Question from <strong>the</strong> BSC: Why is <strong>the</strong>re such a burden to keep <strong>of</strong>ficers local? It is a burden on<br />
city taxpayers to train <strong>of</strong>ficers and <strong>the</strong>n have <strong>the</strong>m leave to state or federal agencies where<br />
<strong>the</strong>y can get paid more. El Paso can’t <strong>of</strong>fer what o<strong>the</strong>r cities can in terms <strong>of</strong> incentives.<br />
Question from <strong>the</strong> BSC: Do you work with ICE on Operation Southbound, which allows<br />
reimbursement for overtime? Yes. El Paso has a big problem with auto <strong>the</strong>ft, so it is an<br />
important program, but <strong>the</strong>y can’t sustain <strong>the</strong> funds.<br />
El Paso has 1100 police <strong>of</strong>ficers – may want to look at budgeting process.<br />

Terrell County doesn’t need overtime money, <strong>the</strong> need boots on <strong>the</strong> ground.<br />
<strong>Border</strong> Sheriff’s Coalition needs <strong>the</strong> money.<br />
Money is best served going to local counties, as opposed to state agencies, such as DPS.<br />
El Paso Times ran an article regarding 5700 OTMs that were detained, but many more get<br />
through.<br />
If <strong>the</strong>re are 20,000-60,000 OTMs that have gotten through <strong>the</strong> border; that’s 1000 per<br />

Comment from BSC: The BSC cannot redirect <strong>the</strong> funds that are in <strong>the</strong> legislation. Will have<br />
to wait till next session to affect such a change.<br />
Question from BSC: How many deputies does <strong>the</strong> sheriff have? One. For 56 miles <strong>of</strong> <strong>the</strong> Rio<br />
Grande. How many deputies would you need to patrol <strong>the</strong> 2 00 square miles <strong>of</strong> <strong>the</strong> county?<br />

Comments from perspective <strong>of</strong> <strong>the</strong> attorney’s <strong>of</strong>fice: we always talk about border security,<br />
but we forget about community security.<br />
Use <strong>of</strong> juveniles for drug trafficking is a problem.<br />
The state needs to focus on security, not immigration.<br />
Be careful when using public money for law enforcement.<br />
We need “less security” so that people will not be afraid to call <strong>the</strong> sheriff.<br />
