DRAFT LONG TERM PLAN TAKES AGGRESSIVE APPROACH<br />

TO REDUCING DEBT<br />

<strong>Kaipara</strong> District Councillors adopted their 2012-2022 draft Long Term Plan for<br />

consultation at a meeting in Kaiwaka this morning.<br />

<strong>The</strong> draft Plan contains a number of stringent measures aimed at addressing the<br />

organisation’s significant financial challenges, says Mayor Neil Tiller.<br />

“In the past Council has lived beyond its means, using debt as a way of financing operational costs that should rightly<br />

be paid for by today’s ratepayers and service users. We also need to adopt a more conservative approach to the use<br />

of debt for financing capital works. “At present <strong>Kaipara</strong> has debt of $85 million, $58 million of which is attributable to<br />

the Mangawhai Community Wastewater Scheme that was completed in 2009. This equates to $4,395 per capita and<br />

is currently the highest in New Zealand. “<strong>The</strong> proposals in the draft Plan take an aggressive approach to reducing that<br />

debt which we aim to do as quickly as reasonably possible, cutting it to $46.6 million by 2022. This means keeping<br />

spending to basic levels of service with no ‘extras’, and having a ‘just in time’ policy in relation to capital expenditure.<br />

Over the ten years of the plan we are proposing to spend $476 million in operating expenditure and just $152 million in<br />

capital expenditure,” he said.<br />

<strong>Kaipara</strong> ratepayers face considerable increases for the 2013 year compared to last year, if the proposed Plan goes<br />

ahead. <strong>The</strong> average rate increase is 31% across the District and a large number of changes in the way rates are<br />

calculated means that the effects will vary. Rates comparisons with earlier years are also distorted by property<br />

revaluations completed in the last year.<br />

Residents in Mangawhai are generally the most affected, with some significant rate increases proposed to reduce the<br />

debt owing on the wastewater scheme, and a determination that the scheme’s operating costs will be covered by users.<br />

For residents connected to the scheme this means they will need to pay a total of $19,720 including GST towards the<br />

capital costs over a 10 year period, less any rates they have already paid towards it and their share of any government<br />

grants. In practical terms this means most existing users will be paying around $1,344 each year for ten years, as they<br />

have already made a contribution to the cost.<br />

As well as this Mangawhai residents connected to the scheme will be charged for operating costs of around $1,230, with<br />

properties that are not yet connected but capable of connection to the scheme paying 75% of this rate. <strong>The</strong> operational<br />

costs have however been spread over a wider area on the basis that ratepayers in the Mangawhai Harbour Restoration<br />

Area will receive a benefit from having a cleaner harbour, for which they will pay $208 next year. To ease the burden,<br />

every ratepayer in the District (including those in Mangawhai) will pay a levy of $37 towards the scheme, charged as<br />

part of the Uniform Annual General Charge.<br />

“Another major change for us is the introduction of a targeted Roading Rate,” says Mayor Tiller. “Roading is by far<br />

our biggest cost, particularly given the geographical spread of our District. Up till now we have charged everyone an<br />

equal percentage of their land value for Roading. This is not a fair way to do it, because a dairy farm for example,<br />

generates multiple heavy truck movements compared to a residential property, and more than a beef or sheep farm<br />

although that creates more wear and tear than a normal household. So we have come up with what we think is a fair<br />

way to do it so the people who cause most damage to the roads are charged accordingly – for example forestry will be<br />

charged 14 times the residential rate, beef and sheep farms twice as much, and dairy farms four times as much.” 30%<br />

of the Roading Rate revenue will be charged as a flat rate ($224 in 2013) with the balance of 70% charged on the new<br />

differential basis.<br />

<strong>The</strong> Council is also proposing to move to Separately Used or Inhabited Parts (SUIPs) as a basis for many of its charges.<br />

