New candidates for the
Goochland School Board are
starting to appear for this fall’s
election.
Last week John Wright said
he is in the process of filing the
necessary papers to be on the
ballot in District 5. In District
1 Michael E. Payne said he has
completed the filing process
to run.
“I’m official. I filed my
paperwork two weeks ago,”
said Payne last weekend.
Wright, 43, has been a frequent
speaker at school board
meetings and workshops. An
accountant, he and his wife
Karen have two daughters who
attend Randolph Elementary
School.
Payne, 42, is a Career and
Technical Education teacher
with Henrico County Schools.
He and his wife Kathy have
a son at Goochland Middle
School and another son who
attends Byrd Elementary.
In weekend interviews both
candidates said they think the
board should take a greater
role in setting school policy.
Wright plans to run for the
seat currently held by Maxwell
Cisne, now in his second term
on the school board, who said
Monday that although he has
not made a firm decision, he is
leaning toward not running for
a third term this fall.
“I’m inclined to step aside,”
said Cisne. “I’ve done about all
that I can do.” Cisne said he
thought Wright would make a
“great candidate.”

spiked when he heard from
other parents that the school
administration was considering
closing the Gifted Center,
where his oldest daughter was
a student.
“I can still remember that
phone call,” said Wright. The
gifted center was closed as part
of last year’s budget cuts and

“It’s not the same sort of
rigor as before,” said Wright,
who added that he used to
brag to friends about the
quality of Goochland schools
when they asked why he didn’t
send his children to private

impression is that this is not
happening.
Wright said one of his goals
would be to bring greater transparency
to the budget process.
“I’d like to see budgets presented
as they are at the county,”
he said. Information from the
schools is not readily available,
said Wright.
“You can’t find out who
works in what position and what
budget category. Wright said the
classification of staff between
administrative and instructional
categories was confusing.
“If someone is working out
of the central office on a day to
day basis they are in administration,”
he maintained.
Wright, who currently serves
as President of the Goochland
Rotary Club, said he has also
been active in the Goochland
Leadership Enterprise program.
“With the GLE I had the
responsibility of putting on the
education program,” he said.

School board approves Apple lease, health insurance renewal

Three Goochland School
Board members voted last
week to approve a lease of
Apple Computers from CCA
Financial and to renew the
schools health insurance
contract for its employees
with Anthem through The
Local Choice Health Benefits
Program of the Commonwealth
of Virginia.

The annual leasing cost for
the Apple Computers amounts
to $442,125.51 yearly for four
years, starting July 15.
Premiums for the health
insurance will rise by 4.1 to 4.6
percent. Premiums range from
$487 per month for employees
alone in the cheapest plan to
$1,536 monthly for an employee
plus family for the most
comprehensive. Employee contributions
are yet to be determined
but under the current
plan, a single employee’s premium
is paid by the schools.
If family members are added,
the employee bears most of the
additional cost.

NEWS: What’s Going on in Goochland County
Two members of Goochland’s
Planning Commission are completing
four terms of service on
the panel and ending eight years
of service to their community.
District 3 representative Bill Neal
and District 4 commissioner Bob
Rich have terms set to expire at
the end of March.
The two have witnessed
many changes in the county
since they took the posts, and
have considered planning for the
county in the best of times, and
the not so good.
Neal said despite the ups and
downs, it’s been a good run. “I
have enjoyed my time on the
commission. I have been fortunate
to work with a lot of different
people through the years.
Although we may have different
opinions, everyone was dedicated,
sincere, and did what they
thought was right,” he said.
Neal noted some of the significant
changes that took place
on his watch. “Several changes
were made during this time,” he
said. “Some of the most noted
was the major overhaul of the
comprehensive plan in 2006. Also
we revised a zoning ordinance,
which included the addition
of the Forestry-Conservation-
Open Space District. Changes
in the Entrance Corridor and
Village Center Overlay District
to provided more uniformity
but at the same time preserving
the character of each overlay
district,” Neal said.
Neal recommended a continued
path of careful planning
that should include several key
elements. “Some items in our
future planning should include
establishing Urban Density Areas
(UDAs), utilizing our interstate
exits for commercial growth, and
developing the Tuckahoe Creek
Service District which includes
West Creek for Mixed Planned
Unit Development,” he said.
District 3 supervisor Ned

