Among the many outstanding<br />

<strong>AmCham</strong> activities the Embassy<br />

two highlights <strong>of</strong> our cooperation<br />

deserve special mention. In May<br />

2010, <strong>AmCham</strong> was a primary<br />

supporter <strong>of</strong> Green Partnerships,<br />

a joint effort <strong>of</strong> the U.S. Embassy<br />

and the Confederation <strong>of</strong> Danish<br />

Industry (DI). This event brought<br />

your partnership and support<br />

on this important initiative.”<br />

Letter from the A<strong>MB</strong>ASSADOR<br />

together more than 60 innovative<br />

U.S., Danish, and Faroese “green<br />

technology” firms – including<br />

several <strong>AmCham</strong> members – to<br />

find ways to partner with each<br />

other towards a more sustainable<br />

energy economy. This event was<br />

so successful that we will hold follow-up<br />

Green Partnerships events<br />

in the United States in September<br />

<strong>2011</strong> around the same theme and<br />

with even more participants.<br />

In October 2010, the Embassy<br />

and the Danish Ministry <strong>of</strong> Foreign<br />

Affairs co-hosted the Role <strong>of</strong> Women<br />

in Global Security Conference<br />

(RWGSC) in Copenhagen. The<br />

RWGSC featured internationally<br />

known plenary speakers, such as<br />

NATO Secretary General Anders<br />

Fogh Rasmussen, Secretary<br />

Hillary Clinton, Danish Ministers<br />

Espersen, Beck and Pind. It also<br />

brought together leaders and<br />

activists from focus countries to<br />

highlight barriers and recommend<br />

best practices to increase the<br />

participation <strong>of</strong> women in<br />

countries emerging from conflict<br />

to help bring stability, security<br />

and prosperity to their countries.<br />

RWGSC benefitted from<br />

private as well as public support.<br />

<strong>AmCham</strong>’s support in welcoming<br />

conference participants at a<br />

reception on the opening day, and<br />

sponsorship for the conference<br />

from several <strong>AmCham</strong> members,<br />

were key to the conference’s<br />

success. Tusind tak, <strong>AmCham</strong>, for<br />

your partnership and support on<br />

this important initiative.<br />

Meeting with <strong>AmCham</strong> members,<br />

I am continually impressed<br />

by their commitment to innovation<br />

and entrepreneurship. Am-<br />

Cham members understand the<br />

importance <strong>of</strong> turning great ideas<br />

into products and then expanding<br />

those products into new markets<br />

via exports and market development.<br />

In this regard, the success<br />

<strong>of</strong> <strong>AmCham</strong> companies meets<br />

our Embassy agenda. We work to<br />

help more <strong>American</strong> companies<br />

succeed in Denmark and for more<br />

<strong>American</strong> products to be exported<br />

the National Export Initiative is<br />

an Embassy priority. The new<br />

Renewable Energy and Energy Efficient<br />

Export (RE&EE) Initiative,<br />

which calls for a collective effort<br />

between the U.S. government and<br />

U.S. industry to increase exports<br />

and open new markets for <strong>American</strong><br />

energy products and services,<br />

is also <strong>of</strong> special importance to<br />

our efforts here in Denmark. As<br />

President Obama set forth in his<br />

State <strong>of</strong> the Union Message <strong>2011</strong>,<br />

innovation is key to winning the<br />

future, and innovation will help<br />

<strong>American</strong> exports gain market<br />

share. We have a unique opportunity<br />

to contribute to this effort in<br />

Denmark. Innovation and promising<br />

development and commercialization<br />

in the area <strong>of</strong> sustainable<br />

energy technology is creating jobs,<br />

reducing dependence on fossil<br />

fuels, helping make the planet<br />

healthier – and is a strength <strong>of</strong><br />

many <strong>AmCham</strong> members.<br />

