Members Present: Chairman Carlos Cascos, Vice Chairman Robert Holt, Secretary <strong>of</strong> State Wilson, Judge<br />
Val Beard, Sheriff T. Michael O’Connor, Fred Burton, Buddy Garcia, Scott McLaughlin, Allan Polunsky<br />
Members Absent: Judge Becky Dean Walker, Sheriff Tomas Herrera<br />
I. Chairman Cascos convened <strong>the</strong> meeting at 10:02 am.<br />
II. Secretary <strong>of</strong> State Phil Wilson led <strong>the</strong> Pledges <strong>of</strong> Allegiance to <strong>the</strong> Texas and United States flags.<br />
III. Chairman Cascos adjourned into Executive Session, pursuant to Govt. Code Sec. 411.0441 to discuss<br />
ongoing criminal investigations at 10:04 am; (Motion by McLaughlin, 2nd by Beard).<br />
IV. Chairman Cascos reconvened <strong>the</strong> Open Meeting at 1:16 pm (Motion by Holt, 2nd by Beard).<br />
V. Chairman Cascos certified <strong>the</strong> executive session agenda (Motion by Polunsky and 2nd by Holt).<br />
VI. Chairman Cascos discussed <strong>the</strong> minutes from <strong>the</strong> October hearings. All minutes were approved, and<br />
are now available for <strong>the</strong> public (Motion by Beard, 2nd by Garcia).<br />
VII. Discussions regarding performance measures, audit methods and reporting requirements for state<br />
homeland security funds.<br />