plaque of appreciation for his
service on the commission, while
District 4 rep Malvern R. (Rudy)
Butler presented Rich with a separate
recognition at last week’s
Planning Commission meeting.
Rich headed Goochland’s
Commission on the Future
in 1994 before serving on the
Planning Commission.
“I came to the PC after being

attended numerous PC meetings
over the years as just an inquisitive
public citizen, thus I was
somewhat in tune with the planning
function and staff when I
came on board,” he said.
During his three terms as
commission chair, Rich added his
blend of efficiency and inclusiveness
to the process. “I was Chair
for three terms, during which
time I strove to add some structure
of thought and action to
P.C. deliberations- and to reduce
the length of late night meetings
where possible,” he said.
“I encouraged all members
to speak out on the issues,
which ended up with, I think,
a more inclusive and focused

added.
During his tenure, Rich noted
several changes in the process and
a good number of challenging
issues. He said, “establishing the

decide to use $332,000 from
the VRS reserve fund that the
schools have counted on and
restore the $693,000 reduction,
the gap is almost closed, leaving
roughly a $161,000 gap.
“That budget is doable,”
said Underwood, citing vacant
positions and the option of
keeping the two furlough days
that were proposed to be eliminated.
“We could do that budget,”
said Underwood.

But should that not be the
case, Underwood again outlined
possible cuts that might
be made to reduce the schools
budget, including staggered
bus runs, staffing reductions,
reducing the number of
school days to 160 and cuts in
athletics and extracurricular
activities.
“Now we are tasked to
literally tear it apart,” said

registration on Thursday, April
7, between the hours of 8 a.m.
and 4:30 pm.
Registration will be held
at each elementary school.
In order to enroll a child for
Kindergarten in Goochland
County, two forms proving
residency must be provided
on the day of registration.
Examples of proof of residency
forms are: pay stubs,
deeds, mortgage documents,
current leases, utility bills, etc.

the Society on Jan. 1, 1993.
In both organizations he used
his computer expertise to vault
them into the forefront nationally
for association automation.
In 2000, he was the Virginia
campaign director for Senator
John McCain’s presidential
bid. He is presently active in
the American Ex-Prisoners
of War service organization
and remains active in Virginia
politics. He worked with Sen.
McCain again in his bid in 2008.
Galanti was inducted into the
Virginia Aviation Hall of Fame in
November 2005.

Phyllis Eason; they have two

budget and how it should be funded.
Then next week Goochland citizens
will find out what the wisdom
of the five supervisors is when they
are scheduled to approve the FY2012
budget.
It’s been good theater all the way
down the road so far.
First the county told the schools
last year they could expect almost
$700,000 less from the county this
time around compared to last year,
based on declining revenues, mostly
caused by lower assessments on real
estate.
Then the school board told the
supervisors they not only wanted that
$700,000 but about $700,000 more
for a reduction in furlough days and a
math specialist.
Since then the two boards have
been jousting with one another, riling
up their constituents, posturing for
reelection purposes and sending letters
back and forth in a not so successful
attempt to exchange information,
while the numbers have improved so
that the current gap between what the
schools want and what the county has
proposed is about $1.1 million.
At the most recent school board
meeting Superintendent Linda
Underwood once again outlined what
some would call draconian cuts if
the school budget must be reduced,
following the supervisor’s Monday
workshop meeting where supervisor

Andrew Pryor advocated at least level
funding for the schools.
If the county goes that route and
also lets the schools use some $300,000
in the VRS reserve fund, then, despite
all the anguish and anxiety generated
the problem will be basically solved.
In a manner of speaking.
But it hasn’t been pretty. As theater,
it’s hard to know whether to call it farce
or theater of the absurd. It’s almost like
a choreographed dance where the two
bodies crouch and snarl at each other,
make a bunch of speeches about how
the other side doesn’t cooperate and in
the end make up and shake hands.
The bet here is that the supervisors
will go the level funding route and also
use some of the VRS reserve in the
school budget.
And that’s what the Gazette believes
should be done too, at this point.
But Lord have mercy, there has
GOT to be a better way to do this next
time around.
A more cooperative, sensible, let’s
just go ahead and say it – a more
mature, grownup way for the county
to decide how to spend more than half
the money in its annual budget.
Next year, the two boards, no matter
who sits on them since there will
be new faces after the fall elections,
need to work together, not at odds
with each other. And school administration
needs to come up with a better
way of providing information about
its proposed budget to the county
when requested.
The process is just too important
to do it this way a third year in a row.