Again, thank you, <strong>AmCham</strong><br />

and members, for your dedication<br />

and continued efforts to ensure<br />

that the United States remains<br />

the world leader for new ideas<br />

and wealth creation. As President<br />

Obama said on February 7 to the<br />

U.S. <strong>Chamber</strong> <strong>of</strong> Commerce in<br />

Washington, D.C.: “We still have,<br />

by far, the world’s largest and<br />

most vibrant economy. We have<br />

the most productive workers, the<br />

finest universities and the freest<br />

markets. The men and women<br />

in this room are living testimony<br />

that <strong>American</strong> industry is still<br />

the source <strong>of</strong> the most dynamic<br />

companies, and the most<br />

ingenious entrepreneurs.”<br />

The President’s words fit Am-<br />

Cham perfectly. <strong>AmCham</strong> members<br />

are outstanding examples <strong>of</strong><br />

the finest that <strong>American</strong> business<br />

<strong>of</strong>fers. We at the Embassy are<br />

pleased to be your partners, and I<br />

personally look forward to another<br />

great year, “winning the future<br />

together.”<br />

U.S. Ambassador<br />

to the Kingdom <strong>of</strong> Denmark<br />

LAuRIe S. FuLtOn<br />

Before being appointed U.S. Ambassador<br />

to Denmark, Ms. Fulton was a Partner at<br />

Williams & Connolly LLP, where she had a<br />

national practice in complex civil litigation,<br />

internal investigations and white collar<br />

criminal defense. In 2004, she was named<br />

one <strong>of</strong> “Washington’s Top Lawyers” by the<br />

Washingtonian magazine.<br />

Ms. Fulton has co-chaired the Criminal Litigation<br />

Committee <strong>of</strong> the Section <strong>of</strong> Litigation<br />

<strong>of</strong> the <strong>American</strong> Bar Association. She was appointed<br />

and confirmed by the U.S. Senate to<br />

serve on the Board <strong>of</strong> Directors <strong>of</strong> the United<br />

States Institute <strong>of</strong> Peace from 2004 to 2008,<br />

and serves as Co-Chair <strong>of</strong> USIP’s International<br />

Advisory Council. She has been active in nonpr<strong>of</strong>its<br />

and community organizations such as<br />

Bright Beginnings, Inc., Girl Scouts Women’s<br />

Advisory Board, Alumni Admissions Interview<br />

Program at Georgetown Law School and the<br />

South Dakota Farmers Union Foundation.<br />

Prior to entering the field <strong>of</strong> law, Ms. Fulton<br />

worked on Capitol Hill and as Executive<br />

Director <strong>of</strong> Peace Links and Access, A Security<br />

Information Exchange.<br />

Ms. Fulton holds a B.A. from the University<br />

<strong>of</strong> Nebraska at Omaha and a J.D., magna cum<br />

laude from Georgetown University.<br />

Message from the Board<br />

<strong>AmCham</strong> Denmark, under the leadership <strong>of</strong> Stephen Brugger and the dedication <strong>of</strong> its capable staff, continues to<br />

make great progress in its policy and advocacy work. This is especially evident as we look back on 2010 and the high<br />

level access that <strong>AmCham</strong> achieved within the Danish government, holding no less than 15 meetings with key decision<br />

makers in Danish politics. If ever there was a doubt that <strong>AmCham</strong> is gaining momentum as the leading voice for<br />

international business in Denmark, it was vanquished immediately when the <strong>AmCham</strong>’s Executive Director Stephen<br />

Brugger was asked to testify before the Prime Minister’s Growth Forum on the barriers to foreign direct investment in<br />

Denmark – a highlight <strong>of</strong> <strong>AmCham</strong>’s achievements in 2010.<br />

The progress that <strong>AmCham</strong> has made in the past is just the tip <strong>of</strong> the iceberg. We believe that our efforts will<br />

continue to promote new and greater growth opportunities for our members and for Denmark as a whole. <strong>AmCham</strong><br />

