said Hank Johnson of the
Walls of Worship
Rocky Springs Baptist Church
Everyone “ welcomed, loved and encouraged”
Greg Altum
The people make the
difference at Rocky Springs
Baptist Church, located at
1011 Rocky Springs Road.
As deacon Russell
Kinser said, people come
for the Sunday evening
service, which at a recent
time lasted about 35 minutes
(after Kinser himself
gave the opening blessing).
But then, as he noted, the
people stayed to visit with
each other and that may
have lasted about as long as
the service.
Located in a fairly typical
rural area, the church
has an enrollment of 141
members. The morning
worship may get up to anywhere
from 100 to 125. The
simplest way to get there
might be to go to the road
between Walmart and
Captain D’s until you see
the sign for the church.
Turn where it is and then
go a couple of miles.
The church may
presently have a more
modern decorum than others
after undergoing a renovation
in 2008. As people
gathered for a recent
evening service, you had
Darrell Atkins warming up
on guitar and Reed
Massingale handling bass.
Shanna Hudson played
piano and Joyce Daugherty
played organ. Mathew
Teague handled the sound
system behind the pews.
Reed’s son Greg Massingale
led the congregation in
song, doing “Nothing but
the Blood,” “Are You
Washed in the Blood,” and
“I Need Thee Every Hour.”
Pastor Greg McCosh then
spoke, noticing a little girl
running down the aisle.
Reverend McCosh
noted that Rocky Springs is
one of several churches
helping with the potluck
supper taking place every
Tuesday beginning at 5
p.m. at Madisonville Presbyterian
Church. It is
Rocky Springs’ turn to pro-
Welcoming you along with the congregation of Rocky
Springs Baptist Church, from left, front, Mike Moses,
Freddie Atkins, David Winters, Ted Belcher,
(back) Russell Kinser, Pastor Rev. Greg McCosh, Ray
Daugherty, and John Roy Moses.
vide the meal on January
8, he said.
As the Reverend Mc-
Cosh spoke from First
Corinthians, one could see
the altar with the inscribed
words “This Do in Remembrance
of Me.” To the left of
the pastor, above the
piano, a film screen
showed the words “Rocky
Springs Baptist Church“
along with images of
snowflakes falling.
“Have you ever thought
about how He puts the
mind of Christ in your
life?” was part of Reverend
McCosh’s sermon. That
mind - as the pastor said in
his clear, confident voice -
is the mind of sacrifice, humility,
and obedience.
“We’ve got to follow that
pattern,” he said in conclusion.
“He was rewarded for
his obedience and we will
be rewarded, too.” The
younger Massingale and
Shanna then led in the
song “Without Him,” and a
few announcements were
made.
Perhaps nothing extraordinary
as all church services
go, but of course there is no
telling how it all might feel
at any given time. It is especially
nothing new for
Rocky Springs Baptist
Church given its not-sobrief
history.
The first known date of
existence for the church
was the fourth Friday in
September 1828. The
church was called New
Hopewell at that time. New
Hopewell Church was re-
ported as a member of the
Hiwassee Baptist Association
at its annual meeting
in September 1828 with
several other churches in
the local community. The
Sweetwater Baptist Association
was organized in
1830 and New Hopewell
was a charter member of
the association. That
church was located adjacent
to Prospect Cemetery
about a mile east of the
present Rocky Springs
Baptist Church location.
Land for the present site
was purchased from a
Methodist church and
Rocky Springs School.
The church agreed to
build a new church building
on March 30, 1890.
The new building was
erected at the present site
in 1894. The name New
Hopewell was changed to
Rocky Springs by action of
the church on February 3,
1895. The first building on
the present site burned on
May 21, 1927. The church
convened in the Greenhill
School building until another
building was built.
The next building came
into being on September
23, 1928. The first service
held in the present building
was March 15, 1964.
From that time until now,
the church has had two additions
to the existing
building and, as mentioned,
a sanctuary renovation
in 2008.
Pastor McCosh started
his present duties just in
time to oversee that reno-
vation, arriving on April 15,
2007. Ordained at Marshall
Hill Baptist Church in
Niota in 1999, he replaced
Chad Kirkpatrick, who
went to Walnut Grove Baptist
Church in Vonore.
