An emergency response vehicle (ERV) will be located at the site. The ERV will be dispatched
the Cortez EOC determines external first responders will have insufficient means to address the
specific nature of the emergency, or if it is determined that external first responders will not be
able to reach the scene of the emergency before the ERV. The ERV will be staged to respond to
an accident or emergency either on-site or off-site.
