(b) To strengthen the VDBs and ULBs level programme with appropriate capacity<br />
building to facilitate participatory planning, decision making, implementation and<br />
monitoring to reflect local needs.<br />
(c) To provide professional support to local bodies for planning, implementation and<br />
monitoring their plans.<br />
(d) To improve the performance and delivery of critical functions assigned to VDBs and<br />
counter possible efficiency and equity losses on account of inadequate local capacity<br />
building.<br />
2.3 The fund under BRGF is allocated to VDBs and ULBs on the basis of rural and urban<br />
population. The fund is allocated to the VDBs in the like manner of Grant-in-Aid to VDBs<br />
based on tax- paying households of the BRGF districts.<br />
2.4 The BRGF schemes are implemented by village community supervised by VDBs in case of rural<br />
schemes and in towns the schemes are implemented by the Town Councils under the technical<br />
supervision of the E.E, P.W.D of the concerned District.<br />
2.5 During 2010-11, as against the Budget allocation of `3700.00 lakhs, `2222.00 lakhs has<br />
been released by the Ministry of Panchayati Raj, Government of India. The sanctioned<br />
amount has since been released to 5 ULBs and 421 VDBs.<br />
3. Mahatma Gandhi National <strong>Rural</strong> Employment Guarantee Scheme (MGNREGS):<br />
3.1.1 The Mahatma Gandhi National <strong>Rural</strong> Employment Guarantee Scheme (MGNREGS) is a<br />
Centrally Sponsored Scheme. It is an employment generation programme, implemented in<br />
consonance with the enforcement of the Section 4 of the National <strong>Rural</strong> Employment<br />
Guarantee Act (NREGA) 2005. The scheme is funded on the basis of 90:10 ratio between<br />
Centre and <strong>State</strong> Govt. respectively.<br />
3.1.2 Objectives of the Scheme:<br />
a. To provide 100 days of guaranteed employment in a financial year to every<br />
household in the rural areas notified by Central Government under Section3(1) of the<br />
NREGA and whose adult members, by application, are willing to do unskilled<br />
manual works.<br />
b. To create durable assets in rural areas.<br />
c. To strengthen the livelihood resource base of the rural poor; and<br />
d. Ultimately to enhance the livelihood security of the rural households.<br />
3.1.3 Under the Programme, wages paid to the unskilled laborers/workers shall not be less than the<br />
minimum wage prevalent in the <strong>State</strong> which was ` 66/- per day, enhanced to `100/- per day<br />
per head till December 2010. Subsequently, the Govt. of India have enhanced wages to `<br />
118/- per day per head w.e.f 1st January, 2011. Men and Women will be paid equal wages<br />
under the scheme. The material cost/component of the projects including the wages of the<br />
skilled and semi-skilled workers involved under the scheme shall not exceed 40% of the total<br />
project cost.<br />
3.1.4 Unemployment Allowance also forms the part of the scheme. A person who is registered<br />
under the scheme and who has applied for employment but is not given employment within<br />
15 days shall be entitled to receive unemployment allowances at the rate of ¼ of the daily<br />
wage for the first 30 days and thence ½ per day beyond that. In case of failure to provide<br />
work when the funds are available, the <strong>State</strong> has to bear the cost of unemployment<br />
allowance.<br />
