As public health <strong>of</strong>ficials, <strong>the</strong>y are tasked to also be a part <strong>of</strong> <strong>the</strong> security team along <strong>the</strong><br />

border; however, <strong>the</strong>y have had funding cut on disease surveillance, because “nothing has<br />

happened yet”.<br />

Basic statistic: If you drive 160 miles from McAllen, TX in any direction, <strong>the</strong>re are 14 million<br />

people. Nowhere else in Texas can you find this many people within 2 hours.<br />

Hidalgo County understands <strong>the</strong> importance <strong>of</strong> health and agro terrorism. The county works<br />

with USDA regarding terrorism involving food.<br />

Question from BSC: Is UT-Health Science Center helping with public health threats? Sort <strong>of</strong>.<br />

But <strong>the</strong> local/county level has to deal with <strong>the</strong> daily operations.<br />

Question from BSC: Could you get funding from <strong>the</strong>m? No, <strong>the</strong> academic world likes to keep<br />

<strong>the</strong>ir own money. Hidalgo County is willing to partner with <strong>the</strong> colleges, but <strong>the</strong> academic<br />

world doesn’t usually want to give.<br />

Question from BSC: Is this is state problem or a federal problem? Federal – just came back<br />

from <strong>the</strong> <strong>Border</strong> <strong>Governor</strong>s Conference. CDC has traditionally ignored <strong>the</strong> border. Need help<br />

from CDC and HHS. State can help to direct <strong>the</strong> fed funds to <strong>the</strong>m.<br />

All money has been directed between <strong>the</strong> ports <strong>of</strong> entry, which places a burden at <strong>the</strong> ports<br />

<strong>of</strong> entry. The perimeters are compromised.<br />

100,000 people cross in McAllen/Hidalgo bridge daily.<br />

Perimeters are <strong>the</strong> responsibility <strong>of</strong> <strong>the</strong> bridge owners.<br />

Keeping people <strong>of</strong>f <strong>the</strong> bridge will help in securing <strong>the</strong> borders.<br />

Question from BSC: Since we are precluded from spending assets on hard resources, what<br />

would be helpful for you? Staffing, etc. It takes .5 people to do one 24 hour shift. They<br />

would need nine more people to cover that per facility. To police perimeters, need 17 * 9<br />

more personnel.<br />

Question from BSC: The nine people at this port would be used for what kind <strong>of</strong> operations?<br />

To protect <strong>the</strong> perimeters <strong>of</strong> <strong>the</strong> port <strong>of</strong> entry. Customs believes that no one has done<br />

anything illegally, until <strong>the</strong>y present <strong>the</strong>mselves.<br />

Question from BSC: What is <strong>the</strong> estimated cost <strong>of</strong> repairs for <strong>the</strong> perimeters? No idea.<br />

Question from BSC: How much does it cost to cross <strong>the</strong> bridge? $2.00. City <strong>of</strong> McAllen gets<br />

$5M per year. What exactly is <strong>the</strong> budget/cost <strong>of</strong> operation for <strong>the</strong> bridges; what is net<br />

revenue? If you have all your debt paid for, and a healthy fund balance, can’t you transfer<br />

$7M out to <strong>the</strong> cities?<br />

Question from BSC: Is <strong>the</strong>re any financial support for <strong>the</strong> bridge on <strong>the</strong> Mexico side? Mexico<br />

just re-did <strong>the</strong>ir side <strong>of</strong> <strong>the</strong> bridge. Mexico controls <strong>the</strong> funding for <strong>the</strong>ir side.<br />

Question from BSC: Are <strong>the</strong>re any surveillance cameras at <strong>the</strong> bridge? Yes, but could be<br />

improved.<br />

Question from BSC: What type <strong>of</strong> relationship do you have with DPS, regarding stolen<br />

vehicles? Not much <strong>of</strong> a relationship, as DPS just creates task forces…DPS troopers are rarely<br />

actually on <strong>the</strong> bridge.