Looking back at 2010 it marks<br />

a banner year in the history <strong>of</strong><br />

<strong>AmCham</strong> Denmark and its success<br />

as the voice for international<br />

business in Denmark. No other<br />

non-governmental organization<br />

in Denmark has this niche<br />

focus which makes us unique and<br />

relevant for key decision makers,<br />

and we are being confirmed in<br />

the access we are achieving and<br />

the work that we are accomplishing.<br />

This yearbook is rich<br />

with examples <strong>of</strong> the access and<br />

accomplishments that took place<br />

during 2010.<br />

<strong>AmCham</strong> Denmark has made<br />

it a priority to identify issues affecting<br />

our member companies,<br />

communicate these issues to<br />

decision makers and work towards<br />

sustainable solutions. Of primary<br />

concern is the current and future<br />

shortage <strong>of</strong> talent in Denmark.<br />

The supply <strong>of</strong> highly qualified<br />

”<strong>AmCham</strong> will continue to push<br />

for an environment that makes it<br />

easy for foreign talents to choose<br />

and stay in Denmark.”<br />

Message from the eXeCutIve DIReCtOR<br />

labor remains insufficient to satisfy<br />

demand, and the situation will<br />

only worsen as the longer term<br />

demographic challenges facing<br />

Denmark and Europe become reality<br />

in the coming years. Attracting<br />

and retaining global talent is<br />

and will continue to be essential<br />

to Denmark’s competitiveness.<br />

Therefore <strong>AmCham</strong> will continue<br />

to push for an environment that<br />

makes it easy for foreign talents<br />

to choose and stay in Denmark.<br />

We have gained some significant<br />

momentum this past year, making<br />

headway in improving expat<br />

taxation and increasing international<br />

school capacity, and we will<br />

continue to drive these and more<br />

issues through the coming year.<br />

Equally important to Denmark’s<br />

competitiveness is the ability <strong>of</strong><br />

our member companies to invest,<br />

grow and flourish both in- and<br />

outside <strong>of</strong> Denmark. <strong>AmCham</strong> will<br />

place a great deal <strong>of</strong> focus this<br />

coming year on promoting an<br />

environment that encourages<br />

foreign direct investment both<br />

here and abroad. In addition to ensuring<br />

a sufficient and adequate<br />

labor supply, important aspects<br />

<strong>of</strong> this include a stable regulatory<br />

regime and a tax climate that promotes<br />

cross border investment.<br />

It is our aim to continue the<br />

outreach and constructive dialogue<br />

we have established with<br />

key decision makers, as well as<br />

continue to build relationships<br />

across organizations, academia<br />

and parliament in order to make<br />

<strong>AmCham</strong> even more relevant<br />

going forward. Our success will<br />

continue to depend in part on your<br />

participation and the input and<br />

support you provide to us; as well<br />

as <strong>AmCham</strong>’s committed staff<br />

and engaged Board <strong>of</strong> Directors,<br />

without the enthusiasm and<br />

drive <strong>of</strong> which we would simply<br />

not be able to make the progress<br />

<strong>AmCham</strong> continues to make each<br />

<strong>AmCham</strong> hit the deck running in all aspects.<br />

<strong>AmCham</strong> Denmark makes it a priority to provide members access to key business and political<br />

leaders. Whether speaking out on behalf <strong>of</strong> its members, facilitating face-to-face contact, or<br />

highlighting the important contributions international companies make to Denmark, its economy<br />

and its ability to compete, <strong>AmCham</strong> was at the top <strong>of</strong> its game.<br />

