This is regarding <strong>allocation</strong> <strong>of</strong> cadres to the candidates who have been allocated to the<br />

Indian Police <strong>Service</strong> on the basis <strong>of</strong> <strong>Civil</strong> <strong>Service</strong>s <strong>Examination</strong> - <strong>2010</strong>.<br />

2. It has been decided to fill up 150 vacancies from CSE-<strong>2010</strong>. The category-wise<br />

distribution <strong>of</strong> the above vacancies are as under :-<br />

UR - 77<br />

OBC - 40<br />

SC - 22<br />

ST - 11<br />

3. With the approval <strong>of</strong> competent authority, the cadre wise, category-wise and<br />

insider/outsider distribution <strong>of</strong> these vacancies as per the provisions <strong>of</strong> Cadre Allocation Policy<br />

notified by DOPT vide OM dated 10.4.2008 is as under :-<br />

4. DOPT has allocated 150 candidates to the Indian Police <strong>Service</strong> against the reported vacancies.<br />

Out <strong>of</strong> 150 candidates the following six candidates have not reported <strong>for</strong> Basic Training Course in<br />

National Police Academy :-<br />

5. The ‘<strong>of</strong>fer <strong>of</strong> appointment’ to these six candidates to the Indian Police <strong>Service</strong> has been<br />

cancelled. Out <strong>of</strong> 144 candidates, 4 candidates have been granted permission to join the Basic Training<br />

Course with subsequent batch on medical grounds.<br />

6. The cadre <strong>allocation</strong> in respect <strong>of</strong> 144 candidates is processed in this file as per the procedure<br />

prescribed in the Cadre Allocation Policy in the following steps :-<br />

Step 1 :<br />

As per Para 8 (i) <strong>of</strong> the Cadre Allocation Policy, first, all those candidates who can be<br />

allocated against the insider vacancies available in their category would be so allocated.<br />

The following is the list <strong>of</strong> candidates who are allocated to their Home State against the<br />

* There is no insider General category vacancy in Tamil Nadu and Maharashtra. However, there<br />

is one insider OBC vacancy each in Tamil Nadu and Maharashtra . Shri R.V. Varun Kumar, belongs to<br />

OBC category and Ms Patil Mokshada Anil belongs to OBC category but qualified the CSE, <strong>2010</strong> on<br />

General merit, are allocated to their Home State against the OBC vacancy as per Para 9 <strong>of</strong> Cadre<br />

Allocation Policy modified by DOPT vide OM dated 21.4.2011.<br />

Step II :-<br />

a) Para 7 (d) <strong>of</strong> the Cadre Allocation Policy provides as under :-<br />

When no insider unreserved candidate is available against an insider unreserved vacancy<br />

available in a cadre but SC/ST /OBC candidate (s) is/are available, such senior most ST candidate (failing<br />

which such senior most SC candidate and such senior most OBC candidate in that order) shall be<br />

adjusted by shifting out the unreserved insider vacancy to the next cadre in alphabetical order having<br />

outsider vacancy in that category and bringing in an outsider vacancy <strong>of</strong> that category from that cadre.


As per the above Para, the following candidates are eligible <strong>for</strong> <strong>allocation</strong> to their Home State<br />

against the unfilled insider vacancy in J&K and Manipur Tripura details <strong>of</strong> which are explained below :-<br />

i) In IPS cadre <strong>of</strong> J&K, there are two General insider vacancies. One General insider vacancy is filled<br />

by allocating Shri Syed Abid Rasheed Shah (Rank No. 180). The another General insider vacancy could<br />

not be filled as there is no other candidates <strong>of</strong> General category who is domicile <strong>of</strong> J&K and also opted<br />

preference No 1 <strong>for</strong> J& K. (The other general candidate qualify from J&K has given AGMUT as 1 st<br />

preference in the option <strong>for</strong>m). There is no ST category candidate qualified from J&K. However, one<br />

