International Idea<br />
The Parliament is composed of 120 seats. Each of the 15 member states has a<br />
guaranteed m<strong>in</strong>imum of five seats. The rema<strong>in</strong><strong>in</strong>g 45 seats are shared on the basis of<br />
population. Consequently, Nigeria has 35 seats, Ghana eight seats, and Côte d’Ivoire<br />
seven seats, while Burk<strong>in</strong>a Faso, Gu<strong>in</strong>ea, Mali, Niger and Senegal have six seats each.<br />
The others—Ben<strong>in</strong>, Cape Verde, the Gambia, Gu<strong>in</strong>ea-Bissau, Liberia, Sierra Leone<br />
and Togo—have five seats each (Mauritania withdrew from ECOWAS and there<strong>for</strong>e<br />
there are seats uncounted <strong>for</strong> here). Whenever necessary, the number and distribution<br />
of seats is reviewed by the ECOWAS Authority either on its own <strong>in</strong>itiative or on the<br />
recommendation of the Parliament.<br />
The Community Parliament is empowered to consider issues concern<strong>in</strong>g human rights<br />
and the fundamental freedoms of citizens; the <strong>in</strong>terconnection of energy networks;<br />
the <strong>in</strong>terconnection of telecommunications systems; <strong>in</strong>creased cooperation <strong>in</strong> the<br />
area of radio, television and other media with<strong>in</strong> ECOWAS and with other <strong>Africa</strong>n<br />
development communities; and the development of national communication systems.<br />
The Parliament may also be consulted on matters relat<strong>in</strong>g to public health policies <strong>for</strong><br />
the Community; common educational policy through the harmonization of exist<strong>in</strong>g<br />
systems and specialization of exist<strong>in</strong>g universities; the adaptation of education<br />
with<strong>in</strong> the Community to <strong>in</strong>ternational standards; youth and sports; scientific and<br />
technological research; and Community policy on the environment. Other areas <strong>for</strong><br />
consideration <strong>in</strong>clude any issues affect<strong>in</strong>g the Community, especially as they relate<br />
to the review of the ECOWAS Treaty, citizenship and social <strong>in</strong>tegration. On these<br />
issues, the Parliament may make recommendations to the appropriate <strong>in</strong>stitutions<br />
and/or organs of the Community.<br />
Representatives and their alternates are to be elected by direct universal suffrage by<br />
citizens of the member states. Until they are thus elected, the national assemblies<br />
of member states or their equivalent <strong>in</strong>stitutions or organs are empowered to elect<br />
members from among themselves. The duration of the transitional period is subject<br />
to the approval of the authority of heads of state and government.<br />
Representatives are to be elected <strong>for</strong> five years from the day they are sworn <strong>in</strong>. Dur<strong>in</strong>g<br />
the transition period, representatives who are not re-elected at the national level will<br />
rema<strong>in</strong> <strong>in</strong> the office until the new representatives from their respective member states<br />
take their position.<br />
ECOWAS’ work with political parties and the advancement of multiparty<br />
democracy is governed by the Protocol on Democracy and Good Governance<br />
(Dakar, 21 December 2001). The Protocol consists of 50 articles organized <strong>in</strong> three<br />
chapters deal<strong>in</strong>g with the pr<strong>in</strong>ciples and modalities of its implementation, sanctions,<br />
general and f<strong>in</strong>al provisions. The pr<strong>in</strong>ciples are set out accord<strong>in</strong>g to the follow<strong>in</strong>g<br />
eight thematic sections: (a) Constitutional Convergence Pr<strong>in</strong>ciples; (b) Elections;<br />
