Comment from BSC: Thank you to SA for assisting with <strong>the</strong> evacuations during <strong>the</strong><br />

hurricane.<br />

Comment from Steve McCraw: Agrees that SA should be considered a “tier 1” so that <strong>the</strong>y<br />

could have access to more federal money.<br />

Question from BSC: Houston is <strong>the</strong> only tier 1 city in Texas. DHS is <strong>the</strong> entity that determines<br />

tiers. Is SA receiving any type <strong>of</strong> monetary consideration for <strong>the</strong> role <strong>the</strong>y play in evacuation?<br />

What can be done to address <strong>the</strong> concerns <strong>of</strong> <strong>the</strong> City <strong>of</strong> SA? Changing <strong>the</strong> grant allocation<br />

standards are a legislative and policy issue at <strong>the</strong> state and federal level.<br />

Mr. Kidd – All <strong>of</strong> <strong>the</strong> locals jurisdictions are interoperable, but not with <strong>the</strong> state counterparts.<br />

They don’t need more money for equipment, but for training. However, it is hard to get<br />

training funds because it is intangible and hard to prove <strong>the</strong> benefit received from training.<br />

IV. Chairman Cascos explained purpose <strong>of</strong> BSC public hearings.<br />

V. Rep. Garcia and Rep. Ortiz were represented.<br />

Thank you for including Corpus in <strong>the</strong>se hearings; thanks to <strong>Governor</strong> <strong>Perry</strong> for creating such<br />

a council.<br />

Comment from BSC: Explained <strong>the</strong> BSC charge; state focuses on human trafficking and drug<br />

trafficking. How would you recommend measuring success? Nueces County has better<br />

cooperation today, in terms <strong>of</strong> law enforcement, communication, etc., than <strong>the</strong>y have had in<br />

years past, due to <strong>the</strong> collaboration <strong>of</strong> all relevant players. Need to enhance communication<br />

capabilities in order to ensure that all payers are connected.<br />

Question from BSC: What kind <strong>of</strong> communications do you have now? Working with adjoining<br />

counties and state agencies to share information. Nueces is <strong>the</strong> 10th largest county in<br />

Texas.<br />

Question from BSC: Is it helpful to measure enhanced communications/ technology? Yes.<br />

Can you please give us <strong>the</strong> map and assets <strong>of</strong> what is currently done? Yes, can provide you<br />

with info about MetroComm and <strong>the</strong> gaps. The gaps exist because <strong>the</strong>re is drug and human<br />

trafficking that continues to occur that needs to be addressed.