SC candidate namely Shri Vinod Kumar, Rank No. 559 qualified from J&K and also opted <strong>for</strong> J&K as first<br />

preference i.e his Home State. He is eligible <strong>for</strong> <strong>allocation</strong> to his Home State against the unfilled insider<br />

General vacancy. The next cadre in the alphabetical order where the SC outsider vacancy exists is<br />

Karnataka. The SC outsider vacancy <strong>of</strong> Karnataka is brought in as insider SC in J&K and the insider<br />

General vacancy <strong>of</strong> J&K is shifted out as General outsider in Karnataka. Shri Vinod Kumar is allotted to<br />

J&K against the said converted insider SC vacancy.<br />

(ii) In IPS cadre <strong>of</strong> Manipur-Tripura, there are 3 insider General vacancies but no insider General<br />

category candidate has qualified from CSE-<strong>2010</strong> from Manipur and Tripura. No ST candidate has also<br />

qualified from Manipur-Tripura. However, one SC candidate namely Shri Maharaban Pradip Singh, Rank<br />

No. 577 has qualified from Manipur. He has also opted <strong>for</strong> <strong>allocation</strong> to his Home State as preference<br />

No. 1. The next cadre in alphabetical order where outsider SC vacancy is available is Tamil Nadu. The<br />

outsider SC vacancy <strong>of</strong> Tamil Nadu is brought in as insider SC in Manipur-Tripura and 1 General insider<br />

vacancy from Manipur-Tripura is shifted as outsider General in Tamil Nadu. Shri Maharaban Pradip Singh<br />

(Rank No. 577) is allocated to his Home State i.e. Manipur-Tripura against the said converted insider SC<br />

vacancy.<br />

The total number <strong>of</strong> candidates allocated cadres as per para 8(i) and 7(d) are 30.<br />

The vacancy position (after allocating the Home State to the candidates mentioned above)<br />

including the insider vacancy converted into outsider plus outsider vacancies in each cadre are as under<br />

b) Para 8(ii) <strong>of</strong> the Cadre Allocation Policy provides that :-<br />

……… In the context <strong>of</strong> clause (a), (b) and (c) <strong>of</strong> Para 7 above, the cadres to which the incoming<br />

<strong>of</strong>ficers would have normally been allocated would be determined by allocating all the candidates<br />

remaining unallocated after <strong>allocation</strong> as per clause (i) <strong>of</strong> Para 8 and clause (d) <strong>of</strong> Para 7 above, against<br />

the outsider vacancies plus all the insider vacancies remaining unallocated after the said <strong>allocation</strong> as<br />

per clause (i) <strong>of</strong> Para 8 and clause (d) <strong>of</strong> Para 7 above. Wherever the <strong>allocation</strong> happens to be against<br />

only the unallocated insider vacancy and no outsider vacancy is available in the cadre to facilitate the<br />

exchange, the next cadre in alphabetical order in which outsider vacancy is available in the relevant<br />

category would be considered <strong>for</strong> transfer <strong>of</strong> SC/ST/OBC vacancy as per clause (a), (b) and (c) <strong>of</strong> Para<br />

7above. If an insider vacancy cannot be filled as per Para 7 above, it would be converted to outsider<br />

vacancy and filled as such, duly accounting the fact <strong>of</strong> unfiled insider vacancy in the insider-outsider<br />

roster <strong>of</strong> the relevant cadre.<br />

7. As per the above provisions <strong>of</strong> the Cadre Allocation Policy, the cadres to all the 114 candidates<br />

have been allocated against the outsider vacancy plus all the insider vacancies remaining unallocated<br />

(converted to outsider) after the <strong>allocation</strong> as per clause (i) <strong>of</strong> Para 8 and clause (d) <strong>of</strong> Para 7. The<br />

details <strong>of</strong> cadres allocated to the candidates is placed at Flag-A.<br />

Now, we are required to give the benefit <strong>of</strong> <strong>allocation</strong> to Home State to the candidates under clause<br />

