The Directorate of Employment & Craftsmen Training is functioning under the<br />

Administrative Control of Labour & Employment Department. The Directorate of Employment & Craftsmen Training become a full fledged Directorate<br />

in the year 1986 and is headed by Director.<br />

The Department is functioning with two Wings: -<br />

1. Employment Wing.<br />

2. Craftsmen Wing:<br />

The Directorate of Employment & Craftsmen Training is located at Industrial Training Institute, Kohima above the New Secretariat<br />

Junction. The department has a staff bus which starts from Lerie Colony at 9:00 A.M. everyday and pick-up the staff at every junction in the town and<br />

reached the Office at 9:30 A.M.<br />

3. VISION/MISSION- DEPARTMENT OF EMPLOYMENT & CRAFTSMEN TRAINING, NAGALAND, KOHIMA.<br />

1. MISSION - To maintain total transparency in implementation of all the schemes/projects<br />

in the Department and achieve the targets.<br />

- To implement the National Employment Service Policy through the network of Employment Exchanges.<br />

- To implement the Craftsmen Training scheme as envisaged in Training Manual for ITIs /Centers.<br />

- To act as facilitator, i.e. to assist the job-seekers in finding gainful employment and to meet the manpower requirement by the<br />

employers.<br />

- To make the youth more employable in the change of scenario.<br />

2. VISION - To impart training to the youth and transform them into semi skilled/skilled<br />

Workers and enhance their employability in industrial sectors.<br />

- To build a stable and strong work force to meet the manpower requirement<br />

- in all the areas.<br />

- To create awareness of self-reliance and dependable in the world of works.<br />

- To impart training to the youth in apprenticeship scheme and other areas as a part of Capacity Building programme.<br />

- To coordinate with other Departments and adopt a common approach for the benefit of all.<br />

4. OBJECTIVE.<br />

1. Employment Wing:<br />

The main function and objective of the Employment Service is to render assistance to the youth through the network of the<br />

Employment Exchanges by registering names of applicants and sponsoring them against the vacancies. Further, it provides Vocational Guidance and<br />

disseminates job information to job seekers in order to find gainful Employment. Another main activity is to collect Employment Market <strong>Information</strong><br />

(EMI) both in the Public and Private establishments as per the Employment Exchange Compulsory Notification of Vacancies Act, 1959.<br />

There are 8(eight) Employment Exchanges and two Rural Employment Bureaux functioning under the Directorate covering 10(ten)<br />

Districts except Longleng District where no Employment Exchange or Rural Employment Bureau could be established till date. Further, it may be<br />

stated that there is one Coaching-cum-Guidance for SC/ST candidate, which is presently attached to Regional Employment Exchange, Kohima. This<br />

Coaching-Cum-Guidance Centre is under CSS Scheme under the Ministry of Labour and Employment New Delhi. The main activities of the<br />

Employment Exchanges are to implement the (Employment Exchange Compulsory Notification Vacancies) Act, 1959 under National Employment<br />

Service.<br />

2. Craftsmen Training Wing:<br />

Under this Wing, there are 8(eight) Government Industrial Training Institutes functioning in the <strong>State</strong>. Out of 8(eight) Govt. ITI s there is<br />

one Women Industrial Training Institute at Dimapur and 2 (two) Centres of excellence (COE) Automobile sector at Govt.ITI Kohima and Apparel sector<br />

at Women Govt.ITI Dimapur. The Government Industrial Training Institutes and COE are established to impart skilled oriented technical training to<br />

the young students mostly College and School dropouts to enable them for absorption in the Industrial Sector establishments and also to generate<br />

self employment.<br />

The objectives of the Craftsmen Training Schemes are: -<br />

i) To ensure steady flow of skilled workers in different trades of Industries.<br />

ii) To raise the quality and quantity of Industrial production by systematic training of worker.<br />

iii) To reduced Unemployment among the Educated Youths by equipping them for suitable Industrial Employment.<br />

5. ACTIVITIES AND FUNCTIONS OF BOTH WINGS: -<br />

1. EMPLOYMENT WING: - The functions and objectives are to render assistance to the youth through the network of Employment<br />

Exchanges by registering the names of applicants (job seekers) and sponsored them against vacancies notified by Employers under public and private<br />

sectors in various organizations. To conduct Occupational Research Vocational Guidance and collection of Employment Market <strong>Information</strong>,<br />

compilation and analyses and interpretation of Statistical Data in the prescribed manual and furnish such data to the Government of India. Provide<br />

and disseminate information to the Public and Private bodies interested in such information. Under the Directorate of Employment, the Employment<br />

Exchanges in the Districts enforced the (Employment Exchanges Compulsory Notification of Vacancies Act, 1959.<br />

Physically Handicapped Cell: - There is a Cell for physically handicapped attached to the Office of the Regional Employment Exchange, Kohima.<br />

Coaching Cum-Guidance Centre (CGC) For SC/ST: - This scheme is provided by Ministry of Labour and Employment and is attached to the Office of<br />

Regional Employment Officer, Kohima. This Unit is headed by Sub-Regional Employment Officer. The main activities of this centre are to provide<br />

Coaching- cum- Interview Guidance to job seekers and also provide information about the job opportunities which are available under public and<br />

private sector organizations. It also creates awareness and encourages the job seekers to take up various training facilities which are available with<br />

Government or Private Institutions.


