expanding manpower to include K-9 units at each port <strong>of</strong> entry in coordination<br />
with border operations.<br />

Operation <strong>Border</strong> Star includes 45 counties, which goes beyond counties that physically touch <strong>the</strong> border.
