5.0 COMMUNICATION PLAN – 40 CFR 264.34<br />

5.1 Internal Communications<br />

The communications system that will be in place at the proposed TSF will be connected to the<br />

existing BGNA communications infrastructure by linking to the appropriate network at the<br />

Cortez Mine. The communications system will be vital for operations at the proposed TSF, and<br />

will be necessary for the off-site communication of critical alarms and events.<br />

With respect to data transmission, the network connection to BGNA’s Wide Area Network<br />

(WAN) will first be established via a redundant dual-hop wireless point-to-point link to the<br />

Cortez Mine site. An existing repeater is located at Mount Tenabo (the highest peak in the area).<br />

This wireless point-to-point link is designed to have sufficient bandwidth for all of BGNA’s<br />

network facilities, systems, and applications. In this manner, the proposed TSF’s site operational<br />

systems can be completely integrated with BGNA’s systems. (For further detail regarding<br />

BGNA’s Systems that will be utilized by the proposed TSF, refer to Section 1.5.)<br />

A third connection for data transmission will be established for critical data using the cellular<br />

data network. This is designed to provide a permanent connection to BGNA’s network. This<br />

architecture is expected to provide redundancy and an automatic path change in the event one of<br />

the links fails.<br />

The communications strategy is described by the drawing in Appendix 1-A.<br />

5.2 External Communications<br />

5.2.1 Arrangements with Local Authorities – 40 CFR 264.37<br />

Facility workers will be trained to respond to emergency situations. At least one trained<br />

Emergency Medical Technician (EMT) will be on-site during working hours to respond to an<br />

emergency.<br />

When additional help is needed, the Cortez Mine may be contacted. The Cortez Mine operations<br />

are staffed 24 hours a day, 365 days a year. The general sequence of events to respond to<br />

emergency situations requiring external communications is as follows:<br />

Contact local response services off-site as appropriate.<br />

Contact a clean-up contractor qualified for response to releases as appropriate.<br />

Notify NDEP and the National Response Center as required.<br />

Details of emergency response protocols are provided in the Contingency Plan in Appendix 6-A.<br />
