Larger sized HDPE drums may be used as secondary containment measures when transporting<br />

calomel. An example of this type of larger sized HDPE container is a 95-gallon “overpack”<br />

drum, and is illustrated in Figure 22.1-6 below. Along with the aforementioned 55-gallon HDPE<br />

drums, these containers may also be used as a means to collect hazardous waste when responding<br />

to a spill.<br />

22.1.2 Condition of Containers – 40 CFR 264.171<br />

The condition of incoming containers will be evaluated as the shipment is unloaded from the<br />

delivery truck. Containers will be checked for dents, leaks, or defects. Management practices<br />

will require containers to remain closed during the visual evaluation. Containers in good<br />

condition will be staged and transferred to the appropriate storage area within the plant spaces.<br />

Refer to Section 1.2.1 for a detailed description of procedures in the event a breached container<br />

is received at the proposed TSF.<br />

22.1.3 Empty Containers – 40 CFR 261.7(b)<br />

After the content of a container is emptied, the container will be rinsed to meet the definition of a<br />

<strong>RCRA</strong> empty container. <strong>RCRA</strong> empty containers may be reused, at the discretion of the<br />

proposed TSF’s Manager to contain the same type of waste.<br />

Containers used to transport and store spent activated carbon (i.e., 55-gallon steel drums) can be<br />

placed in the retort to remove any residual mercury and crushed to optimize storage space. They<br />
