funding for replacing the<br />

athletic program’s scoreboards<br />

at Sequoyah High<br />

School, and approval for<br />

hiring a new employee in<br />

the sewer department.<br />

“There’s nothing preventing<br />

Henry’s from getting<br />

seconded his motion, and<br />

Linda Hensley, Gus Davis,<br />

and Glenn Moser all<br />

agreed to okay a permit.<br />

Moser then asked the<br />

board to approve a 13.1<br />

percent increase in health<br />

insurance costs for the<br />

city’s employees, explaining<br />

that such a percentage<br />

would equate to an additional<br />

$50,917 in funding<br />

for the program.<br />

“We were asked to go<br />

with a 19 percent increase,<br />

which would mean $73,715<br />

more per year,” Moser<br />

said. “But going with the<br />

13.1 percent increase will<br />

keep the current policy<br />

but it will raise the deductible<br />

from $500 to<br />

Everyone “ welcomed, loved and encouraged”<br />

The people make the<br />

difference at Rocky Springs<br />

Baptist Church, located at<br />

1011 Rocky Springs Road.<br />

As deacon Russell<br />

Kinser said, people come<br />

for the Sunday evening<br />

service, which at a recent<br />

time lasted about 35 minutes<br />

(after Kinser himself<br />

gave the opening blessing).<br />

But then, as he noted, the<br />

people stayed to visit with<br />

each other and that may<br />

have lasted about as long as<br />

the service.<br />

Located in a fairly typical<br />

rural area, the church<br />

has an enrollment of 141<br />

members. The morning<br />

worship may get up to anywhere<br />

from 100 to 125. The<br />

simplest way to get there<br />

might be to go to the road<br />

between Walmart and<br />

Captain D’s until you see<br />

the sign for the church.<br />

Turn where it is and then<br />

go a couple of miles.<br />

The church may<br />

presently have a more<br />

modern decorum than others<br />

after undergoing a renovation<br />

in 2008. As people<br />

gathered for a recent<br />

evening service, you had<br />

supper taking place every<br />

As the Reverend Mc-<br />

Cosh spoke from First<br />

Corinthians, one could see<br />

the altar with the inscribed<br />

words “This Do in Remembrance<br />

of Me.” To the left of<br />

the pastor, above the<br />

piano, a film screen<br />

showed the words “Rocky<br />

Springs Baptist Church“<br />

along with images of<br />

snowflakes falling.<br />

“Have you ever thought<br />

about how He puts the<br />

mind of Christ in your<br />

life?” was part of Reverend<br />

McCosh’s sermon. That<br />

mind - as the pastor said in<br />

his clear, confident voice -<br />

is the mind of sacrifice, humility,<br />

and obedience.<br />

“We’ve got to follow that<br />

pattern,” he said in conclusion.<br />

“He was rewarded for<br />

his obedience and we will<br />

be rewarded, too.” The<br />

younger Massingale and<br />

Shanna then led in the<br />

song “Without Him,” and a<br />

few announcements were<br />

made.<br />

Perhaps nothing extraordinary<br />

as all church services<br />

go, but of course there is no<br />

telling how it all might feel<br />

at any given time. It is especially<br />

nothing new for<br />

Rocky Springs Baptist<br />

Church given its not-sobrief<br />

history.<br />

The first known date of<br />

existence for the church<br />

was the fourth Friday in<br />

September 1828. The<br />

church was called New<br />

Hopewell at that time. New<br />

Hopewell Church was re-<br />

ported as a member of the<br />

Hiwassee Baptist Association<br />

at its annual meeting<br />

in September 1828 with<br />

several other churches in<br />

the local community. The<br />

Sweetwater Baptist Association<br />

