B. Evaluation Criteria<br />

1. Grants will be evaluated on <strong>the</strong> following criteria:<br />

The identification <strong>of</strong> realistic, obtainable and measurable outputs.<br />

The identification <strong>of</strong> realistic, obtainable and measurable outcomes.<br />

The identification <strong>of</strong> <strong>the</strong> means <strong>of</strong> how both <strong>the</strong> outputs and outcomes will be recorded.<br />

A clear means to evaluate <strong>the</strong> cost benefit ratio <strong>of</strong> <strong>the</strong> device(s).<br />

2. For <strong>the</strong> identification <strong>of</strong> obtainable and measurable outputs, emphasis will be on:<br />

Data or metrics that do not overly burden <strong>the</strong> reporting <strong>of</strong>ficer or agency – <strong>the</strong> data ga<strong>the</strong>ring<br />

<strong>the</strong> grant. For example: if it is a license plate reader, a check box as to <strong>the</strong> type <strong>of</strong> <strong>the</strong> device<br />

might be added to vehicle recovery report or form.<br />

Readily accessible data – <strong>the</strong> data should be such that it is readily available to anyone else<br />

operating <strong>the</strong> same or equivalent equipment.<br />

Metrics which can be captured with a good level <strong>of</strong> granularity – <strong>the</strong> metrics or measurements<br />

should be such that data is captured in <strong>the</strong> context <strong>of</strong> <strong>the</strong> environment. For example: although<br />

it is important to know how many vehicles might be intercepted through <strong>the</strong> use <strong>of</strong> a license<br />

plate reader, <strong>the</strong> hour <strong>the</strong> vehicles were intercepted, if <strong>the</strong>y were parked or moving, etc.,<br />

could help o<strong>the</strong>r agencies or researchers in <strong>the</strong> development <strong>of</strong> better solutions to vehicle<br />

interception.<br />

Metrics that define and aid in <strong>the</strong> identification <strong>of</strong> best practices in <strong>the</strong> use <strong>of</strong> <strong>the</strong> equipment<br />

– <strong>the</strong> metrics or measurements should be such that data is captured in <strong>the</strong> context <strong>of</strong> <strong>the</strong><br />

operations. For example: knowing <strong>the</strong> context <strong>of</strong> <strong>the</strong> operation in which a device is used<br />

can help o<strong>the</strong>r agencies and researchers understanding <strong>of</strong> <strong>the</strong> best practices for <strong>the</strong> use <strong>of</strong><br />

devices. This in turn, will help in determining <strong>the</strong> cost/benefit ratio <strong>of</strong> <strong>the</strong> device(s).<br />

. For <strong>the</strong> identification <strong>of</strong> obtainable and measurable outcomes, emphasis will be on:<br />

Data that can be clearly attributed to <strong>the</strong> use <strong>of</strong> <strong>the</strong> device(s) – clearly detailing how a<br />

device contributed to an effective act <strong>of</strong> law enforcement will help in determining <strong>the</strong> value<br />

realized from specific device(s). This also will help in determining <strong>the</strong> cost/benefit ratio <strong>of</strong><br />

<strong>the</strong> device(s).<br />

Data that can be measured in <strong>the</strong> context <strong>of</strong> operations – clearly detailing how a specific<br />

device or devices impact overall law enforcement efforts in specific types <strong>of</strong> operation<br />

should be such that it helps <strong>the</strong> reporting agency understand if <strong>the</strong> device or devices are a<br />

worthwhile investment <strong>of</strong> time and financial resources.<br />