Deacons are Mike
Moses, Bryan Williamson,
David Winters, Freddie
Atkins, Don Belcher, Ted
Belcher, Ray Daugherty,
Russell Kinser, and John
Roy Moses. Ted Belcher -
remembered by many as a
former county schools superintendent
- has attended
since 1942, making
for four generations who
have attended.
“A lot of the ministry requires
transportation,”
Reverend McCosh said,
which about four van and
bus drivers help pick up the
congregation. But the effort
is not wasted. The
church works closely with
Douglas Cherokee and
Barbara Raper to provide
clothing, food, and other
needs to the less fortunate.
Some may remember
the church having an Outreach
Bible Study at Kefauver
Park earlier in the year,
but it had to be cancelled
because of cold weather,
Reverend McCosh said.
Brad Watson and Jerry
Raper helped with it.
As a member of the
Southern Baptist Association,
the church has helped
send missionaries all over
North America, not to
mention disaster relief and
aid to the situation caused
by the recent Connecticut
school shootings.
The church, however,
does not have its eye too far
away to not notice the local
scene. Reverend McCosh
said, two members were
part of the Rocky Flatts
Band that went up to Tellico
Plains and lifted people’s
spirits after the major
tornado damage last year.
The church has mostly
traditional rooms, like the
fellowship fall, classrooms,
offices, and restrooms. And
that allows for ongoing
projects of various possibilities,
like the karate self-defense
class offered at 7 p.m.
on Fridays (courtesy of
Chris Hawkins).
To contact Rocky
Springs Baptist Church,
dial 423-442-5061. The
church also has its own
Facebook page.
Throughout all the
changes, the church has
most definitely survived
with maybe the most important
thing of all well intact
- and that is the
attitude awaiting everyone
and anyone who comes
through the door, especially
if it is for the first
time.
Kinser said, “Everybody
who wants to come can
come - welcomed, loved,
and encouraged.”

Vice President Joe
Biden began on Tuesday a
series of meetings scheduled
through the week
with various gun-control
task-force experts, accelerating
efforts by the White
House to reestablish the
ban on assault weapons,
which expired in 2004,
limit the size of magazine
clips, and expand background
checks on gun
permit unlicensed sellers
to avoid checks. Biden reportedly
will also meet
with the video game industry
and mental health
experts in the next day or
two.
The National Oceanic
said on Tuesday
that last year was the
warmest year ever on
record in the contiguous
United States, where the
average temperature for
2012 was 55.3 degrees, 3.2
degrees above normal and
a full degree higher than
the previous warmest year,
1998. All states had abovenormal
temps, including
the 12 months of “extreme”
weather with 11
disasters that surpassed $1
billion in losses, including
Superstorm Sandy, Hurricane
Isaac, and tornadoes
all across the country.
A Chicago medical examiner
said on Monday a
lottery winner was fatally
poisoned with cyanide just
as he was about to collect
Per a recommendation
by Davis, the board hired
Daniel Snyder for an open
position in the sewer department
with a starting
salary based on $10 per
hour. Davis said he had
found several food businesses
in Madisonville out
of compliance with the
town’s “grease trap” ordinance,
which required the
businesses to pump, clean,
and inspect the traps
every three months when
it was initiated two years
ago.
“Some have not paid
the $100 yearly fee,” Davis
said, “and some of the
grease traps are not being
cleaned up. According to
the city’s by-laws, we can
send an employee to tell
them to clean out the
traps, then we send a certified
letter, and then we
eliminate our services to
the business.”
As the meeting ended,
McCrary asked board
members to make the new
city employees’ two percent
yearly salary increases
retroactive to June of last
year, a move the board
unanimously approved.
City Recorder Jessica P.
Morgan, and City Attorney
John Cleveland.
The board first reviewed
the minutes from
the previous board meeting.
This meeting had
been held on December 3,
2012. Commissioner
Moser made a motion to
accept the minutes as
read. Seconding the motion
was Commissioner
Walton. The measure
then passed with all ayes.
