street end," AUlger said, "but<br />

allows vegltatlon to grow,<br />

which also helps trap blowing<br />

sand. Most <strong>of</strong> the fencing we<br />

sand and has formed large<br />

sections <strong>of</strong> protective dunes."<br />

This year's UTBP fencing<br />

program has been the most<br />

ambitious ever, covering the<br />

area from Winthfop Road at<br />

the north end <strong>of</strong> the Island to<br />

Randolph Road at the south,<br />

an ana <strong>of</strong> a Uttle over 10<br />

blocks. Lt. Joseph Callahan<br />

has been In charge <strong>of</strong> the 1965<br />

with the state's theory <strong>of</strong><br />

natural beach protection," he<br />

"Avalon may still have the<br />

highest dunes on the Cape,"<br />

Alliger continued, "but with<br />

support <strong>of</strong> the Township<br />

Committee and the dedicated<br />

Interest <strong>of</strong> the members <strong>of</strong> the<br />

Upper Township Beach<br />

Gardens tours part <strong>of</strong>fest<br />

Two seashore garden tours<br />

are slated In both Stone<br />

Harbor and Avalon during the<br />

third annual Wings *n Water<br />

Festival, featuring more than<br />

30 events throughout Cape<br />

May County, <strong>Sep</strong>t. 21 and 22-<br />

The tours will future the<br />

varied array <strong>of</strong> flora in the<br />

gardens <strong>of</strong> five homes in each<br />

community Visitors will be<br />

able to Inspect the bountiful<br />

plants, flowers, shrubs, trees<br />

and bushes that thrive on a<br />

barrier inland.<br />

The garden tour <strong>of</strong> Avalon<br />

will take place 1 p.m. to 4<br />

p.m., Saturday, <strong>Sep</strong>t. 21,<br />

beginning at the Community<br />

Hall, nth Street and Avalon<br />

Avenue. The following day,<br />

the garden tour <strong>of</strong> Stone<br />

Harbor will be held from 1 to 4<br />

p.m., beginning at the<br />

Women's Civic (Sub, ith<br />

street and the beach.<br />

Visitors can either drive the<br />

tour route or ride the trolley<br />

that will stop at each garden<br />

on the tour.<br />

Tropeano: cut Committee pay, hire manager<br />

Bruno Tropsano, Independent<br />

candidate for<br />

Township Committee, has<br />

reiterated Ma proposal to<br />

have members <strong>of</strong> the<br />

governing body reduce their<br />

salaries and hire a<br />

pr<strong>of</strong>essional township<br />

manager with the savings.<br />

Tropeano's approach would<br />

require that the five committeemen<br />

reduce their<br />

salaries to 13,000 per year.<br />

Such a cut would bring the<br />

$50,000 total paid to committeemen<br />

down to 115,000<br />

with the remaining $35,000<br />

used to hire a full time<br />

manager.<br />

"My approach is Just good<br />

common sense business," he<br />

said, "It Is no different than<br />

having a board <strong>of</strong> dlrectora<br />

(the eomniitteemin) and a<br />

president and a chief<br />

operating <strong>of</strong>ficer (the<br />

township manager) running a<br />

large corporation.<br />

"It's obvious," he continued<br />

in a news release, "that<br />

Upper Township has come out<br />

<strong>of</strong> its Infancy and now must be<br />

properly guided through its<br />

adolescence. And it can be<br />

done for the same $50,000. All<br />

we need are representatives<br />

that are willing to administer<br />

Upper Township for the<br />

benefit <strong>of</strong> every taxpayer. I<br />
