4.7.5 The importance of political party networks and associations<br />
Elsewhere, Mohamed Salih (2005) argues that it is evident that global partybased<br />
democracy networks have developed three dist<strong>in</strong>ct strategies <strong>in</strong> deal<strong>in</strong>g with<br />
<strong>in</strong>ternational democracy promotion, which are rather different from the approaches<br />
taken by fraternal foundations and other multilateral organizations. First, global<br />
parliamentary networks promote globalized parliamentary-based democracy by<br />
develop<strong>in</strong>g the capacity of parliamentarians regardless of their ideological orientation.<br />
Second, global party-to-party networks promote globalized party-based democracy<br />
<strong>in</strong> a bid to br<strong>in</strong>g <strong>Africa</strong> and other develop<strong>in</strong>g countries <strong>in</strong>to con<strong>for</strong>mity with the<br />
ethos and core values of ‘Western’ party-based democracy. Third, bilateral and<br />
multilateral <strong>in</strong>stitutions pursue global democracy, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> <strong>Africa</strong>, with the aim<br />
of strengthen<strong>in</strong>g democratic <strong>in</strong>stitutions, <strong>in</strong>clud<strong>in</strong>g, of course, parliaments, political<br />
parties and the rule of law, constitutional re<strong>for</strong>ms, good governance, and state<br />
build<strong>in</strong>g among others.