It’s not the system it’s
the supervisors
I am certainly glad that Mr.
Eads “clarified” the issues surrounding
the current situation
with the position of Treasurer here
in Goochland. The only thing he
clarified was his position, possibly
that of others of his ilk, to do away
with a the system of constitutionally
elected officers to manage government
– the very system that
has served this country well for
over 200 years and the County of
Goochland since its inception. It
doesn’t seem prudent, at least to
this individual, to change a timetested
system just because of one

during the last election? Why
wasn’t an audit of the office
scheduled before now? And the
whys could go on and why
can’t a constitutional officer
criticize, constructively, another
constitutional officer - good
ole boys club – lack of gumption?
Where was the supervision/management
– read checks
and balances – by the Board of
Supervisors of Mr. Wolfrey in
his execution of his duties and
responsibilities to oversee the
administration of the county
operations? And we don’t need
to go into the Board’s end run,
without voter approval, to strip
the Commissioner of Revenue’s
office of the major duty and
responsibility to conduct assessments.
If anything needs to be
changed in Goochland, it lies
with those elected officials who
are charged with supervising the
County. I sincerely hope “the
voters will make the correct
decision” come election time.

TCSD at the bottom
of budget woes
It is obvious to the casual
observer that the basic issue
that ties together the county
and school budget woes is
the Tuckahoe Creek Service
District. The TCSD was a mistake
in many ways. It was too
expensive. (And still is, 3.4 million
dollars is listed as a debt
payment out of a 55.9 million
dollar budget for the coming
year; more than 10 percent.)
It was poorly managed.
The issues with the TCSD fall
squarely on the shoulders of
the supervisors of this county.
Without the problems of the
TCSD, there would be more
than enough in the budget for
schools.

budget. But, one does have to
wonder whether they have any
thing to lose by not supporting

How to avoid budget
cuts
Two weeks ago I wrote about
the importance of our county
library for the variety of services
it provides to many citizens.
Now I want to suggest a way to
avoid the 2 percent additional
cut that will occur if the Board of
Supervisors does not take proactive
action.
It is obvious that our schools,
fire and safety services, and the
library cannot continue to take
cuts. The past efforts to build
programs and make advancements
are quickly erased with
ongoing deductions in funding.
The only answer I can see is
a personal property tax increase.
I don’t like taxes any more than
anyone else--I live on retirement
income and haven’t had a raise
in a couple of years, plus I own
property in the county as well.
But sometimes for the good of
the community, we must face
tough decisions.
If the Board had made the
2-4 percent increase last year, as
suggested by the county administrator,
then they wouldn’t have
to do it during this election year.
But they didn’t, so now they have
an unpopular decision to make
that can’t be put off any longer.
What the Board decides to
do will send a clear message
about how much they care
about quality schools, library
and fire and safety in our county.

Redistricting plan
not yet final
Many of us attended both
District 1 redistricting meetings
held last week. The
voters voiced their concerns
about the proposed plan and
many good ideas emanated
from these meetings including
the posting of the audio
(and later, the written) meeting
minutes on the county
website.
Between the two meetings,
there were probably 50
questions asked. We learned
that the supervisors are solely
responsible for the redistricting
proposal put before us.
We learned that the lines
are being drawn on a purely
political basis. We learned
that this is NOT a final plan
and it can still be changed.
Please attend any of the
redistricting meetings on the
calendar. It is important that
we let our supervisors know
that we want transparency
and explanations. Ask questions.
Remember, the final
plan will be in place for the
next 10 years; we want the
lines to be drawn in a way
that benefits the citizens of
our county.

Conservation Camp and/

Camp will be held at VA Tech

me that Hell was in there and
I would go there if I didn’t
do the right things or believe
the right things or perform
the right rituals. My anger
continues to seethe towards
the clergy because they supposedly
read and studied the
Bible. They know the truth,
yet they propagate the lie to
keep people living in fear so
that they might continue to
control them. People do not
need to be frightened into
doing that which advances
the highest vision of the self,
or society. Fear is the exact
opposite of love and it’s all
about control.
The Catholic Church has
begun to embrace the more
politically correct interpretation
of Hell as ‘eternal separation
from God,’ but this is
still a lie. The word “eternal”
(aion – which means ‘age’) in
the sense that we understand
it is not used in any way to
indicate an eternal punish-
ment. That translation too
is a lie by the Church. Yes, of
course all actions have consequences,
but God will not
separate Himself from us.
How could She? Few would
deny that God is all that IS.
Well, amazingly enough, that
includes all of us. Why would
God eternally punish God’s
own self? What would be the
point? In any event, simply
look at Jesus’ teachings carefully
and you can see that he
is comparing the torment of a
damaged soul to the burning
of the town dump. He teaches
that we are all ONE. He is
One with the father, and we
are his brothers. That which
we do to or for another we do
to or for ourselves – that is
what Jesus taught. A message
of love. Not the false message
of fear that the Catholic
Church invented and that
self righteous, condescending
fundamentalists propagate.
To the Catholic Church,
I say that the sex abuse your
repressed clergy committed
to thousands of children
pales in comparison to the
psychological child abuse you
committed and continue to
commit to hundreds of millions
of innocent children.