7(a), (b) and (c) <strong>of</strong> the Cadre Allocation Policy.<br />

8. As per Para 7 (a) <strong>of</strong> the Cadre Allocation Policy, when no candidate is available against an insider<br />

SC vacancy in a cadre, the same shall be filled up by bringing in the senior-most insider <strong>of</strong>ficer available<br />

in the merit list <strong>of</strong> ST candidates (failing which in the merit list <strong>of</strong> OBC candidates and in the merit list <strong>of</strong><br />

unreserved candidates in that order) and shifting the SC vacancy <strong>of</strong> the cadre


to the cadre to which the incoming <strong>of</strong>ficer would have normally been allotted against the available<br />

outsider vacancy in his category (failing which to the next cadre in alphabetical order in which the<br />

outsider vacancy is available).<br />

9. Following are the details <strong>of</strong> candidates who are eligible <strong>for</strong> <strong>allocation</strong> to their Home State as per<br />

Para 7 (a) <strong>of</strong> the Cadre Allocation Policy :-<br />

(i) In IPS cadre <strong>of</strong> AGMUT, there is one insider SC vacancy but no candidate <strong>of</strong> SC category<br />

domicile <strong>of</strong> Delhi and also given preference No. 1 to AGMUT cadre. No candidate <strong>of</strong> ST/OBC category<br />

has also qualified from the Arunachal Pradesh, Goa, Manipur and Union Territories. However, General<br />

category candidates, domicile <strong>of</strong> Delhi have qualified and opted <strong>for</strong> AGMUT cadre as preference No. 1.<br />

The senior-most general category candidate, domicile <strong>of</strong> Delhi and also opted <strong>for</strong> AGMUT cadre as 1 st<br />

preference is Shri Deepak Gauri, Rank No. 99 is eligible <strong>for</strong> <strong>allocation</strong> to his Home State against the<br />

unfilled insider SC vacancy. Shri Deepak Gauri has been allocated to IPS cadre <strong>of</strong> Punjab against his<br />

preference No. 3 in the cadre <strong>allocation</strong> exercise under Para 8 (ii). The insider SC vacancy <strong>of</strong> AGMUT<br />

cadre is shifted out as outsider SC to Punjab and outsider general from Punjab is brought in as insider<br />

general in AGMUT and Shri Deepak Gauri is allocated against the said converted insider general vacancy.<br />

(ii) In IPS cadre <strong>of</strong> Bihar, there are two insider SC vacancies but no candidate <strong>of</strong> SC category<br />

has qualified from Bihar. No candidate <strong>of</strong> ST category has also qualified from the State. OBC candidates<br />

from Bihar who have opted <strong>for</strong> <strong>allocation</strong> to the Home State as preference No. 1 have qualified. The<br />

senior-most OBC candidate namely Shri Satya Prakash, Rank No. 234 is eligible <strong>for</strong> <strong>allocation</strong> to his<br />

Home State against the unfilled insider SC vacancy. Shri Satya Prakash gets allocated to Uttar Pradesh<br />

in the cadre <strong>allocation</strong> exercise under Para 8 (ii). The insider SC vacancy <strong>of</strong> Bihar is shifted out as<br />

outsider SC in Uttar Pradesh and one outsider OBC vacancy from Uttar Pradesh is brought in as insider<br />

OBC in Bihar and Shri Satya Prakash is allocated to his Home State i.e. Bihar against the insider<br />

converted OBC vacancy.<br />

(iii) The next senior most OBC candidate qualified from Bihar is Shri Ashish Bharati, Rank No.<br />

331, who is eligible <strong>for</strong> <strong>allocation</strong> to his Home State against unfilled insider SC vacancy. Shri Ashish<br />

