7 SHIPMENT EVALUATION<br />

Materials shall arrive by truck at the proposed TSF. Containers or pallets in the transportation<br />

vehicle will be monitored for mercury vapor and visually inspected for integrity, leaks and<br />

spills. After the initial inspection and manifest confirmation, a forklift shall transport the pallets<br />

from the truck to the receiving and inspection area, where the containers and pallets will undergo<br />

a more thorough inspection for leaks, cracks, dents, beading, corrosion, and seal integrity.<br />

Mercury vapor levels will be monitored, and containers will be inspected and sampled in the<br />

ventilated receiving and inspection area.<br />

Material arriving at the proposed TSF will be fingerprinted before storage and processing.<br />

Fingerprinting will consist of visual inspection, sampling, and testing of the material. Testing of<br />

samples will be performed in the on-site lab.<br />

8 SAMPLING<br />

The appropriate representative sampling techniques, devices, and containers are selected<br />

from the EPA document, Test Methods for Evaluating Solid Wastes (SW-846) or American<br />

Society for Testing and Materials (ASTM) methods. Specific sampling methods (Table 3)<br />

and analytical methods (Table 1) are specified.<br />

Waste sampled at the proposed TSF will consist of new waste, unknown waste, waste from<br />

changed processes, and waste sampled for annual re-verification analysis. Representative<br />

samples will be collected and handled in accordance with the procedures and protocols identified<br />

in Table 3. At a minimum, the following safety precautions are used when sampling waste<br />

materials:<br />

Chemical resistant gloves and safety glasses will be used while sampling all waste.<br />

Based on the chemical hazards and splash potential, protective clothing and a splash<br />

shield or respirator may also be utilized.<br />

All necessary equipment and materials will be readily available and staged prior to<br />

sampling.<br />