was organized in<br />

1830 and New Hopewell<br />

was a charter member of<br />

the association. That<br />

church was located adjacent<br />

to Prospect Cemetery<br />

about a mile east of the<br />

present Rocky Springs<br />

Baptist Church location.<br />

Land for the present site<br />

was purchased from a<br />

Methodist church and<br />

Rocky Springs School.<br />

The church agreed to<br />

build a new church building<br />

on March 30, 1890.<br />

The new building was<br />

erected at the present site<br />

in 1894. The name New<br />

Hopewell was changed to<br />

Rocky Springs by action of<br />

the church on February 3,<br />

1895. The first building on<br />

the present site burned on<br />

May 21, 1927. The church<br />

convened in the Greenhill<br />

School building until another<br />

building was built.<br />

The next building came<br />

into being on September<br />

23, 1928. The first service<br />

held in the present building<br />

was March 15, 1964.<br />

From that time until now,<br />

the church has had two additions<br />

to the existing<br />

building and, as mentioned,<br />

a sanctuary renovation<br />

in 2008.<br />

Pastor McCosh started<br />

his present duties just in<br />

time to oversee that reno-<br />

vation, arriving on April 15,<br />

2007. Ordained at Marshall<br />

Hill Baptist Church in<br />

Niota in 1999, he replaced<br />

Chad Kirkpatrick, who<br />

went to Walnut Grove Baptist<br />

Church in Vonore.<br />

Deacons are Mike<br />

Moses, Bryan Williamson,<br />

David Winters, Freddie<br />

Atkins, Don Belcher, Ted<br />

Belcher, Ray Daugherty,<br />

Russell Kinser, and John<br />

Roy Moses. Ted Belcher -<br />

remembered by many as a<br />

former county schools superintendent<br />

- has attended<br />

since 1942, making<br />

for four generations who<br />

have attended.<br />

“A lot of the ministry requires<br />

transportation,”<br />

Reverend McCosh said,<br />

which about four van and<br />

bus drivers help pick up the<br />

congregation. But the effort<br />

is not wasted. The<br />

church works closely with<br />

Douglas Cherokee and<br />

Barbara Raper to provide<br />

clothing, food, and other<br />

needs to the less fortunate.<br />

Some may remember<br />

the church having an Outreach<br />

Bible Study at Kefauver<br />

Park earlier in the year,<br />

but it had to be cancelled<br />

because of cold weather,<br />

Reverend McCosh said.<br />

As a member of the<br />

Southern Baptist Association,<br />

the church has helped<br />

send missionaries all over<br />

North America, not to<br />

mention disaster relief and<br />

aid to the situation caused<br />

by the recent Connecticut<br />

school shootings.<br />

The church, however,<br />

does not have its eye too far<br />

away to not notice the local<br />

scene. Reverend McCosh<br />

said, two members were<br />

part of the Rocky Flatts<br />

Band that went up to Tellico<br />

Plains and lifted people’s<br />

spirits after the major<br />

tornado damage last year.<br />

The church has mostly<br />

traditional rooms, like the<br />

fellowship fall, classrooms,<br />

offices, and restrooms. And<br />

that allows for ongoing<br />

projects of various possibilities,<br />

like the karate self-defense<br />

class offered at 7 p.m.<br />

Throughout all the<br />

changes, the church has<br />

most definitely survived<br />

with maybe the most important<br />

thing of all well intact<br />

- and that is the<br />

attitude awaiting everyone<br />

and anyone who comes<br />

through the door, especially<br />

if it is for the first<br />

time.<br />

Kinser said, “Everybody<br />

who wants to come can<br />

come - welcomed, loved,<br />

and encouraged.”

