18. Drafting of an environmental inspection bylaw and
the necessary associated instructions that provide the
legal and regulatory framework for implementing
inspection and enforcement functions is a priority
objective. MESP should enhance inspection, control
and enforcement of legislation’s specific objectives
19. Apply for the training programme in the
environmental inspection and enforcement, using
EU recognized trainers.
20. Coordinate planning process between the central
and local level by assisting, MESP should take a
leading role in the effective communication, coordination
and implementation of urban / municipal
development plans.
21. Regularise informal settlements, include it into
the municipal spatial and urban plans and prevent
future unlawful developments.
