suggests, that an<br />
increasingly significant<br />
proportion of the<br />
District’s spending is<br />
being retained in<br />
Rayleigh.<br />
Compared to the town<br />
centres of Rochford<br />
and Hockley, Rayleigh<br />
has the best access to<br />
services within the<br />
District.<br />
Rochford is a<br />
predominantly local<br />
town centre which<br />
caters for local need.<br />
Four retailers<br />
registered demand for<br />
sites within Rochford<br />
town centre. These<br />
included Barefruit<br />
Juice, Dominos Pizza<br />
Group, Subway and<br />
the Factory Shop.<br />
Given the current state of Rayleigh town centre and its ability to meet<br />
projected future demand, radical changes to the town centre are not<br />
considered necessary.<br />
RTC3 Rayleigh Town Centre – <strong>Preferred</strong> Option<br />
We will maintain the existing boundary and take a positive approach to<br />
intensification of retail uses within the town centre.<br />
We will maintain a restrictive approach to non-retail uses at groundfloor<br />
level within the town centre area. Primary and secondary<br />
shopping areas will be designated, and a more permissive approach<br />
to leisure uses (including cafés and restaurants) will be taken in the<br />
secondary areas.<br />
We will take a positive approach to the creation of office space within<br />
the town centre, as well as to the residential conversion of buildings<br />
above ground floor level.<br />

Rochford Town Centre<br />
Rochford town centre is the second largest within the District and is<br />
classified as a local centre. Although it has a relatively strong<br />
convenience sector, the Retail and Leisure Study found the comparison<br />
sector to be limited. There is a significant leakage of spending out of the<br />
Rochford area for all forms of retailing.<br />
Rochford town centre is part of the Rochford Conservation Area and its<br />
unique character and layout is an asset.<br />
There is an absence of national multiples with Rochford and the majority<br />
of units are of a small size, limiting their attractiveness to retailers. The<br />
presence of additional national multiples would act as an ‘anchor’ and<br />
draw in additional shoppers and retailers. The October 2007 Focus<br />
Report indicated that since the date of the report, only 4 retailers<br />
expressed demand to locate within Rochford.<br />
