catch blowing sand, which In
turn forms a dune, thus
helping protect the community
from storms.
"We leave paths at each
street end," AUlger said, "but
a small area parallel to the
beach, la blocked off. This
allows vegltatlon to grow,
which also helps trap blowing
sand. Most of the fencing we
have Installed hi past yean Is
now nearly til covered with
sand and has formed large
sections of protective dunes."
This year's UTBP fencing
program has been the most
ambitious ever, covering the
area from Winthfop Road at
the north end of the Island to
Randolph Road at the south,
an ana of a Uttle over 10
blocks. Lt. Joseph Callahan
has been In charge of the 1965

The funds for the project
came from Upper Township's
beach protection fund, as
established by the Township
Committee, Expenses this
year for fencing' and poles

amount of money to help build
ten blocks of dunes," Alliger
noted, ! 'when you consider the
thousands or millions of
dollars needed to pump in
sand to protect and restore
our beaches,
"Our project Is also in line
with the state's theory of
natural beach protection," he
added.
"Avalon may still have the
highest dunes on the Cape,"
Alliger continued, "but with
ttie continued interest and
support of the Township
Committee and the dedicated
Interest of the members of the
Upper Township Beach
Patrol, Strathmere may rival
them in the future."
Gardens tours part offest
Two seashore garden tours
are slated In both Stone
Harbor and Avalon during the
third annual Wings *n Water
Festival, featuring more than
30 events throughout Cape
May County, Sept. 21 and 22-
The tours will future the
varied array of flora in the
gardens of five homes in each
community Visitors will be
able to Inspect the bountiful
plants, flowers, shrubs, trees
and bushes that thrive on a
barrier inland.
The garden tour of Avalon
will take place 1 p.m. to 4
p.m., Saturday, Sept. 21,
beginning at the Community
Hall, nth Street and Avalon
Avenue. The following day,
the garden tour of Stone
Harbor will be held from 1 to 4
p.m., beginning at the
Women's Civic (Sub, ith
street and the beach.
Visitors can either drive the
tour route or ride the trolley
that will stop at each garden
on the tour.
More than 30 events and
demonstrations, including
world class decorative bird
carvings, art show, dune
walks and retriever
demonstrations, are just a
sampling of the many activities
planned (or the twoday
festival at the scenic
shore resort towns and beach
areas.
The festival benefits the
Wetlands Institute, a nonrpofit
organization dedicated
to promoting public understanding
and concern for

Tropeano: cut Committee pay, hire manager
Bruno Tropsano, Independent
candidate for
Township Committee, has
reiterated Ma proposal to
have members of the
governing body reduce their
salaries and hire a
professional township
manager with the savings.
Tropeano's approach would
require that the five committeemen
reduce their
salaries to 13,000 per year.
Such a cut would bring the
$50,000 total paid to committeemen
down to 115,000
with the remaining $35,000
used to hire a full time
manager.
"My approach is Just good
common sense business," he
said, "It Is no different than
having a board of dlrectora
(the eomniitteemin) and a
president and a chief
operating officer (the
township manager) running a
large corporation.
"It's obvious," he continued
in a news release, "that
Upper Township has come out
of its Infancy and now must be
properly guided through its
adolescence. And it can be
done for the same $50,000. All
we need are representatives
that are willing to administer
Upper Township for the
benefit of every taxpayer. I
am one of those people,"
Tropeano then made
reference to recent
statements by bin Republican
opponents, Robert Jeflers and
Kenneth Baker,
Noting that Jeffera was
quoted as saying bat "nobody
ever does anvthlnc about the
salaries," Troaeano
responded, "I am very willing
to have the salaries brought in
line with reason and the
