in the Berkeley <strong>EBIS</strong>.<br />

C.Litvin, M.Vella, <strong>and</strong> A.Sessler, Nucl. Instrum. Meth. 198 (1982) 189 concluded<br />

that only a short electron beam may be stable.<br />

M.A.Levine, R.E. Marrs, J.R. Henderson, D.A. Knapp <strong>and</strong> M.B. Schneider, Nucl.<br />

Instrum. Meth. B43 (1989) 431 then constructed the first <strong>EBIT</strong> <strong>and</strong><br />

R.W.Schmieder <strong>and</strong> C.L.Bisson, Rev. Sci. Instrum. 61 (1990) 256 reconstructed<br />

the Berkeley <strong>EBIS</strong> <strong>and</strong> made it work – without instabilities<br />

how to make a good decision on a wrong judgement!
