<strong>Border</strong> <strong>Security</strong> <strong>Council</strong> Open Meeting<br />

Members Present: Chairman Carlos Cascos, Vice Chairman Robert Holt, Judge Val Beard, Sheriff T. Michael<br />

O’Connor, Sheriff Herrera, Fred Burton, Buddy Garcia, Scott McLaughlin, Allan Polunsky<br />

Members Absent: Sec. <strong>of</strong> State Phil Wilson, Judge Becky Dean Walker<br />

I. Chairman Cascos convened <strong>the</strong> meeting at 11:00 am.<br />

II. Chairman Cascos led <strong>the</strong> Pledges <strong>of</strong> Allegiance to <strong>the</strong> Texas and United States flags.<br />

III. Discussions regarding performance measures, audit methods and reporting requirements for state<br />

homeland security funds.<br />

Discussion regarding <strong>the</strong> importance <strong>of</strong> funding for K-9 training. If <strong>the</strong> armed services can train<br />

dogs, we should consider utilizing that training.<br />

How to document deterrence and prevention? More resources lead to more arrests and seizures<br />

initially. However, after that, <strong>the</strong> trend is that <strong>the</strong>re would be a decrease in arrests and seizures<br />

because <strong>the</strong> “bad guys” have moved away from <strong>the</strong> region.<br />

How to we advertise our operations and let people know <strong>the</strong>y will be occurring? Though locals<br />

would like to know when <strong>the</strong> strike team will be coming, that would remove <strong>the</strong> element <strong>of</strong><br />

surprise.<br />

What is <strong>the</strong> procedure to access state border security funding? In order to be a recipient <strong>of</strong> state<br />

funds, must participate in state operations.<br />

Should it be <strong>the</strong> <strong>Council</strong>’s role to recommend specifically who should get <strong>the</strong> money? Not<br />

necessarily. Who accounts for <strong>the</strong> use <strong>of</strong> <strong>the</strong> money that <strong>the</strong> border coalition sends to <strong>the</strong> locals?<br />

The Coalition.<br />

Steve McCraw requests to <strong>the</strong> <strong>Council</strong> that border operations be continued. The <strong>Council</strong> agrees<br />

by consensus.<br />

<strong>Council</strong> agrees to hold ano<strong>the</strong>r meeting in May.<br />

IV. Meeting adjourned at 12: 5 pm (Motion by Herrera, 2nd by Holt).<br />

II. Amanda Arriaga led <strong>the</strong> Pledges <strong>of</strong> Allegiance to <strong>the</strong> Texas and United States flags.<br />

III. Discussions regarding performance measures, audit methods and reporting requirements for state<br />

homeland security funds.<br />

<br />

<strong>Council</strong> members would like to finalize <strong>the</strong> report and send to <strong>Governor</strong> <strong>Perry</strong> by late May/early<br />

June.<br />