the serious talent shortage in<br />

attracting and retaining talent<br />

both now and in the future.<br />

Shortly thereafter, Copenhagen’s<br />

Lord Mayor Frank Jensen reached<br />

out to <strong>AmCham</strong> to partner up and<br />

reinforce the message – highlighting<br />

the need for a “One Stop<br />

Shop” to service these high-level<br />

ExPats’ needs upon arriving in<br />

Denmark. With <strong>AmCham</strong>’s support<br />

and encouragement fueling<br />

progress, Denmark’s first “One<br />

Stop Shop” opened its doors in<br />

Copenhagen in June 2010.<br />

Meetings with key politicians<br />

filled the calendar in 2010. One<br />

<strong>AmCham</strong>’s Access Better than Ever in 2010<br />

<strong>of</strong> the most significant events was<br />

<strong>AmCham</strong>’s testimony before the Prime<br />

Minister’s Growth Forum in April<br />

2010. As part <strong>of</strong> the Prime Minister’s<br />

efforts to understand and improve<br />

Denmark’s slow productivity growth,<br />

several experts were brought before<br />

the Forum to provide testimony<br />

that would assist them to identify<br />

key inhibiting factors and develop<br />

solutions. To speak on foreign direct<br />

investment and the challenges<br />

to attracting and retaining this<br />

investment in Denmark, the Prime<br />

Minister invited <strong>AmCham</strong>’s Executive<br />

Director Stephen Brugger.<br />

Finally, the 2010 Foreign Investors Summit held at<br />

Christiansborg in September was a high point for<br />

<strong>AmCham</strong>’s policy and advocacy. With the release <strong>of</strong><br />

