8.0 PREVENTION OF ACCIDENTAL IGNITION, REACTION OF<br />

IGNITABLE, REACTIVE, INCOMPATIBLE WASTES – 40 CFR<br />

This section satisfies the requirements for the prevention of reacting ignitable, reactive, or<br />

incompatible wastes. The mercury and mercury-bearing materials to be treated, stored, and<br />

managed at the proposed TSF, which are discussed in Section 2 of this application, are neither<br />

ignitable nor reactive, as defined in 40 CFR 261.21 and 40 CFR 261.23.<br />

8.1 Precautions<br />

The hazardous wastes to be treated, stored, and managed at the proposed TSF are expected to be<br />

non-ignitable and stable. No known ignitable or reactive waste will be accepted at the proposed<br />

TSF. During treatment and storage, wastes will be protected from sources of ignition and<br />

reaction. There will be no wastes on-site that are incompatible with each other.<br />

Precautions will be taken at the proposed TSF during storage, treatment, and handling to prevent<br />

the accidental mixing of incompatible materials. These precautions are intended to prevent<br />

unwanted heat, pressure, fire, explosion, toxic gases, and fumes, which could result in damage to<br />

the structural integrity of the proposed TSF, or cause a threat to human health or the<br />

environment. The precautions may include:<br />

Ignitable materials will be protected from open ignition sources.<br />

Signs prohibiting smoking will be conspicuously placed throughout the proposed TSF<br />

compound.<br />

The proposed TSF will be well ventilated as described in Section 1.1.4.<br />

The determination of incompatibility will be in accordance with the procedures<br />

outlined in the WAP.<br />