<strong>The</strong>se will apply to properties with more than one part which can be used in a separate way or by someone else – as in<br />

a farm with two houses, a house with a self contained flat, or a commercial property with several tenants. Each SUIP<br />

will attract a Uniform Annual General Charge (UAGC) which has been set at $320 for 2013, the flat rate part of the<br />

Roading Rate of $224, and any other charges (such as the Mangawhai wastewater charges) that are set to be levied<br />

over individual dwellings or commercial spaces.<br />

CEO Steve Ruru says Council has identified a series of errors and omissions from earlier years, including the underfunding<br />

of depreciation. “We now have much better financial monitoring and reporting in place to make sure that these<br />

things don’t happen again, and we are moving to fully fund depreciation – apart from Roading – by the end of 2022.<br />

“Council also acknowledges that in the past, rates for the Mangawhai wastewater scheme were not charged in the<br />

correct way and is talking to the people affected in a separate process which is not part of the draft LTP, about the best<br />

way to address these problems. <strong>The</strong> Auditor-General is conducting – at our request - an investigation into <strong>Kaipara</strong>’s<br />

handling of the scheme but that will not be completed until later in the year. In any case, future proposals around the<br />

scheme must be based around a sensible method of tackling the financial issues.<br />

“<strong>The</strong> principles outlined in this draft Plan represent the start of a long journey. We are determined to change the way<br />

the organisation operates and front up to the challenges, particularly financial, that we face. <strong>The</strong>re is still more work to<br />

be done and over the next few months we will be progressing a number of workstreams which will form the basis of a<br />

possible Amendment to this LTP in around a year’s time,” he said.<br />

Consultation on the draft 2012-2022 LTP is now under way and submissions must be received by 30 May.<br />

<strong>Kaipara</strong> District Council voted today to endorse and adopt a draft Long Term Plan<br />

(LTP) for 2012 – 2022 with an average rates increase for 2012 – 2013 of 31%.<br />

<strong>The</strong> LTP will be publicly notified for consultation on Monday 30 April followed by<br />

submissions closing on 30 May, and public hearings. <strong>The</strong> Council press release is<br />

here.<br />

Whilst it is necessary to notify a plan in order to set rates, WorkBoot found himself<br />

unable to endorse the proposal in part due to concerns about unaffordability<br />

for ratepayers connected to Mangawhai Wastewater Scheme, particularly older<br />

ratepayers on limited fixed incomes, and inequities, some of which are described<br />

below. With dairy payout estimates of $5.30, some rural ratepayers may also end up<br />

<strong>The</strong> LTP is the ten year budget that sets out the activity Council intends to undertake and how the rates will be levied<br />

from the ratepayer to fund this activity. <strong>The</strong> LTP proposes steep rates increases for many, with the most significant<br />

figure being a further $19 million of revenue to be extracted from the 1300 or so properties connected to the Mangawhai<br />

Wastewater Scheme (EcoCare). For many at Mangawhai who thought they had already paid through the nose for<br />

EcoCare this is likely to go down like a lead balloon. I suspect many would consider that the responsibility for this mess<br />

should lie with the former decision makers and implementers of this flawed scheme. <strong>The</strong> LTP is premised on Council not<br />

refunding any of the $9.5 million of invalid rates identified in the Salter Report.<br />

<strong>The</strong>re is also a change for many of the rates from charges per rating unit to charges per SUIP (separately used or<br />

inhabited parts of a rating unit). This means properties with more than one dwelling (e.g. farms) with different families<br />

living in them will pay multiples of these rates.<br />

<strong>The</strong> operating costs of EcoCare are proposed to be partly spread across the district with 15% ($37 per SUIP) in the<br />

uniform annual general charge and 25% ($208 per SUIP) for properties within the Mangawhai Harbour Restoration Area<br />

catchment (which runs as far west as Baldrock Road). Thus SUIPs that are not connected to the scheme but fall within<br />

this catchment will pay over six times what the rest of the district pays in the general rate. Given that this catchment<br />

already pays $75 in the MHRS targeted rate those properties are then contributing over eight times the general rate<br />

amount.<br />

Dargaville township fares well and in exchange for covering $61 of former targeted rates in its general rates saves $145<br />

from its own targeted rates being transferred into the general rate.<br />

<strong>The</strong> general rate structure has been changed with 30% of roading costs remaining in the general rate and the remainder<br />

paid by means of a uniform charge per SUIP and a targeted rate with a differential depending on property type. This is<br />

likely to have significant impacts on dairy and particularly forestry properties.<br />

