CHAPTER 3: <strong>Plan</strong>ning Process<br />

UNK’s Facility <strong>Development</strong> <strong>Plan</strong> Update<br />

was developed by the Vice Chancellor for<br />

Business and Finance in a planning process<br />

that was both expertly advised and broadly<br />

participatory. <strong>The</strong> architectural fi rm Sinclair<br />

Hille advised and facilitated the process, which<br />

began with data gathering and analysis. At<br />

this early stage, the process included several<br />

initial consultations with UNK administrative<br />

leaders including Vice Chancellors, deans, and<br />

managers <strong>of</strong> major functional areas. <strong>The</strong>n, a<br />

broad campus dialogue was conducted, which<br />

generated a wealth <strong>of</strong> campus and community<br />

input that has importantly shaped our concept<br />

for the next decade’s development.<br />

Advisory Committee<br />

<strong>The</strong> key participatory phase <strong>of</strong> the planning<br />

process occurred throughout the spring,<br />

summer, and fall <strong>of</strong> 2006. In the spring <strong>of</strong><br />

2006, after the initial consultations described<br />

above, the <strong>University</strong> <strong>of</strong> <strong>Nebraska</strong> at <strong>Kearney</strong><br />

formed an Advisory Committee to work with<br />

consultants and UNK leaders in preparing<br />

this <strong>Facilities</strong> <strong>Development</strong> <strong>Plan</strong> Update.<br />

<strong>The</strong> role <strong>of</strong> the committee was to review<br />

relevant data (including strategic planning<br />

objectives and information about progress on<br />

initiatives that had been completed or were still<br />

underway), to conduct a structured dialogue<br />

with constituencies concerning unmet needs<br />

or advancement opportunities, and to identify<br />

the most promising ideas for inclusion in this<br />

planning update.<br />
