But the change to the<br />

landscape of Vonore was<br />

decades earlier in the making.<br />

TVA developed the<br />

concept, the idea, of Tellico<br />

Dam in 1939, yet it<br />

wasn’t until 1961 that<br />

things got really moving.<br />

World War II came about<br />

in the 1940s and TVA preferred<br />

to push through five<br />

other dam projects in the<br />

1950s.<br />

As the 60s kicked in, the<br />

agency estimated the creation<br />

of the Little T lake<br />

would require 23,000<br />

acres from 525 land tracts.<br />

Finally, in 1968, TVA<br />

began the Tellico Dam<br />

project.<br />

Buying up the earth,<br />

TVA purchased what it<br />

wanted and paid property<br />

owners around $600 per<br />

acre for their land.<br />

In today’s world, Tellico<br />

Lake real estate sells for<br />

over $600 – not for an<br />

acre, but per linear foot of<br />

shoreline.<br />

But back to the dam.<br />

The project almost got the<br />

kiss of death when in the<br />

early 70s the endangered<br />

snail darter fish turned up<br />

in the river, a hopeful find<br />

– for opponents - that<br />

brought the 1973 Endangered<br />

Species Act into play<br />

and it looked like the<br />

three-inch fish had<br />

stopped a $110 million endeavor.<br />

But a ruling by a<br />

federal judge in 1976<br />

negated the insularity of<br />

the fish and supporters of<br />

the dam cheered. However,<br />

the judge’s ruling was<br />

subsequently overturned<br />

by the Sixth Circuit Court<br />

of Appeals as well as the<br />

U.S. Supreme Court, and<br />

the fish won again. The<br />

upper courts said the snail<br />

darter’s habitat could not<br />

be destroyed. Dam opponents<br />

cheered.<br />

But in 1978, <strong>Tennessee</strong><br />

Senators Howard Baker<br />

and Jim Sasser and Representative<br />

John J. Duncan<br />

Sr got together, lobbying,<br />

wheeling and dealing, and<br />

so forth, and pushed<br />

through a Congressional<br />

amendment in Washington,<br />

among other actions,<br />

that ordered the dam<br />

completed.<br />

Because of a water project<br />

tied to the amendment<br />

that would benefit Georgia,<br />

President Jimmy<br />

Carter, an opponent of the<br />

Tellico Dam, took a powder<br />

and declined to veto<br />

the amendment.<br />

Supporters cheered.<br />

And the rest is history.<br />

BUZZ Note: If anyone<br />

remembers, the local challenge<br />

to the massive TVA<br />

organization over the dam<br />

was not entirely in vain,<br />

for it led to the giant<br />

agency’s abandonment of<br />

a proposed dam on the<br />

Duck River in Columbia,<br />

<strong>Tennessee</strong>, which was<br />

termed “more valuable biologically<br />

than the Little<br />

T.”<br />
