majority of them, may be wanting to defray all the necessary expenses of conducting the business<br />

of the said corporation.<br />

ARTICLE X.<br />

It is provided and declared, that it shall be the duty of the trustees, to cause regular and fair<br />

accounts to be kept (in books to be provided for that purpose) of the funds of the said corporation,<br />

as well as it respects the kind and amount of the capital stock, and of the annual interest and income<br />

thereof, as of all and every sum or sums of money, which shall from time to time be drawn<br />

therefrom, for the objects, under the limitations, and for the uses and purposes herein before<br />

particularly mentioned and declared -- And further, it shall be the duty of the said trustees and their<br />

successors, at every general conference of the ministers and preachers as aforesaid, to prepare and<br />

lay before them a statement of the affairs of the said fund, for their inspection and examination:<br />

which said statement shall be signed by the president and countersigned by the secretary of the said<br />

corporation, certifying that the same is fair and correct.<br />

Some of the first trustees have resigned or died: the present trustees are<br />

Jacob Baker, president,<br />

Thomas Haskins, treasurer,<br />

Joseph L. Inglis, secretary,<br />

William Lowber,<br />

Caleb North,<br />

Samuel Harvey,<br />

Hugh Smith,<br />

Lemuel Green,<br />

Henry Foxall,<br />

If any person has a wish to make a donation by Will to this fund, it will be proper to express it in<br />

the following manner:<br />

"I give and bequeath to the President and Trustees of the Charter of the Methodist Episcopal<br />

Church at Philadelphia in the state of Pennsylvania, the sum of dollars, and the annual interest and<br />

income thereof to be by them applied in the manner, and to the objects, mentioned, and prescribed<br />

in the articles under which they are associated."<br />

Many of our friends willingly subscribed to this valuable institution, and several thousand dollars<br />

were collected in a short time. Some valuable legacies were also left by will to the trustees of this<br />

fund. <strong>The</strong> value of the chartered fund has been increasing from year to year. At present (1809) it<br />

affords relief to many of our preachers who are in straitened circumstances.<br />

We now formed several rules respecting local preachers:<br />

1. "No local preacher shall receive a license to preach till he has been examined and approved at<br />

the Quarterly Meeting of his circuit; which license shall be drawn up in the following words, viz.