its 2010 Business Barometer highlighting that 44%<br />

<strong>of</strong> respondents were considering or had considered<br />

moving investments out <strong>of</strong> Denmark, the message<br />

to decision makers was loud, clear and reinforced<br />

by key members <strong>of</strong> the business, academic and<br />

political communities. Sharing their viewpoints<br />

and participating in the ensuing discussions were<br />

Executive Forums Provide Access to Experts and Information<br />

<strong>AmCham</strong>’s executive Forum<br />

series was strong in 2010, providing<br />

member company executives<br />

access to experts and information<br />

in variety <strong>of</strong> areas. Relevant topics<br />

and timely information made the<br />

2010 Forum series a true value added<br />

for <strong>AmCham</strong> members.<br />

<strong>AmCham</strong> kicked <strong>of</strong>f the year<br />

with its annual review <strong>of</strong> Corporate<br />

Finance Priorities, a series<br />

started in 2008. Presenters<br />

Carsten Stendevad, global head <strong>of</strong><br />

Citi’s Financial Strategy Group and<br />

Niels Peder Nielsen, Senior Partner<br />

at Bain & Company sent executives<br />

home with some valuable<br />

key messages. Stendevad was<br />

cautiously optimistic about 2010,<br />

but while there is a lot <strong>of</strong> hope,<br />

he stated, corporate budgets are<br />

still pointing to a high degree <strong>of</strong><br />

vigilance.<br />

Niels Peder Nielsen counseled<br />

companies to focus on their<br />

core business. With 2009 fresh<br />

in their minds, executives must<br />

ensure better alignment between<br />

business strategy and balance<br />

sheet requirements. Getting down<br />

to the core <strong>of</strong> your business is the<br />

first place to start.<br />

In May, the series continued<br />

with Daniel Stelter from Boston<br />

Consulting Company exploring<br />

how companies can flourish in a<br />

slow-growth economy. The take<br />

home message was clear. The<br />

slow growth economy isn’t necessarily<br />

bad news for companies.<br />

“Those that take the initiative,<br />

respond defensively to the challenge<br />

and execute their strategies<br />

with single-minded determination<br />

can still expect to grow. For those<br />

companies, the Great Recession<br />

and its new realities present a<br />

”once-in-a-lifetime opportunity,”<br />

said Stelter.<br />

The third Executive Forum was<br />

especially topical and relevant as<br />

companies engage in the tough<br />

competition for the short supply<br />

<strong>of</strong> highly skilled labor in Denmark.<br />

Giving executives real food for<br />

thought as they headed into the<br />

summer holidays, <strong>AmCham</strong> joined forces with the<br />

Great Place to Work Institute in Denmark, Micros<strong>of</strong>t<br />

Denmark and ATP to explore the perfect recipe for<br />

being a great place to work.<br />

According to Lars Rohde, ATP’s CEO, it takes making<br />

a great place to work a company goal and there<br />

are no quick fixes. It takes more than “green apples”<br />

and higher salaries, Rohde said. You need to cultivate<br />

your talent and show your employees that you believe<br />

in creating a world class workplace and ensuring a<br />

work-life balance.<br />

Micros<strong>of</strong>t Denmark is no stranger to being a highly<br />

regarded workplace, having placed in the top 10 on<br />

Great Places to Work annual survey since 2006. For<br />

Country General Manager Jørgen Bardenfleth, it’s<br />

simple. The secret is commitment. This starts with<br />

setting expectations together with the individual<br />

employee and making sure that these expectations<br />

fit with the overall company strategy. Furthermore,<br />

Bardenfleth stressed the importance <strong>of</strong> praise. “In<br />

Denmark, we aren’t as good as they are in the U.S.<br />

at praising our employees’ work. But we are getting<br />

better,” he said.<br />

In 2010, <strong>AmCham</strong> exceeded all<br />

expectations, delivering more and<br />

better networking throughout the<br />

year. Below are just some <strong>of</strong> the<br />

highlights.<br />

In March, <strong>AmCham</strong> added<br />

a new twist to its 11th annual<br />

general meeting (AGM) – the first<br />

annual Trans-Atlantic Business<br />

Reception. The trade relationship<br />

between Europe and the U.S.<br />

is something to celebrate, said<br />

Stephen Brugger, <strong>AmCham</strong>’s<br />

Executive Director. To further<br />

enunciate the point, former<br />

Minister for Foreign Affairs Uffe<br />

Elleman-Jensen was on hand to<br />

give his input, delivered in a witty,<br />

provocative keynote speech. More<br />

than 120 guests participated in<br />

the extensive networking reception<br />

that followed.<br />

The first annual Spring Reception<br />

at the Ambassador’s residence,<br />

Rydhave, blossomed with<br />

quality networking among its<br />

100 guests. In addition to a warm<br />

spring welcome from the Ambassador,<br />

Minister for Business and<br />

Economic Affairs Brian Mikkelsen<br />

expressed his gratitude to the<br />

international business community<br />

and welcomed feedback and<br />

suggestions.<br />

The fall months were particularly<br />

bountiful for <strong>AmCham</strong><br />

Denmark networkers, starting in<br />

October with <strong>AmCham</strong>’s annual<br />

Award. More than 150 guests gathered<br />

an excellent opportunity to bring<br />

together the diplomatic community<br />

the wee hours <strong>of</strong> the morning.<br />

Executives Connect at <strong>AmCham</strong> Cup 2010<br />

After weeks <strong>of</strong>, at times torrential rains, the skies cleared and the sun shined over<br />

Simon’s Golf Club and the 2010 <strong>AmCham</strong> Cup. Thirty teams joined this year’s tournament<br />

– a cross-section <strong>of</strong> Denmark’s international business community – to network,<br />

test their skills, and above all, compete for the coveted Cup.<br />

This year’s champion was Global Blue Danmark, with an impressive score <strong>of</strong> 58.<br />

Eversheds came in a close second with 59.2 with Blockbuster Video right on their<br />

heels with a score <strong>of</strong> 59.5. In all, seven teams received prizes for their outstanding<br />

performance in this year’s Cup. To top <strong>of</strong>f the awards ceremony, Henrik Thomsen<br />

from winning team Global Blue Danmark <strong>of</strong>fered his heartfelt appreciation to the<br />

sponsors who make the tournament possible and to <strong>AmCham</strong> for organizing the<br />

In September 2010, <strong>AmCham</strong> Denmark’s annual Business Barometer revealed that<br />

44% <strong>of</strong> survey respondents have considered or are considering moving investments<br />

and jobs out <strong>of</strong> Denmark. When one delves deeper into the data, it is clear that<br />

Denmark’s eroding competitiveness is causing companies, both Danish and foreign,<br />

to think twice before investing here. This is troublesome for the Danish economy as<br />

it works to regain productivity growth and compete globally for talent and investments.<br />

