Total - 11068 Nos 4. INDIRA AWAAS YOJANA (IAY): 4.1 The Indira Awaas Yojana (IAY) is a Centrally Sponsored Scheme for providing housing to the BPL Households in the rural areas. The Scheme is funded on the costsharing basis between the Centre and the State in the ratio of 90:10. 4.2 The objective of the programme is to ensure that the shelter-less poor people in the villages are provided with permanent shelter. The Department has been implementing the programme through the Village Development Boards. 4.3 During 2010-11, the Ministry of RD, Gol has released ` 3655.059 lakhs for 11 (eleven) DRDAs in the State as Central share of assistance. The State has also released `631.624 lakhs as its Matching Share to the DRDAs which includes `103.22 lakhs being the back-log of 2009-10 4.4 All together 12,415 no. of Houses has been constructed for the BPL households/ beneficiaries in the rural areas and another 893 are under process for allocation to the beneficiaries. 5. GRANTS-IN-AID TO VDBs (GIA) 5.1 The Grant-in-Aid to VDBs is one of the major State sponsored schemes being implemented through 1128 Village Development Boards (VDBs) with 2,23,181 rural Households in the State. Funds under the programme are allocated on the basis of number of tax-paying households of the village. Sub-allocation are made to ensure the involvement of Women and Youths in the rural development activity by earmarking 25% and 20% respectively for taking up activities that is suitable for their needs. In addition, a mandatory scheme called VDB Welfare Fund is in place. Under this sector, funds are deposited @ ` 10,000/- for villages having 50 households and below and `200/- per household for villages having 51 households and above from the general allocation to mobilize resources for the VDBs to supplement their activity. The deposits are made for a period of 6 years and at maturity, the interest accrued is utilized for the scheme and the seed money is reinvested thereby a continuous cycle of resource is created to supplement the grants provided by the State. Under this scheme, income generating programmes is being emphasized to be implemented to improve the economy of the rural areas. 186
Information on Right To Information Version 05.11 5.2 During 2010-11, `2526.00 lakhs has been earmarked under the programme for allocation of funds to the Village Development Boards (VDBs) @ `1000/- per Household to take up income generating schemes as well as infrastructures development in the villages . 5.3 6. PROMOTION OF MICRO-FINANCING ACTIVITIES THROUGH VDBs: 6.1 To promote Micro- Financing Activities, initially, 25 VDBs were selected as Financial Intermediaries by way of Pilot projects. Initially, a Corpus Fund of `1.00 lakh was created through the contribution of VDBs, State Govt., Central Govt. and NABARD in the ratio of 40:20:20:20. 6.2 With the successful implementation of the Pilot Projects, the State Govt. has decided to cover all VDBs as Financial Intermediaries in a phase-wise manner. 6.3 During the current financial year, on an experimental basis, NABARD has agreed to participate in the process/implementation of the scheme for Longleng and Kiphire Districts The financial contribution is as follows- a) NABARD - ` 1,00,000/- (Longleng and Kiphire Districts ) b) State Govt. - `1,00,000/- c) VDB - ` 40,000/- 6.4 Under the innovative programme, the participation of NABARD will gradually cover the other Districts as well. 7. MATCHING CASH - GRANT (FIXED DEPOSIT). 7.1 Under this scheme, VDBs will open a Fixed Deposit Account initially for a period of five years and the same is renewed on maturity. As an incentive, the State Govt. will provide an equivalent amount in the form of Matching Cash Grant to the VDBs. The maximum ceiling limit of ` 75, 000/- fixed earlier has now been enhanced to ` 2.50 lakhs for each VDB. The deposit will provide the much needed security to the village and against which the Financial Institutions may advance loan to the VDBs. 7.2 During 2010-11, ` 50.00 lakhs has been earmarked for providing matching share to the VDBs. 8. ADDL. GRANT-IN-AID. 8.1 The activity under the scheme is to supplement the Grant- in -Aid programme mainly for capacity building processes of the Department. Trainings and Conferences are organized to improve the delivery system and performance of the grass-root level functionaries. 8.2 During 2010-11, `80.00 lakhs has been earmarked for meeting the expenses on capacity building, printing and publication of Departmental activities etc. 187
