III. Operation <strong>Border</strong> Star Activities<br />

The law enforcement agencies that are participating in <strong>the</strong> acquisition and deployment <strong>of</strong> <strong>the</strong> law<br />

enforcement equipment and technology are expected to complete <strong>the</strong> following activities to enhance <strong>the</strong><br />

effectiveness <strong>of</strong> Operation <strong>Border</strong> Star:<br />

A. Conduct enhanced law enforcement patrolling activities using <strong>the</strong> law enforcement equipment and/<br />

or technology.<br />

B. Within jurisdictions or across jurisdiction lines as required:<br />

1. Conduct surveillance using <strong>the</strong> law enforcement equipment and/or technology;<br />

2. Investigate using <strong>the</strong> law enforcement and/or technology; and,<br />

. Collect and disseminate information regarding <strong>the</strong> use, effectiveness, and subsequent results <strong>of</strong><br />

law enforcement equipment and/or technology.<br />

C. Recognize and react to information/intelligence to adjust times and locations <strong>of</strong> law enforcement<br />

equipment and/or technology enabled operations.<br />

D. Identify significant trends or areas <strong>of</strong> interest regarding criminal activity that may be vulnerable to<br />

specific equipment and/or technical solutions and may be developed into focus areas for future<br />

operations.<br />

E. Identify best practices, metrics and details on <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong> equipment, technology,<br />

techniques, and strategy, and share <strong>the</strong> information.<br />

IV. <strong>Report</strong>ing Requirements<br />

A. Monitoring by Grantees<br />

Grantees are responsible for managing <strong>the</strong> day-to-day operations <strong>of</strong> grant-supported activities.<br />

Grantees must monitor grant-supported activities to assure compliance with applicable state<br />

requirements and that performance goals are being achieved. Grant monitoring must cover each<br />

program, function, or activity.<br />

B. Statistical <strong>Report</strong>s<br />

1. Grantees shall submit information garnered through <strong>the</strong> use <strong>of</strong> equipment and technology<br />

purchased through <strong>the</strong> BSET on a monthly basis using <strong>the</strong> Monthly Law Enforcement Technology<br />

<strong>Report</strong> form. (See Appendix C for form and instructions.)<br />

2. Submit <strong>the</strong> Monthly Law Enforcement Technology <strong>Report</strong> to <strong>the</strong> <strong>Border</strong> <strong>Security</strong> Operations<br />

Center (BSOC) by email at bsoc@txdps.state.tx.us or by fax at (512) 424-7041. Emailed forms<br />

are preferred over faxed forms. Receiving <strong>the</strong> forms electronically greatly assists BSET data<br />

consolidation and reporting efforts.<br />

C. Performance <strong>Report</strong>s (required quarterly)<br />

1. Grantees shall submit quarterly performance reports due 0 days after <strong>the</strong> reporting period. The<br />

final performance report will be due 45 days after <strong>the</strong> expiration or termination <strong>of</strong> <strong>the</strong> grant.<br />

2. Performance reports will contain brief information on <strong>the</strong> following:<br />

a. A comparison <strong>of</strong> actual accomplishments to <strong>the</strong> measurable objectives or outcomes<br />

established for <strong>the</strong> period. Where <strong>the</strong> output <strong>of</strong> <strong>the</strong> project can be quantified, a computation<br />

<strong>of</strong> <strong>the</strong> cost per unit <strong>of</strong> output may be required if that information will be useful.<br />

b. The reasons for slippage if established objectives are not met.<br />