task-force experts, accelerating<br />

efforts by the White<br />

House to reestablish the<br />

ban on assault weapons,<br />

which expired in 2004,<br />

limit the size of magazine<br />

clips, and expand background<br />

checks on gun<br />

owners, including closing<br />

gun show loopholes that<br />

permit unlicensed sellers<br />

to avoid checks. Biden reportedly<br />

grease traps are not being<br />

the city’s by-laws, we can<br />

send an employee to tell<br />

them to clean out the<br />

traps, then we send a certified<br />

letter, and then we<br />

eliminate our services to<br />

recognized and honor<br />

those who have made a<br />

others. It is an award that<br />

is quite special to Mayor<br />

Lowe, and one he was<br />

proud to present each and<br />

every year. Last month, a<br />

Distinguished Citizen<br />

Award was presented to<br />

Mr. Joe Sherlin. The second<br />

recipient for the previous<br />

year was recognized<br />

during the January 7 meeting.<br />

accepted the award on behalf<br />

of his father, Mr. John<br />

Gaines. Mayor Lowe<br />

praised Mr. Gaines for his<br />

service to the city and its<br />

citizens, and asked his son<br />

to let his father know how<br />

deeply he was appreciated<br />

to tend to, so the city<br />

board immediately turned<br />

its attentions to a few<br />

matters of New Business.<br />

The first order of New<br />

Business was that of a possible<br />

approval of a shortterm<br />

debt for the<br />

Sweetwater Board of Education.<br />

Having adopted a<br />

policy from MTAS last<br />

year, the city board is now<br />

involved in a few matters<br />

pertaining to the school<br />

board. Once of those matters<br />

is that of a credit card.<br />

The school board requires<br />

a credit card in order to<br />

make certain purchases.<br />

The card chosen by the<br />

school board, and the one<br />

up for discussion, had a<br />

$5,000 credit limit, one<br />

that the school board<br />

would pay off each month.<br />

Commissioner Walton<br />

made a motion to authorize<br />

this credit card. Seconding<br />

the motion was<br />

Commissioner Stockton.<br />

The measure then passed<br />

with all ayes.<br />

There were two vacancies<br />

on the Historic Zoning<br />

Commissioner that<br />

needed to be filled, and<br />

these appointments<br />

served as the next item on<br />

the agenda. Commissioner<br />

Sarah McDougal to the<br />

Final Notice and Public Explanation of a<br />

Proposed Activity in a 100-Year Floodplain<br />

To: All interested Agencies -<br />

Federal, State and Local - Groups and Individuals<br />

This is to give notice that the City of Madisonville under CFR 24 Part 58 has conducted<br />

an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD<br />

regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain<br />

Management, to determine the potential affect that its activity in the floodplain and wetland<br />

will have on the human environment for a Community Development Block Grant under<br />

HUD-Edison Vendor ID # 1571. The proposed project(s) is located on portions of Veal<br />

Heights Street, McConkey Street, Ingram Street, Warren Street and <strong>Monroe</strong> Street in Madisonville,<br />

<strong>Monroe</strong> <strong>County</strong>. The City of Madisonville will rehab these areas of their sewer system<br />

in order to further reduce excessive inflow and infiltration in the collection system and eliminate<br />

sanitary sewer overflows in the collection system. The 2012 CDBG project is necessary for<br />

the City to meet their obligations of the Director's Order. The scope of the proposed project<br />

includes pipe bursting and/or replacement of 4790 lf of 8-inch gravity sewer, rehabilitation of<br />

up to 26 manholes, and replacement of 1100 lf of 6-inch gravity sewer service line to a new<br />

clean out at the property line all within Basin C of the present collection system. The proposed<br />

work should accomplish the major portion of sewer rehabilitation to their Basin C thereby<br />

complying with provisions of the Director's Order in this area of the sewer system and improve<br />

runoff into Bat Creek, which is documented to contain e-coli . Approximately 685 linear feet<br />

of the project is located in the 100-year floodplains.<br />

The City of Madisonville has considered the following alternatives and mitigation measures<br />

to be taken to minimize adverse impacts and to restore and preserve natural and beneficial<br />

values: Portions of the rehab work are located in the 100-year floodplain, (ii) three<br />

alternatives were considered for the project (1) No Action; no remediation action to take place.<br />