Bharati gets allocated to Uttar Pradesh in the cadre <strong>allocation</strong> exercise under Para 8 (ii). The insider SC<br />

vacancy <strong>of</strong> Bihar is shifted out as outsider SC in Uttar Pradesh and one outsider OBC vacancy is brought<br />

in as insider OBC in Bihar and Shri Ashish Bharati is allocated to his Home State, Bihar against the<br />

converted OBC insider vacancy.<br />

(iv) In IPS cadre <strong>of</strong> Himachal, there is one insider SC vacancy but no candidate <strong>of</strong><br />

SC/ST/OBC/General category has been allocated to IPS on the basis <strong>of</strong> CSE-<strong>2010</strong>. The unfilled insider<br />

vacancy <strong>of</strong> SC is converted into outsider and filled as per Para 8 (iii) <strong>of</strong> the Cadre Allocation Policy.<br />

(v) In IPS cadre <strong>of</strong> Jharkhand, there is one insider SC vacancy but no candidate <strong>of</strong><br />

SC/ST/OBC/General category has been allocated to IPS on the basis <strong>of</strong> CSE-<strong>2010</strong>. The unfilled insider<br />

vacancy <strong>of</strong> SC is converted into outsider and filled as per Para 8 (iii) <strong>of</strong> the Cadre Allocation Policy.<br />

(vi) In IPS cadre <strong>of</strong> Orissa, there is one insider SC vacancy but no candidate <strong>of</strong> SC category<br />

has qualified from Orissa. No candidate <strong>of</strong> ST category has also qualified from the State. However,<br />

General category candidate who has opted <strong>for</strong> <strong>allocation</strong> to Orissa as preference No. 1 has qualified the<br />

exam. The senior-most General category candidate domicile <strong>of</strong> Orissa and opted <strong>for</strong> the Home State as<br />

preference No. 1 is Shri Pinak Mishra, Rank No. 104 and is eligible <strong>for</strong> <strong>allocation</strong> to Home State against<br />

unfilled insider SC vacancy. Shri Pinak Mishra gets allocated to IPS cadre <strong>of</strong> Bihar in the cadre <strong>allocation</strong><br />

exercise under Para 8 (ii) <strong>of</strong> the Cadre Allocation Policy. The insider SC vacancy <strong>of</strong> Orissa is shifted out<br />

to Bihar as SC outsider and one General outsider vacancy <strong>of</strong> Bihar is brought in as insider General in<br />

Orissa. Shri Pinak Mishra is allocated to his Home State Orissa against this converted vacancy.<br />

(vii) In IPS cadre <strong>of</strong> Sikkim, there is one insider SC vacancy but no candidate <strong>of</strong><br />

SC/ST/OBC/General category has been allocated to IPS on the basis <strong>of</strong> CSE-<strong>2010</strong>. The unfilled insider<br />

vacancy <strong>of</strong> SC is converted into outsider and filled as per Para 8 (iii) <strong>of</strong> the Cadre Allocation Policy.<br />

10. As per Para 7 (b) <strong>of</strong> the Cadre Allocation Policy, when no candidate is available against an insider<br />

ST vacancy in a cadre, the same shall be filled up by bringing in the senior-most insider <strong>of</strong>ficer available<br />

in the merit list <strong>of</strong> SC candidates (failing which in the merit list <strong>of</strong> OBC candidates and in the merit list <strong>of</strong><br />

unreserved candidates in that order) and shifting the ST vacancy <strong>of</strong> the cadre to the cadre to which the<br />

incoming <strong>of</strong>ficer would have normally been allotted against the available outsider vacancy in his<br />

category (failing which to the next cadre in alphabetical order in which the outsider vacancy is available).<br />

Following are the details <strong>of</strong> candidates who are eligible <strong>for</strong> <strong>allocation</strong> to their Home State as per Para 7<br />

(b) <strong>of</strong> the Cadre Allocation Policy :-<br />

(i) In IPS cadre <strong>of</strong> AGMUT, there is one insider ST vacancy, but no candidate <strong>of</strong> ST category<br />

has qualified from the segments <strong>of</strong> AGMUT cadre. There is one SC candidate namely Ms. Shalini, Rank<br />

