IV. Applications<br />
Applicants are required to submit <strong>the</strong> Application (Form B-1) and sub-forms listed in Section . Applications<br />
will be accepted for consideration on a “first come, first served” basis. Because funds are limited, not all<br />
requests may receive funding.<br />
V. Debarred and Suspended Parties<br />
GDEM and grantees shall not make any award or permit any award (grant or contract) at any tier to any<br />
party which is debarred or suspended or is o<strong>the</strong>rwise excluded from or ineligible for participation in federal<br />
assistance programs under Executive Order 12549, “Debarment and Suspension.” A current list <strong>of</strong> “Parties<br />
Excluded from Procurement and Non-procurement Programs” may be obtained from <strong>the</strong> federal General<br />
Services Administration in electronic form via modem or on <strong>the</strong> Internet at http://www.epls.gov. State<br />
agencies are prohibited by <strong>the</strong> state appropriations act from purchasing goods or services with appropriated<br />
funds “from companies which have been found, in a judicial or state agency administrative proceeding, to<br />
be guilty <strong>of</strong> unfair business practices.” The restriction on such purchases remains in effect for one year from<br />
<strong>the</strong> date <strong>of</strong> <strong>the</strong> determination <strong>of</strong> guilt.<br />
VI. Funding Availability<br />
There are limited funds available under this grant program.<br />
The BSET is a reimbursement program <strong>of</strong> actual costs for eligible purchases.<br />
Advances may be provided to supply sufficient funds to <strong>the</strong> participant to acquire <strong>the</strong> eligible equipment<br />
and services during <strong>the</strong> specified period.<br />
VII. Match Requirement<br />
There is no match requirement for this grant program.<br />
BSET funds may not be used as a match requirement for any o<strong>the</strong>r federal or state grant programs without<br />
prior, written approval <strong>of</strong> GDEM.<br />
VIII. Project/Award Period<br />
The project period begins on May 1, 2008 and ends on August 1, 2009. All funds must be expended by<br />
August 1, 2009. Given <strong>the</strong> statutory deadline for <strong>the</strong> program, no extension can be granted for this BSET<br />
Grant Program.
