The Role of the <strong>Core</strong> <strong>Strategy</strong><br />
The <strong>Core</strong> <strong>Strategy</strong> is the main, overarching <strong>document</strong> of the Rochford District<br />
Local Development Framework – a collection of <strong>document</strong>s that will determine<br />
how the District develops in the future. It will set out the overall strategy for<br />
the District until 2021 and, where appropriate, beyond.<br />
The <strong>Core</strong> <strong>Strategy</strong> explains how we will deliver the spatial aspects of our<br />
vision and the Sustainable Community <strong>Strategy</strong>, as well as how regional and<br />
national policies, such as those contained within the East of England Plan, will<br />
be applied locally.<br />
The <strong>Core</strong> <strong>Strategy</strong> is also intrinsically linked with our corporate plan and<br />
vision.<br />
The <strong>Core</strong> <strong>Strategy</strong> does not include detailed development control policies,<br />
allocate land, or specify the boundaries of development sites. This<br />
information will be included within other Development Plan Documents that<br />
form part of the Local Development Framework. These Development Plan<br />
Documents must conform to the policies within the <strong>Core</strong> <strong>Strategy</strong>.<br />
Our approach must be sound and as such it is necessary for the policies to be<br />
underpinned by a comprehensive evidence base and subject to an external<br />
sustainability appraisal – a process whereby the economic, environmental and<br />
social consequences of policies are assessed. It is also important that the<br />
<strong>Core</strong> <strong>Strategy</strong> reflects the views of local communities and we have carefully<br />
considered the results of previous consultation exercises in drawing up this<br />
<strong>document</strong>.<br />
The Role of the <strong>Core</strong> <strong>Strategy</strong> <strong>Preferred</strong> <strong>Options</strong><br />
This <strong>document</strong> is not the final version of the <strong>Core</strong> <strong>Strategy</strong>; it is the <strong>Core</strong><br />
<strong>Strategy</strong> <strong>Preferred</strong> <strong>Options</strong>. As such, it sets out what our current preferred<br />
options for tackling the challenges the District faces and for taking advantage<br />
of the District’s opportunities in spatial terms. For each strategy and action we<br />
have stated our preferred option and, where appropriate, an alternative option,<br />
which will be subject to public participation and appraisal before a final version<br />
of the <strong>document</strong> is agreed.<br />
The <strong>Core</strong> <strong>Strategy</strong> <strong>Preferred</strong> <strong>Options</strong> <strong>document</strong> comprises the following:<br />
1. Characteristics, Issues and Opportunities – A summary of the<br />
physical and social characteristics of the District of relevance to its<br />
future planning, alongside the main challenges and opportunities.<br />
2. Vision – Our vision for the development of the District over five years,<br />
and the periods to 2017 and 2021.<br />