No. 600 belonging to Home State, Delhi but she has not given preference No. 1 to AGMUT cadre. Her<br />

name was not considered <strong>for</strong> <strong>allocation</strong> to the Home State as per the Policy. No OBC category<br />

candidate from the segments <strong>of</strong> AGMUT cadre has been allotted to IPS. However, General category<br />

candidates who have given preference No. 1 to AGMUT cadre and also domicile <strong>of</strong> the State segments <strong>of</strong><br />

AMUT cadre. The senior most General category candidate eligible <strong>for</strong> <strong>allocation</strong> to the Home State is<br />

Shri Pranav Tayal, Rank No. 238. As per <strong>allocation</strong> <strong>of</strong> cadres made under Para 8 (ii), Shri Pranav Tayal,<br />

Rank No. 238 gets allocated to IPS cadre <strong>of</strong> W.B. The insider ST vacancy <strong>of</strong> AGMUT cadre is shifted<br />

out to outsider ST in W.B. and one outsider General vacancy <strong>of</strong> W.B.is brought in as insider General<br />

to AGMUT cadre. Shri Pranav Tayal, Rank No. 238 is allocated to AGMUT cadre against the said<br />

converted General insider vacancy.


(ii) In IPS cadre <strong>of</strong> Orissa, there is one insider ST vacancy but no candidate <strong>of</strong> ST category is<br />

available from Orissa. No candidate <strong>of</strong> SC, OBC and <strong>of</strong> General category is eligible <strong>for</strong> <strong>allocation</strong> to Home<br />

State (as no candidate <strong>of</strong> Orissa <strong>of</strong> SC/OBC/General) available <strong>for</strong> consideration. The unfilled ST vacancy<br />

is, there<strong>for</strong>e, converted into outsider ST as per Para 8 (ii).<br />

(iii) In IPS cadre <strong>of</strong> Tamil Nadu, there is one insider ST vacancy but no candidate <strong>of</strong> ST<br />

category is available from Tamil Nadu. The senior most SC candidate qualified from Tamil Nadu is<br />

eligible <strong>for</strong> <strong>allocation</strong> to Home State against the ST vacancy. Shri Sasimohan, Rank No. 636 is the seniormost<br />

SC candidate qualified from Tamil Nadu and also given preference No. 1 to Home State i.e Tamil<br />

Nadu. As per cadre <strong>allocation</strong> under Para 8 (ii), he gets allocated to the IPS cadre <strong>of</strong> Himachal. The<br />

insider ST vacancy <strong>of</strong> Tamil Nadu is shifted out as outsider ST in Himachal and one SC outsider vacancy<br />

from Himachal is brought in as insider SC in Tamil Nadu. Shri Sasimohan is allocated to his Home State<br />

i.e. Tamil Nadu against the said converted insider SC vacancy.<br />

(iv) In IPS cadre <strong>of</strong> Uttar Pradesh, there is one ST insider vacancy but no candidate <strong>of</strong> ST<br />

category is available <strong>for</strong> <strong>allocation</strong> to the Home State. The senior most SC candidate qualified from<br />

Uttar Pradesh is eligible <strong>for</strong> <strong>allocation</strong> to Home State against the insider ST vacancy. Shri Abhishek<br />

Singh, Rank No. 472 is the senior-most SC candidate qualified from Uttar Pradesh. He has also opted <strong>for</strong><br />

<strong>allocation</strong> to his Home State as preference No. 1. As per cadre <strong>allocation</strong> under Para 8 (ii), he gets<br />

allocated to the IPS cadre <strong>of</strong> AGMUT. But there is no outsider SC vacancy is available in AGMUT cadre<br />

<strong>for</strong> exchange. The only insider vacancy, which is converted into outsider <strong>for</strong> the purpose <strong>of</strong> <strong>allocation</strong><br />

under Para 8 (ii) against which Shri Abhishek Singh gets allocated to the AGMUT cadre, has been<br />

consumed to give the benefit <strong>of</strong> Home State to General category candidate, Shri Deepak Gauri under<br />