1. Skill Development Initiative (SDI) Scheme:<br />

To meet the demand for specific skills of a higher order, a Public Private partnership between government and Industry was proposed to promote<br />

Modular Employable Skills under the name “Skill Development Initiative Scheme” to promote vocational training to school leavers, existing workers, ITI graduates<br />

etc. to improve their employability by optimally utilizing the infrastructure available in Government/Private Institutions. Existing skills of the persons can also be<br />

assessed and certified under this Scheme.<br />

In order to effectively implement the scheme, <strong>Nagaland</strong> Skill Development Initiative Society was formed and duly registered under Registration No.<br />

HOME/SRC-6046 dated 11.03.2011<br />

The objects for which the society is established are:-.<br />

a) To establish and to carry out the administration and management of the “<strong>Nagaland</strong> Skill Development Initiative Society”.<br />

b) The Society is established to provide access to sustainable quality vocational education to meet the challenges of skilled human<br />

resource required for various sectors of economy.<br />

To provide vocational training to school leavers, existing workers, ITI graduates, etc. to improve their employability by optimally utilizing the<br />

2. Vocational Training Improvement Project (VTIP) through World Bank Assistance:<br />

The Director General of Employment and Training (DGE&T), Ministry of Labour & Employment (MoL&E), Govt. of India proposed to take up a scheme<br />

for upgrading 500 existing ITIs. The first 100 ITIs were upgraded through domestic resources and the remaining 400 ITIs were proposed to be taken up through<br />

World Bank funding - under the project proposal entitled, ‘Externally Aided project for Reforms and improvement under Vocational Training Service rendered by<br />

the Central and <strong>State</strong> Governments’.<br />

The objective of the scheme is to produce multi-skilled workforce matching world standards. It is planned to introduce multidisciplinary courses in the<br />

first year, followed by advanced/specialized modular courses in the second year. The main thrust of the program is to provide appropriate infrastructure,<br />

equipment, update syllabi and introduce new courses in the ITIs.<br />

Under this scheme, ITI Kohima was upgraded into a Center of Excellence in Automobile Sector.<br />

3. Up-gradation of Govt. ITIs through Public Private Partnership (PPP):<br />

Under the Scheme “up-gradation of Govt. ITIs through public private partnership”, Apparel Sector was introduced at Women ITI Dimapur and the<br />

existing trades at ITI Mokokchung were upgraded. During 2010-11, 3 (three) ITIs i.e. ITI Tuensang, ITI Mon and ITI Wokha and during the FY 2011-12, ITI Zunheboto<br />

and ITI Phek were covered under the scheme.<br />

4. CENTRALLY SPONSORED SCHEME “ENHANCING SKILL DEVELOPMENT INFRASTRUCTURE IN NORTH EAST STATES AND SIKKIM”:<br />

Under the Scheme, “Enhancing Skill Development Infrastructure in North East <strong>State</strong>s and Sikkim”, 2 (two) ITIs in the state is being upgraded by<br />

introducing 3 new trades and 5 (five) ITIs are being upgraded by Supplementing infrastructure deficiencies such as Hostel Facilities, Boundary Walls, Machinery,<br />

Equipment & Furniture, Hand tools, instruments for max 3 existing trades.<br />

As per the guidelines of the scheme, the project is being implemented by the Society under the nomenclature “Vocational Training Projects<br />

Implementation Society of <strong>Nagaland</strong>”

The functions and responsibilities of the Institute Management Committee (IMC) will be as follows:<br />

1. Develop the IDP of the ITI. The IDP shall define the long-term goals of the Institute, the issues and challenges facing the Institute and the<br />

strategies for dealing with them. It shall set targets for institutional improvement, define key performance indicators, and detail the<br />

financial requirement with year-wise break up to meet the needs.<br />

2. Obtain short term, medium term and long-term requirement of skilled workforce and take steps to produce graduates accordingly.<br />

3. Identify training needs of faculty and depute them for training in associated industries/other Institutes.<br />

4. Ensure implementation of various activities in the time bound manner, so as to adhere to the periodical reports to the SSC.<br />

5. Set up suitable mechanism to obtain feedback from the trainees and industry about quality of training and use feedback for improvement<br />

in the training delivery.<br />

6. Set up placement cells in the ITI to guide/help the graduates in employment/self-employment and develop suitable mechanism to trace<br />

the careers of the graduates for at least three years.<br />

7. Furnish periodical reports with respect to the placement.

The decision making in respect of the department is vested with the Director<br />

