International Idea<br />

Although there is no direct mention of political party development <strong>in</strong> its Treaty,<br />

one of the EALA’s major objectives, <strong>in</strong> the words of the treaty, is ‘the promotion<br />

of good governance <strong>in</strong>clud<strong>in</strong>g adherence to the pr<strong>in</strong>ciples of democratic rule of<br />

law, accountability, transparency, social justice, equal opportunities and gender<br />

equality, which are characteristics of democratic societies’. This, however, does not<br />

preclude the fact that EALA parliamentarians are drawn from political parties and<br />

as such represent political party <strong>in</strong>terests, with the caveat that they should <strong>in</strong>clude<br />

parliamentarians both from the govern<strong>in</strong>g political party and from the opposition.<br />

4.6.3 The Southern <strong>Africa</strong>n Development Community Parliamentary<br />

Forum (SADC-PF)<br />

The Southern <strong>Africa</strong>n Development Community’s Parliamentary Forum (SADC-<br />

PF) was launched <strong>in</strong> July 1996 as a regional organization that br<strong>in</strong>gs together 12<br />

parliaments of the Southern <strong>Africa</strong>n region: those of Angola, Botswana, Lesotho,<br />

Malawi, Mauritius, Mozambique, Namibia, South <strong>Africa</strong>, Swaziland, Tanzania,<br />

Zambia and Zimbabwe. The Forum represents the 1,800 members of parliament<br />

(MPs) of the SADC countries. Among the Forum’s critical issues of concern <strong>in</strong> the<br />

21st century is support <strong>for</strong> the grow<strong>in</strong>g democracy <strong>in</strong> the region. The Forum is<br />

motivated by the fact that <strong>for</strong> many years the peoples of the region have fought and<br />

struggled <strong>for</strong> democracy and human rights aga<strong>in</strong>st <strong>for</strong>ces, <strong>in</strong>stitutions and socioeconomic<br />

and political bodies that limited or completely deprived them of democracy,<br />

human rights, and civil liberties. A key objective of the Forum is to develop <strong>in</strong>to a<br />

regional parliamentary structure <strong>in</strong> order to strengthen the capacity of the SADC by<br />

<strong>in</strong>volv<strong>in</strong>g parliamentarians of member states <strong>in</strong> its activities. Its programmes <strong>in</strong>clude<br />

election observation, conflict resolution, promot<strong>in</strong>g gender-sensitive development,<br />

<strong>in</strong>ter-parliamentary cooperation and regional <strong>in</strong>tegration.<br />

Article 6.3 of the SADC Treaty (29 August 1994) stipulates that the ‘SADC<br />

parliamentary Forum shall consist of the Presid<strong>in</strong>g Officers and three (3)<br />

representatives elected to the SADC Parliamentary Forum by each national<br />

Parliament; provided that <strong>in</strong> the election of the three representatives to the SADC<br />

Parliamentary Forum, each national Parliament shall ensure equitable representation<br />

at the SADC Parliamentary Forum of women and political parties that are represented<br />

<strong>in</strong> that Parliament’.<br />

Thus, although there is a constitution regulat<strong>in</strong>g the membership of three national<br />

MPs <strong>in</strong> the SADC Parliamentary Forum, there is no legal framework <strong>for</strong> <strong>in</strong>volv<strong>in</strong>g<br />

the political parties <strong>in</strong> direct elections to the SDAC-PF. In the absence of direct<br />

party-to-party partnership, the selection of representatives to the SADC-PF is<br />

made subservient to the will of the national political party or coalition of parties <strong>in</strong><br />

<strong>Africa</strong>n Party and Electoral Systems