Therefore, in <strong>2011</strong> <strong>AmCham</strong> will focus on several key factors affecting Denmark’s<br />

competitiveness. These are:<br />

Current and future shortage <strong>of</strong> talent<br />

Low productivity growth<br />

I am deeply concerned that nearly one out <strong>of</strong><br />

two <strong>of</strong> our member companies are considering<br />

moving their investments out <strong>of</strong> Denmark. It is<br />

a very bad sign for Danish business and continued growth<br />

- also because this trend extends beyond our members to<br />

the broader base <strong>of</strong> companies in Denmark. Based on this,<br />

I urge politicians to quickly address the problem.<br />

DOiNg buSiNESS<br />

It is clear that moving investments and jobs out <strong>of</strong> Denmark will have a negative impact on Denmark’s<br />

global competitiveness. Therefore it is noteworthy that 85% <strong>of</strong> 2010 Business Barometer<br />

respondents who have considered or are considering moving investments and jobs out <strong>of</strong> Denmark<br />

pointed to the high cost <strong>of</strong> doing business as a factor in their decision. When asked which elements<br />

contributed to the highest degree, the most common responses were:<br />

country in the world just doesn’t<br />

labOr COSTS arE high<br />

The cost <strong>of</strong> labor in Denmark is one <strong>of</strong> the highest in the world, caused by a variety <strong>of</strong> factors with the frontrunner<br />

being the high marginal tax rate. When considering investments in Denmark, board rooms across the globe must<br />

weigh these costs against the benefits. Unfortunately, it can be a very tough sell. The level <strong>of</strong> the marginal tax rate is<br />

vital for the potential for companies to employ highly skilled employees and attract qualified labor from abroad. Low<br />

marginal tax rates are also important as an incentive to work more hours, increase productivity and take measures to<br />

continue to improve the level <strong>of</strong> one’s education and qualifications. High marginal tax rates in Denmark cause salary<br />

levels to increase in order to compensate.<br />

Furthermore, Denmark scores very poorly in the growth <strong>of</strong> unit labor costs, i.e. shows tremendous growth, which<br />

means that salary increases are greater than productivity development. 1 This has a direct effect on a company’s bottom<br />

line and its decisions on where it will choose to invest. In addition to the high marginal tax rate, several factors<br />

contribute to the high level <strong>of</strong> wages and salaries in Denmark including collective bargaining agreements dictating<br />

salary levels, taxation <strong>of</strong> benefits and in general a high cost <strong>of</strong> living.<br />

COrpOraTE Tax raTE aND<br />

ThE STabiliTy Of Tax pOliCy<br />

Corporate tax rate is becoming an increasingly important factor when companies decide where to locate their activities.<br />

This is why many <strong>of</strong> the countries in Europe, including Denmark, have chosen to lower corporate tax rates in<br />

recent years. However, unstable tax policy and retroactive decisions have caused companies to take a much more<br />

critical look at Denmark and the latent costs <strong>of</strong> these practices can have grave consequences to a company’s ability<br />

to compete. Examples <strong>of</strong> such policy are the increased scrutiny on taxation <strong>of</strong> multinational companies and transfer<br />

pricing regulations. Offering a competitive corporate tax rate is only one piece to the package.<br />

Based on the effect it has on Denmark’s ability to compete globally for investments and jobs, <strong>AmCham</strong> Denmark<br />

has made the high cost <strong>of</strong> doing business in Denmark a priority area for <strong>2011</strong>. Denmark must set down a plan with<br />

clear steps to reduce the marginal tax rate and increase stability and transparency in the area <strong>of</strong> corporate tax policy.<br />

<strong>AmCham</strong> Denmark urges decision makers to take heed and act swiftly to improve in these areas.<br />

TO COmpETE<br />

The shortage <strong>of</strong> talent has been an issue and will<br />

continue to be an issue into the coming years.<br />

According to the 2010 Business Barometer, 96%<br />

<strong>of</strong> the business community agrees. In fact, 44%<br />

<strong>of</strong> the companies who have considered moving<br />

investments and/or jobs out <strong>of</strong> Denmark state<br />

that the inability to attract and shortage <strong>of</strong><br />

highly qualified workers has played or will play<br />

into their decision. Without a qualified labor<br />

force, Denmark risks being unable to compete<br />

on the global playing field. To secure this labor<br />

force, Denmark will need to both look abroad and<br />

nurture a home-grown supply.<br />

AttRACtIng AnD<br />

RetAInIng FOReIgn tALent<br />

Attracting and retaining foreign highly skilled labor<br />

is one area where <strong>AmCham</strong> advocated heavily<br />

in 2010 with its white paper “The Talent to<br />

Succeed” released in January. <strong>AmCham</strong> focused<br />

primarily on resolving short-term issues affecting<br />

attracting and retaining highly skilled foreign<br />

labor and significant progress was made through<br />

the course <strong>of</strong> the year in several areas. Some <strong>of</strong><br />