<strong>The</strong>re is an interesting article on the Kauri Coast website which gives some facts and figures for raft races over the<br />

years. It is a reprint of a <strong>Kaipara</strong> Lifestyler article dated 20 January 2011.<br />

Let’s start organising this event now. We need a handful of people to kick this off. We need a sponsor or sponsors with<br />

good prize money to attract youth groups, scouts, guides, Girls Brigade, Air Training Corps and sports clubs.<br />

We could invite the Army/Navy/Police/Fire Service to participate for some adult flavour. Will traditional Maori waka join<br />

the fleet? We need “boaties” both local and from farther afield to act as pilot boats. Perhaps the local aero club and<br />

others might like to flower bomb targets in the river as part of the fun.<br />

<strong>The</strong>n of course there needs to be stalls, along the route selling food, drink, and other produce. Should it be a stand<br />

alone day or combine with other events? Should there be a short (traditional one) and long course? (Aratapu Pub to<br />

Tokatoka Pub maybe?) All tide on the day dependent.<br />

New Zealand History This Week<br />

1806 Moehanga becomes first Māori to visit England<br />

On 27 April Moehanga (Ngāpuhi) became the first recorded Māori visitor to England when the Ferret berthed in London.<br />

Moehanga (sometimes referred to as Te Mahanga) had boarded the Ferret when it visited<br />

the Bay of Islands towards the end of 1805.<br />

While Māori had travelled as far as Tahiti and Australia in the late 18th century, Moehanga<br />

was the first to make it to the other side of the globe. While in England Moehanga met King<br />

George III and Queen Charlotte.<br />

He sailed with the Ferret when it left for Port Jackson (Sydney) in June. After spending the<br />

summer in Port Jackson he returned to his home in the Bay of Islands in March 1807.<br />

1888 First British rugby team to play in NZ<br />

<strong>The</strong> first British rugby team to tour New Zealand played its first match, against Otago at the Caledonian Ground in South<br />

Dunedin. A huge crowd of nearly 10,000 turned up on an unusually warm Saturday afternoon. <strong>The</strong> blues of Otago drew<br />

first blood with a dropped goal, but the red, white and blues soon responded with a try. Behind 3–1 at halftime, the<br />

visitors were expected to tire. Instead they played ‘harder and rougher’, combining well to score two dropped goals and<br />

a try and win the match 8–3. <strong>The</strong>y took no harm from subsequent banqueting, winning a return fixture on Wednesday<br />

4–3 thanks to a try from a solo run two minutes from full-time. With a half-holiday being observed in Dunedin, the crowd<br />

was nearly as large as that for the first match.<br />

<strong>The</strong> tourists had arrived at Port Chalmers on the steamship Kaikoura on Sunday 22 April. Unlike later British Lions<br />

teams, this was not a full-strength side: only three of the 21 players (one of whom seems to have been on the tour<br />

mainly as a touch judge and after-dinner speaker) had represented one of the four home unions. <strong>The</strong> (English) Rugby<br />

Football Union (RFU) refused to sanction the privately organised tour, which it saw as a<br />

commercial enterprise that rendered the players professionals – a cardinal sin in the eyes<br />

of upper-class administrators. Rugby unions in Australasia, however, had no scruples about<br />

welcoming sportsmen from Home in an ‘exuberantly hearty manner’.<br />

<strong>The</strong> RFU had banned one tourist for accepting a £15 clothing allowance and required the<br />

others to sign affidavits stating that they would not benefit financially from the enterprise.<br />