Para 7 (a) <strong>of</strong> the Cadre Allocation Policy as explained in Para 9 (i) above. The matter has been referred<br />

to DOPT <strong>for</strong> their advice and DOPT has advised vide Note at P-64-65/N that <strong>for</strong> the purpose the vacancy<br />

may be brought in from the next cadre in alphabetical order where outsider SC vacancy is available <strong>for</strong><br />

the purpose <strong>of</strong> <strong>allocation</strong> <strong>of</strong> Home State to Shri Abhishek Singh. The next cadre in alphabetical order is<br />

Bihar where outsider SC vacancy is available. The insider ST vacancy <strong>of</strong> UP is shifted out as outsider ST<br />

to Bihar and one outsider SC vacancy <strong>of</strong> Bihar is brought in as insider SC in UP. Shri Abhishek Singh is<br />

allocated to his Home State against the said insider SC vacancy.<br />

11. As per Para 7 ( c ) <strong>of</strong> the Cadre Allocation Policy, when no candidate is available against an<br />

insider OBC vacancy in a cadre, the same shall be filled up by bringing in the senior-most insider <strong>of</strong>ficer<br />

available in the merit list <strong>of</strong> ST candidates (failing which in the merit list <strong>of</strong> SC candidates and in the<br />

merit list <strong>of</strong> unreserved candidates in that order) and shifting the OBC vacancy <strong>of</strong> the cadre to the cadre<br />

to which the incoming <strong>of</strong>ficer would have normally been allotted against the available outsider vacancy<br />

in his category (failing which to the next cadre in alphabetical order in which the outsider vacancy is<br />

available).


Following are the details <strong>of</strong> candidates who are eligible <strong>for</strong> <strong>allocation</strong> to their Home State as per<br />

Para 7 (c) <strong>of</strong> the Cadre Allocation Policy :<br />

(i) In IPS cadre <strong>of</strong> AGMUT, there is one insider OBC vacancy but no candidate <strong>of</strong> OBC<br />

category has qualified from the cadre. No ST/SC/General category candidate are also available <strong>for</strong><br />

<strong>allocation</strong> to Home State against the insider OBC vacancy. The unfilled insider OBC vacancy is converted<br />

into outsider OBC and filled as per Para 8 (iii) <strong>of</strong> the Cadre Allocation Policy.<br />

(ii) In IPS cadre <strong>of</strong> Gujarat, there are two insider OBC vacancies, but no candidate <strong>of</strong> OBC<br />

category is available <strong>for</strong> <strong>allocation</strong> to Home State i.e. Gujarat. There is also no candidate <strong>of</strong> SC/ST<br />

category from Gujarat. There are General categories candidates qualified from Gujarat and are eligible<br />

<strong>for</strong> <strong>allocation</strong> to their Home State against the unfilled insider OBC vacancy. The senior-most General<br />

category candidate qualified from Gujarat and also opted <strong>for</strong> <strong>allocation</strong> to his Home State as preference<br />

No. 1 is Shri Joysar Hiteshkumar Hansraj (Rank No. 116) and eligible <strong>for</strong> <strong>allocation</strong> to Home State against<br />

the unfilled insider OBC vacancy. Shri Hansraj gets allocated to IPS cadre <strong>of</strong> Maharashtra as per the<br />

<strong>allocation</strong> made under Para 8 (ii). The insider OBC vacancy <strong>of</strong> Gujarat is shifted out to outsider OBC to<br />

Maharashtra and the outsider General vacancy <strong>of</strong> Maharashtra is brought in to Gujarat as General<br />

insider. Shri Hansraj is allocated to his Home State Gujarat against the said converted vacancy.<br />

(iii) The second senior most General category candidate eligible <strong>for</strong> <strong>allocation</strong> to his Home<br />

State against the 2 nd unfilled insider OBC vacancy is Shri Tarun Kumar Duggal (Rank No. 153). Shri<br />

