speech that was described<br />

as slurred and eye pupils<br />

appearing to be constricted.<br />

Martin said she performed<br />

sobriety testing<br />

poorly, relating that witnesses<br />

had seen her in a<br />

business earlier taking pills<br />

and almost falling as she<br />

left the business. When<br />

she refused to blood testing,<br />

Martin charged her<br />

with violation of implied<br />

consent.<br />

slurred and Cook corroborated<br />

his condition by<br />

telling Summey he had<br />

consumed a half fifth of<br />

vodka, smoked seven<br />

grams of marijuana, and<br />

snorted three grams of<br />

meth. Summey charged<br />

Cook with public intoxication<br />

(PI).<br />

On February 10, PI<br />

came into play as <strong>Monroe</strong><br />

<strong>County</strong> Sheriff’s Deputy<br />

Scott Hunt charged<br />

Michael William Ellis and<br />

John Scott Lloyd, both of<br />

Highway 68, Tellico Plains<br />

each with the offense.<br />

The duo were referenced<br />

as prowlers at a Coker<br />

Creek apartment complex<br />

and when Hunt pulled<br />

into the parking lot at the<br />

complex, there they were,<br />

behaving with unsteady<br />

movements and smelling<br />

of alcohol.<br />

Sheriff’s Deputy Tillman<br />

Steele charged<br />

Thomas Jamie Burchfield<br />

of Highway 411, Madisonville<br />

with resisting stop<br />

frisk halt arrest on Monday,<br />

after he and Sheriff’s<br />

Captain Bill Johnson attempted<br />

to serve a warrant<br />

on Burchfield.<br />

Burchfield evaded the two<br />

and lit out across a field,<br />

on foot, and kept running<br />

even though Steele called<br />

for him to stop. Steele arrested<br />

Burchfield when<br />

Burchfield ran out of<br />

steam and sat down.<br />

And Madisonville Police<br />

Captain Daniel Dockery<br />

charged Ranny Lee<br />

Stroupe of Hill Loop<br />

Road, Madisonville with<br />

theft on February 6, when<br />

Stroupe allegedly took security<br />

wire from merchandise<br />

at the Walmart and<br />

got away with it to the<br />

tune of $128 worth of store<br />

items. Stroupe remained<br />

at large until Tuesday,<br />

when he was picked up<br />

and served with the warrant.<br />