<strong>The</strong>ir sincerity was never put to the test: the tour’s promoters lost nearly £1000 (equivalent<br />

their hosts in Victoria were ‘grasping’ in their financial demands. On the other side of the ledger, the promoters received<br />

£710 as their share of the gate money from the four matches they played in Dunedin.<br />

After their first visit to Dunedin, the British team travelled north to Christchurch by train. After four more victories, a 3-all<br />

‘tie’ with Wellington and losses to Taranaki and Auckland which they blamed on ‘generous hospitality’, they sailed to<br />

Australia in late May. <strong>The</strong>y played 35 matches across the ditch (winning just six of 19 under Australian rules, but losing<br />

none under Rugby rules) before returning to New Zealand in September for another 10 matches. As there was as yet<br />

no colony-wide rugby union, they did not meet a representative New Zealand team. An under-strength South Island XV<br />

whose forwards ‘played with very little combination’ was defeated twice. Three of the tourists stayed on in New Zealand<br />

after the tour; two found work in Wellington and joined the Poneke Football Club.<br />

2005 Civil unions come into effect<br />

Couples − heterosexual or homosexual − were now able to register their relationship as a<br />

civil union. <strong>The</strong> change meant that all couples in New Zealand, whether married, in a civil<br />

union or in a de facto partnership, now had equal rights and obligations.<br />

Thai Coconut Curry<br />

Ingredients<br />

1 lime, cut in half<br />

1 Tbsp sugar<br />

1 red onion, sliced<br />

2 Tbsp Gourmet Garden Thai Seasoning<br />

200ml lite coconut milk<br />

400g prawns or boneless chicken cut into strips<br />

4 cups Wattie’s frozen vegetables - International Stir-Fry Mix<br />

Method<br />

1. Heat a wok or frying pan. Press cut lime into sugar to coat and place in hot pan to caramelise. When lime has<br />

browned remove from heat and set aside.<br />

2. Heat a dash of oil in a wok and stir-fry the onion for 1 minute. Add Gourmet Garden Thai Seasoning and pour in the<br />

coconut milk. Add prawns or chicken. Cook for 1 minute for prawns or 5 minutes for chicken.<br />

3. Add the Wattie’s International Stir-Fry Mix and cook for a further 3-5 minutes. Serve on noodles or rice with the<br />

caramelised lime.<br />

1. Preheat the slow cooker. Remove the skin from the Tegel chicken drumsticks .<br />

2. In a small bowl mix together the cumin, coriander and Wattie’s Tomato Paste . Rub the spice paste into the chicken.<br />

3. Put the onions into the slow cooker and place the chicken on top. Pour over Wattie’s Just Add Butter Chicken Simmer<br />

Sauce . Cover. Cook on low for 4-4½ hours. Stir through cream just before serving if wished. Season to taste. Serve<br />

with rice and seasonal vegetables. Garnish with toasted cashew nuts if desired.<br />

To oven cook:<br />

Prepare as for the slow cooker method but place chicken and onions in an ovenproof dish. Pour over sauce. Cover and<br />

cook in a preheated 160°C oven for 1¼-1½ hours, until chicken is tender. Serve as for the slow cooker recipe.<br />

Butter Chicken Wraps<br />

Ingredients<br />

200g Tegel Thin Cut Chicken Breast<br />

410g can Wattie’s Big Eat Butter Chicken<br />

2 tortilla wraps<br />

1/4 cup plain unsweetened yoghurt<br />

lettuce leaves<br />

1/4 red onion, peeled and sliced<br />

Method<br />

1. Heat a dash of oil in a non-stick frying pan and pan-fry Tegel Thin Cut Chicken Breast for 3-5 minutes or until cooked<br />

through. Stir through the Wattie’s Big Eat Butter Chicken and cook for a further 2 minutes or until warmed through.<br />

2. Spread the yoghurt over the wraps, top with the butter chicken mix, lettuce and onion.<br />

3. Roll up and serve as a light meal.<br />