the highlights include:<br />

• A change to the “Free School” law was achieved<br />

enabling the expansion <strong>of</strong> international schools<br />

in Denmark, opening approximately 350 additional<br />

seats in the greater Copenhagen area.<br />

However, while this is a step in the right direction,<br />

additional capacity is still needed and this<br />

will therefore continue to be a focus in <strong>2011</strong>.<br />

• The time in which non-EU expats must exchange<br />

their driver’s license has been increased<br />

from 14 days to three months. While a seemingly<br />

small issue, this has had a tremendous<br />

effect on the on boarding <strong>of</strong> foreign workers<br />

and their ability to become integrated into the<br />

Danish society. There is still a long way to go<br />

however, and <strong>AmCham</strong> will continue to monitor<br />

progress and push for swift action from the<br />

Danish authorities.<br />

• The expat taxation scheme was enhanced to<br />

remove the three year tax wall that encouraged<br />

experts to leave Denmark, interrupting continuity<br />

and imposing costs to companies in terms <strong>of</strong><br />

recruiting new replacements. The scheme was<br />

changed from a variable tax five year plan with<br />

retroactive consequences should one choose<br />

to stay five years instead <strong>of</strong> a pre-chosen three<br />

years, to a flat rate for five years.


• Information and services for expats were vitally<br />

enhanced via the introduction <strong>of</strong> the One Stop<br />

Shop in four cities in Denmark. Providing access<br />

to key authorities and essential information<br />

in English has enhanced the experience for<br />

foreign workers and reduced the time necessary<br />

to become situated in Denmark. This was very<br />

good progress, but more is needed. <strong>AmCham</strong><br />

will continue to advocate for expansions to the<br />

<strong>of</strong>ferings, including job counseling and placement<br />

services for accompanying spouse.<br />

<strong>AmCham</strong> Denmark believes that in the short<br />

term, highly qualified foreign talent is the<br />

answer to ensuring an appropriate labor force.<br />

But in order to for Denmark to be successful in<br />

attracting and retaining highly qualified foreign<br />

workers, it is essential that they are met with<br />

a system and structure that make it attractive<br />

to work and live in the country. Specifically, the<br />

highly qualified workers that companies are employing<br />

and recruiting need to see economic and<br />

social gains <strong>of</strong> residing and working in Denmark<br />

and at the same time, barriers and bureaucracy<br />

in connection to moving to Denmark need to be<br />

minimized.<br />

LOng teRM COMPetItIveneSS WILL<br />

RequIRe hOMe gROWn COMPetenCIeS<br />

One important way that Denmark can ensure<br />

a sufficient, high quality work force in the long<br />

term is by developing a local supply. This effort<br />

must start with encouraging more young people<br />

to complete a higher education. But this is not<br />

enough. It is also essential that these young people<br />

complete their educations in a timely manner<br />

and in areas that meet the needs <strong>of</strong> Denmark’s<br />

business community.<br />

• MORe hIghLy eDuCAteD The personal gain in<br />

completing a higher education in the form <strong>of</strong> higher<br />

income plays a major role in convincing young people<br />

to take further education. Denmark falls dead<br />

last in this area 2 , due primarily to its high marginal<br />

tax rates. When considering lifetime net earnings,<br />

there is essentially no economic benefit to increasing<br />

one’s educational level. Until and unless this<br />

changes, a home grown supply <strong>of</strong> a highly qualified<br />

workforce will be compromised and have a tendency<br />

to seek work in countries that do <strong>of</strong>fer economic<br />

benefits to the highly educated.<br />

• tIMeLy COMPLetIOn Fast completion <strong>of</strong> tertiary<br />

education helps to ensure an increased workforce,<br />

higher tax income, and lower public expenditure.<br />

This is particularly important at a time when many<br />

European countries, including Denmark, are facing<br />

a dramatically diminishing workforce due to an<br />

