4. INDIRA AWAAS YOJANA (IAY):<br />
4.1 The Indira Awaas Yojana (IAY) is a Centrally Sponsored Scheme for providing<br />
housing to the BPL Households in the rural areas. The Scheme is funded on the costsharing<br />
basis between the Centre and the <strong>State</strong> in the ratio of 90:10.<br />
4.2 The objective of the programme is to ensure that the shelter-less poor people in the<br />
villages are provided with permanent shelter. The Department has been implementing<br />
the programme through the Village <strong>Development</strong> Boards.<br />
4.3 During 2010-11, the Ministry of RD, Gol has released ` 3655.059 lakhs for 11<br />
(eleven) DRDAs in the <strong>State</strong> as Central share of assistance. The <strong>State</strong> has also<br />
released `631.624 lakhs as its Matching Share to the DRDAs which includes<br />
`103.22 lakhs being the back-log of 2009-10<br />
4.4 All together 12,415 no. of Houses has been constructed for the BPL households/<br />
beneficiaries in the rural areas and another 893 are under process for allocation to the<br />
beneficiaries.<br />
5. GRANTS-IN-AID TO VDBs (GIA)<br />
5.1 The Grant-in-Aid to VDBs is one of the major <strong>State</strong> sponsored schemes being<br />
implemented through 1128 Village <strong>Development</strong> Boards (VDBs) with 2,23,181 rural<br />
Households in the <strong>State</strong>. Funds under the programme are allocated on the basis of<br />
number of tax-paying households of the village. Sub-allocation are made to ensure<br />
the involvement of Women and Youths in the rural development activity by<br />
earmarking 25% and 20% respectively for taking up activities that is suitable for their<br />
needs. In addition, a mandatory scheme called VDB Welfare Fund is in place.<br />
Under this sector, funds are deposited @ ` 10,000/- for villages having 50<br />
households and below and `200/- per household for villages having 51 households<br />
and above from the general allocation to mobilize resources for the VDBs to<br />
supplement their activity. The deposits are made for a period of 6 years and at<br />
maturity, the interest accrued is utilized for the scheme and the seed money is<br />
reinvested thereby a continuous cycle of resource is created to supplement the grants<br />
provided by the <strong>State</strong>. Under this scheme, income generating programmes is being<br />
emphasized to be implemented to improve the economy of the rural areas.<br />