Director calls files of urgent nature from any section and disposes at his level. Files pertaining to general correspondence are<br />

submitted by section in-charge Officers in their respective section to the Additional director and he examines the matter thoroughly and gives<br />

suggestions and submits to Director for decisions. Matters relating financial implication are processed by Superintendent (Budget) and submitted to<br />

DDO who in turns submits to Director as there is Accounts Officer posted to the Directorate from Treasuries & accounts.<br />

Matters related to Schemes project are generally processed by technical man attached to Examination Cells and sent to Joint<br />

Director and Additional Director and to Director for final decision.<br />

Supervision: Director supervises the works of all different divisions and the works of the Staff are supervised by Additional Director, Registrar<br />

and Superintendent.<br />

Accountability: The Officers and Staff are accountable for timely disposal of the works allotted to them.

DUTIES & FUNCTIONS OF SEMI UNIT<br />

The semi Unit is assigned for compilation and dissemination of ER-I & ER-II reports, ES Series reports and maintenance of Live Register<br />

and all other Statistical related reports of the <strong>State</strong> Department of Employment & Craftsmen Training <strong>Nagaland</strong>.<br />

A brief duties and functions are given as under: -<br />

1. Employers Register: -<br />

Under this, it is broadly divided into ER-I & ER-II. The former being the numbers of Employees, Male & Female collected quarterly at<br />

Present. The latter being the occupation cum educational pattern of Employers collected biennially for the quarter ending 30 th<br />

September of the year. The current system being that the even years are collected for the public sector and odd years for private<br />

sector. The same being shown in the Table below: -<br />

Statistical Cell: As part of its main function the department is collecting various statistical returns which are then compiled and disseminated.<br />

In order to execute the function systematically, there is a branch in the Directorate call SEMI UNIT (<strong>State</strong> Employment Market <strong>Information</strong>).<br />

This Unit, at present, is jointly manned by Departmental Officers as well as Officers deputed on attachment from Statistical Cell presently headed by<br />

Deputy Director, Employment as the Administrative Unit of the Cell and IOS as the Administrative Head from the Statistical Department.<br />

Collection of various Statistical Returns are done by the Employment Exchanges which is then sent to Ministry (DGE&T) and the SEMI Unit, the<br />

SEMI Unit will then compile the reports and inform the Ministry as well as disseminate the report in the form of Quarterly, Half-yearly and Annual.<br />

Various Statistical Returns are as under –<br />

(a) ES Series Statistics- Various statistical returns in the form of ES Series are collected as shown below -<br />

(b) Employment Market <strong>Information</strong> (EMI) collected in the form of ER- I & II wherein ER- I indicates the number of employees (Male & Female)<br />

and collected quarterly & ER- II both by sex and Educational Qualification and collected biennially.<br />

(c) Employer Register: The department is also maintaining Employers Register wherein total No. of Establishments in various districts are being<br />

maintained.<br />

Under the Craftsmen Training Schemes, the Department imparts training in 19 Trades in 8 Govt.ITIs, out of which, 13 are<br />

engineering and 6 are Non Engineering Trades. The qualification require for undergoing the various courses in ITI varied from trade to trade where<br />

minimum qualification as prescribed are Class VIII passed and above with minimum age of 14 years. The duration of training is 1 to 2 years and the<br />

session commenced from the month of August every year.<br />

Every year the Directorate of Employment & Craftsmen Training <strong>Nagaland</strong> issues advertisement inviting application for admission into<br />

ITIs in the month of May/June through wide publicity in the news/ media agencies i.e, local dailies, Doordarshan Kendra Kohima and AIR Kohima for<br />

admission to various Trades in ITIs. Selections are made through constituted Selection Board for each Institution on merit basis of the admission test<br />

conducted. Candidates for post matric are selected purely on merit basis on the marks secured by the candidate in the HSLC/HSSLC examination on<br />

the minimum qualification prescribed for the respective trades. For under matric trades, candidates are selected on the basis of marks obtained on<br />

the written examination conducted for the purpose.<br />

Eligibility:<br />

Permanent residence of <strong>Nagaland</strong> is eligible for Admission in to the ITIs of the <strong>State</strong>. Candidates must be above 14 years of age.<br />

Physically Handicapped applicants are allowed to join various training programmes under Craftsmen Training Scheme.<br />

Stipend:<br />

Examination:<br />

Selected candidates are awarded stipend of Rs.200/.0 P.M during the training period.<br />

The Department conducts All India Trade Test Final under Craftsmen Training Scheme every year in the month of July in<br />

each ITIs. Further the Department also conducts ALL India Trade Test Supplementary every year in the month of January/February for the failed<br />

candidates to clear their back papers.