Next up was another
review, this one revolving
around the distributions
for the month of December
2012. City Recorder
Morgan summarized this
report for the city board
members. At the conclusion
of her report, Commissioner
Stockton made
a motion to accept the list
of distributions as read.
Commissioner West seconded
the motion, and it
passed with all ayes.
The Distinguished Citizen
Award is meant to
recognized and honor
those who have made a
difference in the lives of
others. It is an award that
is quite special to Mayor
Lowe, and one he was
proud to present each and
every year. Last month, a
Distinguished Citizen
Award was presented to
Mr. Joe Sherlin. The second
recipient for the previous
year was recognized
during the January 7 meeting.
Mr. Patrick Gaines
accepted the award on behalf
of his father, Mr. John
Gaines. Mayor Lowe
praised Mr. Gaines for his
service to the city and its
citizens, and asked his son
to let his father know how
deeply he was appreciated
and admired.
There was no Old Business
to tend to, so the city
board immediately turned
its attentions to a few
matters of New Business.
The first order of New
Business was that of a possible
approval of a shortterm
debt for the
Sweetwater Board of Education.
Having adopted a
policy from MTAS last
year, the city board is now
involved in a few matters
pertaining to the school
board. Once of those matters
is that of a credit card.
The school board requires
a credit card in order to
make certain purchases.
The card chosen by the
school board, and the one
up for discussion, had a
$5,000 credit limit, one
that the school board
would pay off each month.
Commissioner Walton
made a motion to authorize
this credit card. Seconding
the motion was
Commissioner Stockton.
The measure then passed
with all ayes.
There were two vacancies
on the Historic Zoning
Commissioner that
needed to be filled, and
these appointments
served as the next item on
the agenda. Commissioner
Moser made a motion
to appoint Mr.
Richard Bettis and Ms.
Sarah McDougal to the
Historic Zoning Commission.
The motion was seconded
by Commissioner
West, and it passed with
all in favor.
Commissioner West
also brought up the next
topic. He asked for the
board’s permission to bid
for a new pick-up truck.
The truck would be paid
for with funds from State
Street Aid. The commissioner
hoped his department
could open up for
bids at the February meeting.
Commissioner Stockton
seconded this motion.
It passed with all ayes.
There was no more to
discuss, so the city board
of Sweetwater adjourned
at 7:12 p.m.
Final Notice and Public Explanation of a
Proposed Activity in a 100-Year Floodplain
To: All interested Agencies -
Federal, State and Local - Groups and Individuals
This is to give notice that the City of Madisonville under CFR 24 Part 58 has conducted
an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD
regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain
Management, to determine the potential affect that its activity in the floodplain and wetland
will have on the human environment for a Community Development Block Grant under
HUD-Edison Vendor ID # 1571. The proposed project(s) is located on portions of Veal
Heights Street, McConkey Street, Ingram Street, Warren Street and Monroe Street in Madisonville,
Monroe County. The City of Madisonville will rehab these areas of their sewer system
in order to further reduce excessive inflow and infiltration in the collection system and eliminate
sanitary sewer overflows in the collection system. The 2012 CDBG project is necessary for
the City to meet their obligations of the Director's Order. The scope of the proposed project
includes pipe bursting and/or replacement of 4790 lf of 8-inch gravity sewer, rehabilitation of
up to 26 manholes, and replacement of 1100 lf of 6-inch gravity sewer service line to a new
clean out at the property line all within Basin C of the present collection system. The proposed
work should accomplish the major portion of sewer rehabilitation to their Basin C thereby
complying with provisions of the Director's Order in this area of the sewer system and improve
runoff into Bat Creek, which is documented to contain e-coli . Approximately 685 linear feet
of the project is located in the 100-year floodplains.
The City of Madisonville has considered the following alternatives and mitigation measures
to be taken to minimize adverse impacts and to restore and preserve natural and beneficial
values: Portions of the rehab work are located in the 100-year floodplain, (ii) three
alternatives were considered for the project (1) No Action; no remediation action to take place.
