The Governor is the Constitutional Head of the <strong>State</strong>, and discharges most of<br />
his functions on the advice of the <strong>State</strong> Government. Actual policy formulation or<br />
implementation is not undertaken by the Governor or his office. However, the<br />
Governor does provide advice and guidance to Government on various issues-both<br />
on the basis of personal experience, and also expert advice.<br />
