5. Party Structures and Internal Organization<br />
5.1 Introduction<br />
What do political parties do between elections? Are <strong>Africa</strong>n political parties sleep<strong>in</strong>g<br />
ghosts that wake up to haunt the goodwill and political resources of the electorates<br />
only dur<strong>in</strong>g election year (if not month) or dur<strong>in</strong>g election campaigns? Or are they<br />
ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g vigilance and play<strong>in</strong>g their role <strong>in</strong> democratic governance as the l<strong>in</strong>k<br />
between citizens, parliament and government? It is a major challenge to decipher<br />
the <strong>in</strong>ner work<strong>in</strong>g of <strong>Africa</strong>n political parties, but this has to be done if we are to<br />
be able to make relevant and significant policy decisions on how to develop them<br />
<strong>in</strong>ternally.<br />
This chapter there<strong>for</strong>e <strong>in</strong>troduces the structure and <strong>in</strong>ternal organization of <strong>Africa</strong>n<br />
political parties. This area has been poorly researched and needs cont<strong>in</strong>ued attention.<br />
To address this shortcom<strong>in</strong>g, International IDEA and national and regional <strong>Africa</strong>n<br />
partners have over the last three years conducted a project on Research and Dialogue<br />
with <strong>Political</strong> <strong>Parties</strong>. 4 We there<strong>for</strong>e present data and tentative f<strong>in</strong>d<strong>in</strong>gs to assist those<br />
wish<strong>in</strong>g to study the structure and function<strong>in</strong>g of political parties <strong>in</strong> <strong>Africa</strong>, and<br />
<strong>in</strong>ternal party regulations <strong>in</strong> <strong>Africa</strong>, and to encourage further stocktak<strong>in</strong>g of <strong>Africa</strong>specific<br />
and generic modalities.<br />
<strong>Africa</strong>n political parties can be dist<strong>in</strong>guished by their structure and organization.<br />
Structure refers to the way <strong>in</strong> which a political party relates to citizens and (more<br />
narrowly) its supporters/members, and vice versa. Organization refers to the way <strong>in</strong><br />
which a political party is <strong>in</strong>ternally organized and managed.<br />