(2) Pipeburst existing sewer and rehabilitation of manholes; the existing sewer lines would
be replaced by means of the pipe bursting technique and the associated manholes would
be rehabilitated by lining the inside of each manhole. Manhole covers will be will be replaced
where necessary where the covers are known to leak during rainfall conditions. Estimated
cost $632,911.00 (3) replace the existing sewer by means of open cut installation and rehabilitation
of manholes by lining the inside of the manhole. Manhole covers will still need to
be replaced where necessary on all covers that leak during significant rainfall. Approximate
cost $853,650.00. (iii) the project is rehabilitation of the existing system mitigation measures
to be taken by preparation of a Storm Water Prevention Pollution Plan and to specify only
the best construction practices to be utilized in order to minimize adverse impacts and to restore
and preserve natural and beneficial values. December 6, 2012 was the final date for
FEMA to reply with any comments to the project as proposed.
The City of Madisonville is listed in the FEMA Community Status Book Report as a participating
community in the National Flood Program. This information can be found on the
FEMA website, (http://www.fema.gov/cis/TN.html).
The City of Madisonville has reevaluated the alternatives to building in the floodplain and
has determined that it has no practicable alternative. Environmental files that document
compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for
public inspection, review and copying upon request at the times and location delineated in
the last paragraph of this notice for receipt of comments. This activity will have no significant
impact on the environment for the following reasons:
The reason for no significant impact to the floodplain area is the fact that the project is a
rehabilitation project and no new floodplain areas will be affected.
There are three primary purposes for this notice. First, people who may be affected by
activities in floodplains and those who have an interest in the protection of the natural environment
should be given an opportunity to express their concerns and provide information
about these areas. Second, an adequate public notice program can be an important public
educational tool. The dissemination of information about floodplains can facilitate and enhance
Federal efforts to reduce the risks associated with the occupancy and modification of
these special areas. Third, as a matter of fairness, when the Federal government determines
it will participate in actions taking place in floodplains, it must inform those who may be put
at greater or continued risk.
Written comments must be received by the City of Madisonville at the following address
on or before January 17,2013 City of Madisonville, Monroe County, 400 College Street
According to Australia’s
7 News Network on Tuesday,
Monday was the
hottest day in the country
on record as the average
temperature across that
continent was 104.6 degrees.
Cooler weather hit
on Tuesday, dramatically
dropping temps in a matter
of hours in several
coastal towns and helping
firefighters battling scores
of “bushfires” that had led
to evacuations of national
parks and “catastrophic”
conditions in numerous
areas of Down Under.
Five Americans and
two Peruvians died in a
helicopter crash in the
Amazon jungle on Monday,
prompting rescue
teams to respond to the
remote area to begin recovery
efforts of the bodies.
The deceased
reportedly worked for
Canadian-based oil exploration
firm Petrominerates,
which declined
comment regarding the
crash.
Authorities in Mexico
City confirmed on Monday
that wild dogs were responsible
for four
mutilated bodies found in
a hilly park near the city
over the past two weeks.
Prosecutors said the bodies
had been partially
eaten, prompting the dispatch
of over 100 police
officers, which were
searching the park and
had rounded up 25 dogs.
A 90-year-old Saudi
man has threatened to sue
the family of a 15-year-old
girl that he legally married
only days ago but who
locked him out of the
honeymoon bedroom and
two days later fled back to
her parents, Al Arabiya
news television reported
on Tuesday. The elderly
groom said he paid the
parents a $17,500 dowry
and added that he either
wants the cash back or the
girl.
Just ahead of the oneyear
anniversary of the
Costa Concordia cruse
ship disaster during which
32 persons were killed off
the coast of an Italian island,
the captain of the
vessel told an Italian newspaper
on Monday that he
has been demonized
“worse than bin Ladin.”
Francesco Schettino said
he had been tormented by
the disaster, a crash of the
950-foot-long craft into
rocks and subsequent capsizing
and evacuation of
4,200 passengers.
And from the Harvard-
on Tuesday that our Milky
that are similar in size to
Earth, or more than two
Research Francois Fressin
said that even with the determination,
the one elusive
discovery had yet to
be made: find that planet
that’s not only the right
size as Earth, but one in a
so-called “Goldilocks
Zone,” where it’s not too
“just right” for water to be
in liquid form on the surface.
Watson began an investigation,