aging population. Denmark ranks very low in the<br />

number <strong>of</strong> students completing a tertiary education<br />

by the age <strong>of</strong> 25, which will be a critical factor<br />

in Denmark’s ability to produce a sufficient supply<br />

<strong>of</strong> highly qualified workers in the future and to<br />

compete for jobs and investments.<br />

• ALIgn WIth BuSIneSS neeDS Finally, in terms<br />

<strong>of</strong> education it is important that the government<br />

work together with private enterprise to ensure<br />

that the educations being completed meet the<br />

needs <strong>of</strong> business now and in the future. Availability<br />

<strong>of</strong> these educations and adequate capacity will<br />

be important to succeed. <strong>AmCham</strong> Denmark is currently<br />

working on a joint project with Copenhagen<br />

Business School to help identify these needs, assess<br />

Denmark’s ability to meet them, and propose<br />

any relevant action to help Denmark in this area.<br />

Nobel Prize winning economist Paul Krugman asserts that if competitiveness has any meaning, then<br />

it is simply another way <strong>of</strong> saying productivity; that growth in national living standards is essentially<br />

determined by the growth rate <strong>of</strong> productivity. 3 If one agrees with this definition, then Denmark could<br />

face some significant challenges in maintaining a competitive position in the coming years. In fact,<br />

in the period 2000-2009, Denmark realized an average <strong>of</strong> .58% labor productivity growth, well behind<br />

the OECD 30 average <strong>of</strong> 1.35% over the same period. 4<br />

It will be important to improve on this statistic for Denmark to be able to compete for investment<br />

and jobs. In fact, when asked in <strong>AmCham</strong>’s 2010 Business Barometer if the slow growth in labor<br />

productivity would negatively affect their company’s investments in Denmark, 51% <strong>of</strong> respondents<br />

answered yes. This is staggering especially considering the majority <strong>of</strong> these companies are foreign<br />

and multinational firms and strong contributors to the Danish economy.<br />

Foreign companies in Denmark play a vital role in the Danish economy, but must compete<br />

for their share <strong>of</strong> inter company projects and investments. I can’t emphasize enough the<br />

need for Denmark to act swiftly and decisively. We must provide the tools necessary for<br />

PRODuCtIvIty AnD FOReIgn InveStMent<br />

key FOCuS FOR AMChAM In <strong>2011</strong><br />

In its June 2009 report, Statistics Denmark<br />

showed just how vital foreign companies are<br />

for Denmark. Though comprising only 1% <strong>of</strong><br />

private sector companies, they employ 19% <strong>of</strong><br />

the private sector workforce and are responsible<br />

for 24% <strong>of</strong> all private sector turnover and value<br />

added. Furthermore, foreign companies make up<br />

27% <strong>of</strong> exports – a key factor in the strength <strong>of</strong><br />

the Danish economy.<br />

Moreover, foreign companies are more productive<br />

than Danish companies. According to a<br />

Copenhagen Economics report in 2010 5 , foreign<br />

investments are one source to strengthen productivity<br />

in the Danish economy and promote<br />

economic growth for several reasons:<br />

• FDI raises the level <strong>of</strong> productivity because<br />

foreign companies average a higher productivity<br />

level<br />

• There are significant “spill over” effects from<br />

FDI so that related companies learn through<br />

more competition, knowledge diffusion and<br />

clustering, and innovation.<br />

<strong>AmCham</strong> Denmark believes that it is essential<br />

for productivity growth in Denmark that FDI be<br />

viewed as an fundamental economic tool that<br />

can strengthen Danish competitiveness. Foreign<br />

companies create jobs, innovate, and are<br />

ultimately a decisive factor in creating necessary<br />

growth in the future. Therefore it will place<br />

great emphasis in <strong>2011</strong> in continuing to remove<br />

barriers to FDI, specifically in the areas <strong>of</strong> talent<br />

attraction and retention; the high cost <strong>of</strong> doing<br />

business; and multinational taxation policy.<br />