Duggal gets allocated to IPS cadre <strong>of</strong> Madhya Pradesh as per the <strong>allocation</strong> made under Para 8 (ii). The<br />

2 nd insider OBC vacancy <strong>of</strong> Gujarat is shifted out to Madhya Pradesh as outsider OBC and one outsider<br />

General vacancy from Madhya Pradesh is brought in as insider General in Gujarat. Shri Duggal is<br />

allocated against the said converted vacancy to his Home State i.e. Gujarat.<br />

(iv) In IPS cadre <strong>of</strong> Madhya Pradesh, there are two insider OBC vacancies but no candidate<br />

from Madhya Pradesh is available <strong>for</strong> <strong>allocation</strong> to Madhya Pradesh. No candidate <strong>of</strong> ST category is<br />

also available <strong>for</strong> <strong>allocation</strong> to Madhya Pradesh as insider. However, one SC candidate has qualified<br />

from MP. He is, there<strong>for</strong>e, eligible <strong>for</strong> <strong>allocation</strong> to his Home State i.e. Madhya Pradesh <strong>for</strong> which he has<br />

given preference No. 1 against the unfilled insider OBC vacancy. Ms. Simala Prasad (Rank No. 718) is<br />

eligible <strong>for</strong> <strong>allocation</strong> to her Home State. Ms. Simala Prasad has given her preference No. 20 against<br />

J&K and Kerala. But against preference No. 20, neither she is getting J&K nor Kerala in the <strong>allocation</strong><br />

made under Para 8 (ii). She gets allocated to the IPS cadre <strong>of</strong> Manipur-Tripura in the <strong>allocation</strong> under<br />

Para 8 (ii). The outsider SC vacancy <strong>of</strong> Manipur-Tripura is brought in as insider SC in Madhya Pradesh<br />

and the insider OBC vacancy <strong>of</strong> Madhya Pradesh is shifted out to outsider OBC in Manipur-Tripura. Ms.<br />

Simala Prasad is allocated to Madhya Pradesh i.e. her Home State against the said vacancy.<br />

(v) Against the 2 nd unfilled insider OBC vacancy in Madhya Pradesh, no other OBC candidate<br />

from Madhya Pradesh is available <strong>for</strong> consideration <strong>for</strong> <strong>allocation</strong> to Home State.


However, there is one insider General category candidate namely Ms. Isha Pant, Rank No. 191, domicile<br />

<strong>of</strong> MP and also opted preference No. 1 to MP is eligible <strong>for</strong> <strong>allocation</strong> to the Home State. Ms. Isha Pant<br />

get allocated to the IPS cadre <strong>of</strong> Chattisgarh as per the <strong>allocation</strong> made under Para 8 (ii). The insider<br />

OBC vacancy <strong>of</strong> Madhya Pradesh is shifted out as outsider OBC in Chattisgarh and the outsider General<br />

vacancy <strong>of</strong> Chattisgarh is brought in as insider General in Madhya Pradesh. Ms. Isha Pant is allocated to<br />

her Home State i.e. MP against the said vacancy.<br />

(vi) In IPS cadre <strong>of</strong> Nagaland, there is one insider OBC vacancy but no candidate <strong>of</strong><br />

SC/ST/OBC/General category has been allocated to IPS on the basis <strong>of</strong> CSE-<strong>2010</strong>. The unfilled insider<br />

vacancy <strong>of</strong> OBC is converted into outsider and filled as per Para 8 (iii) <strong>of</strong> the Cadre Allocation Policy.<br />

(vii) In IPS cadre <strong>of</strong> West Bengal, there are three insider OBC vacancies but no candidate <strong>of</strong><br />

SC/ST/OBC/General category has been allocated to IPS on the basis <strong>of</strong> CSE-<strong>2010</strong>. The unfilled insider<br />

vacancy <strong>of</strong> OBC are converted into outsider and filled as per Para 8 (iii) <strong>of</strong> the Cadre Allocation Policy.<br />