(2) Pipeburst existing sewer and rehabilitation of manholes; the existing sewer lines would<br />

be replaced by means of the pipe bursting technique and the associated manholes would<br />

be rehabilitated by lining the inside of each manhole. Manhole covers will be will be replaced<br />

where necessary where the covers are known to leak during rainfall conditions. Estimated<br />

cost $632,911.00 (3) replace the existing sewer by means of open cut installation and rehabilitation<br />

of manholes by lining the inside of the manhole. Manhole covers will still need to<br />

be replaced where necessary on all covers that leak during significant rainfall. Approximate<br />

cost $853,650.00. (iii) the project is rehabilitation of the existing system mitigation measures<br />

to be taken by preparation of a Storm Water Prevention Pollution Plan and to specify only<br />

the best construction practices to be utilized in order to minimize adverse impacts and to restore<br />

and preserve natural and beneficial values. December 6, 2012 was the final date for<br />

FEMA to reply with any comments to the project as proposed.<br />

The City of Madisonville is listed in the FEMA Community Status Book Report as a participating<br />

community in the National Flood Program. This information can be found on the<br />

FEMA website, (http://www.fema.gov/cis/TN.html).<br />

The City of Madisonville has reevaluated the alternatives to building in the floodplain and<br />

has determined that it has no practicable alternative. Environmental files that document<br />

compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for<br />

public inspection, review and copying upon request at the times and location delineated in<br />

the last paragraph of this notice for receipt of comments. This activity will have no significant<br />

impact on the environment for the following reasons:<br />

The reason for no significant impact to the floodplain area is the fact that the project is a<br />

rehabilitation project and no new floodplain areas will be affected.<br />

There are three primary purposes for this notice. First, people who may be affected by<br />

activities in floodplains and those who have an interest in the protection of the natural environment<br />

should be given an opportunity to express their concerns and provide information<br />

about these areas. Second, an adequate public notice program can be an important public<br />

educational tool. The dissemination of information about floodplains can facilitate and enhance<br />

Federal efforts to reduce the risks associated with the occupancy and modification of<br />

these special areas. Third, as a matter of fairness, when the Federal government determines<br />

it will participate in actions taking place in floodplains, it must inform those who may be put<br />

at greater or continued risk.<br />

RELEASE OF FUNDS<br />

The City of Madisonville, <strong>Tennessee</strong> certifies to the <strong>Tennessee</strong><br />

Department of Economic and Community Development that Mr.<br />

Alfred McClendon, in his capacity as the Mayor of the City of<br />

Madisonville, consents to accept the jurisdiction of the Federal<br />

Courts if an action is brought to enforce responsibilities in relation<br />

to the environmental review process and that these responsibilities<br />

have been satisfied. The <strong>Tennessee</strong> Department of Economic<br />

and Community Development (ECD) approval of the<br />

certification satisfies its responsibilities under NEPA and related<br />

laws and authorities.<br />

OBJECTIONS TO RELEASE OF FUNDS<br />

The <strong>Tennessee</strong> Department of Economic and Community Development<br />

will accept objections to its release of funds and the<br />

City of Madisonville’s certification for a period of fifteen days following<br />

the anticipated submission date or its actual receipt of request<br />

(whichever is later) only if they are on one of the following<br />

basis:<br />

(a) The certification was not executed by the Certifying Officer<br />

of the City of Madisonville, <strong>Tennessee</strong>;<br />

(b) The City of Madisonville has omitted a step or failed to make<br />

a decision or finding required by HUD regulations at 24 CFR Part<br />

58; (c) The grant recipient has committed funds or incurred costs<br />

not authorized by 24 CFR Part 58 before approval of a release<br />

of funds by the <strong>Tennessee</strong> Department of Economic and Community<br />

Development; or<br />

(d) Another Federal agency pursuant to 40 CFR Part 1504<br />

has submitted a written finding that the project is unsatisfactory<br />

from the standpoint of environmental quality.<br />

Objections must be prepared and submitted in accordance<br />

with the required procedures (24 CFR Part 58) and shall be addressed<br />

to the State of <strong>Tennessee</strong>, Department of Economic and<br />

Community Development, Office of Policy and Federal Programs,<br />