12. By following the procedure as detailed out in preceding notes, the total number <strong>of</strong> insider<br />

vacancies filled as per procedure mentioned in Para 8 (i), 7 (d), Para (9) and 7 (a), (b) & (c) <strong>of</strong> the Cadre<br />

Allocation Policy are 41 as per the category-wise details given below :-<br />

13. After filling the insider vacancy as mentioned above, the insider vacancy not filled in all the<br />

cadre are converted into outsider in the respective categories as per Para 8 (ii) <strong>of</strong> the Cadre Allocation<br />

Policy and were allocated to the outsider candidates as per Para 8 (iii) <strong>of</strong> the Cadre Allocation Policy.<br />

(b) * It has been noticed from the above <strong>allocation</strong> that two candidates rank No. 239 and 244<br />

belonging to the OBC category but qualified on General merit are eligible <strong>for</strong> <strong>allocation</strong> <strong>of</strong> cadre against<br />

the OBC vacancy as per modified Para 9 <strong>of</strong> the Cadre Allocation Policy, as they are getting higher<br />

preference against the reserved vacancy. Thus, effectively only 47 candidates <strong>of</strong> General category<br />

candidates are allocated cadres against 53 outsider vacancies available leaving 6 UR vacancy unfilled.<br />

(c) Now, we allocate cadres to the OBC candidates against the outsider OBC vacancies. The total<br />

number <strong>of</strong> outsider OBC vacancies is 30 whereas the numbers <strong>of</strong> candidates are 31 who are to be<br />

allocated cadre against OBC vacancy. Out <strong>of</strong> 31, two candidates who belong to OBC category but<br />

qualified on General merits are getting cadre <strong>of</strong> their higher preference against the OBC vacancies.<br />

Since the number <strong>of</strong> vacancies are less than the number <strong>of</strong> candidates available, as per the amendment<br />

in the Cadre Allocation Policy issued by DOPT vide their OM dated 15.6.2011 which provides as under :-<br />

(i) Allocation with reference to limited preference candidates is governed by Para 5 which<br />

envisaged that if a candidate is not allotted to any <strong>of</strong> the cadre <strong>for</strong> which he has indicated preference,<br />

he shall be allocated along with other such candidate in the order <strong>of</strong> rank to any <strong>of</strong> the remaining cadre,<br />

arranged in alphabetical order, in which there are vacancies in his category after <strong>allocation</strong> <strong>of</strong> all the<br />

candidates who can be allotted to cadre in accordance with their preference. Normally, limited<br />

preference candidates are assigned cadre in the end as per Policy. However, Policy also lays down<br />

<strong>allocation</strong> <strong>of</strong> such candidate in their category. There<strong>for</strong>e, because <strong>of</strong> migration <strong>of</strong> GM (General Merit)<br />

candidates to their own category, a situation may arise where both reserved category and general<br />

category vacancies are left. As general candidates cannot be allocated against reserved vacancies, it is<br />

mandatory to first allocate cadre to these general categories limited (equal) preferences candidates.<br />

(ii) In order to ensure that adjustment <strong>of</strong> unallocated reserved category candidate does not<br />

result into higher rank candidates being allocated lower preferred cadre vis-à-vis lower rank candidates,<br />

it is stipulated that cadre controlling authority would (a) pull together all reserved category candidates<br />

(except GM candidates) who have been already allocated cadre plus unallocated reserved candidates<br />

and (b) pull together all the cadres allocated to the reserved candidates against outsider vacancy plus<br />

unutilized UR vacancies. Thereafter all reserved candidates will be arranged according to their ranks<br />

and cadres would be allocated keeping in view the rank, preference, vacancies at the turn.<br />

15. As per the above instructions issued by DOPT as mentioned in Para 16, the unfilled (6 vacancies)<br />

in the unreserved category are converted into OBC in the respective cadre and <strong>allocation</strong> to OBC<br />