Shelter. The delivery was
the culmination of Lauren’s

Project at Goochland

of homeless dogs and cats in
our county,” Lauren explains.
“Mr. Bobby Herndon of the
Goochland Animal Shelter

me an interview. After speaking
with him I realized the
best way I could help would
be to get as much pet food as

Cougars defeat Cape
Henry for fourth win
It’s still early in the season,
but Collegiate’s girls lacrosse
team is posting an encouraging
start for the 2011 campaign.
Last week they knocked
off Cape Henry Collegiate 16-
7 at the school’s Goochland
County sports complex.
The win upped the Cougars
record to 4-1, and provided
some encouraging signs for
Coach Annie Richards.
“I thought we came out a
little flat today, but the kids
picked it up a lot,” she said.
“Once we were able to get
some kids in there who provided
a spark, the energy level
was much higher,” Richards
added.
Cape Henry fought off a
determined Cougar offensive
charge for the first minutes
of the contest, but Meredith
McGhee broke the ice when
she scored on a break away
early in the first half.
Austin Pruitt and Amanda
Johnson both had four goal
performances for the Cougars.

Two teams came to
Hyman Field hoping for a
victory against Benedictine
last Saturday. Both left empty
handed.
Middleburg Academy and
Norfolk Collegiate both came
up short against the Cadets
(6-1) in double-header action
the speed and the talent, and
she did a great job especially
through the midfield with our

can’t beat her up the field with
the speed she’s got,” the coach

Johnson, one of the team
captains, provided leadership
and kept the emotional level
high, according to the coach.
“She had a great game
and played with a lot of heart
and led the team with a lot of
energy and emotion,” Richards
said. “She’s a great motivator
for the team.”
Cape Henry coach Brooke
Hummel felt her team performed
well against a quality
opponent. “They are very
good, and we’re a young team,
but I felt like we hung in there
with them at points in the
game,” she said.
Richards felt the Cougars
showed patience on offense
and improved their transition
game, both good signs for
the future. Coupled with the
team’s experience and leadership,
the coach is excited about
the remainder of the season.
“This team is benefiting
from the leadership on and off
the field from the five seniors
we have,” she said. “We’re
young, but this team picks up
quickly and that bodes well for
the future.”

The Cadets began with an
8-0 pasting of Norfolk in a
game where the Benedictine
ace Andrew Woods pitched
five no-hit innings.
“Andrew is off to a great
start and is becoming the
pitcher we’ve always felt he
would be,” head coach Sean
Ryan said. “He is going to
keep us in just about every
game he pitches. It’s exciting
to see his development from
a sophomore with potential
to a senior who can be domi-
nant.”
The Cadets backed up the
pitching effort with six runs
in the fourth inning.
Ryan felt Middleburg had
one bad inning, and that’s all
Benedictine needed. “We’ve
done a really nice job of taking
advantage of mistakes by
our opponents,” Ryan said. “It
seems like when a team makes
an error, we end up turning it
into a big inning.”
Colton Konvicka and
Michael Childress each had
two RBIs in the victory.
The Cadets got a break
between contests when
Middleburg and Norfolk
squared off against each other
in an exciting game won by
Middleburg.
The Dragons didn’t have
much left in the tank when
they faced off against the
Cadets in the final game, and
dropped a 13-2 decision.
Matt Mullen went three
for three for the Cadets, who
exploded for five runs in the
second inning.
Ryan said it was a good
outing for his team who were
bouncing back from their
first loss of the season last
week.
“Coming off a tough loss
to Manchester, I was pleased
that we were able to jump
on Norfolk Collegiate and
Middleburg and play from
ahead,” Ryan said.

The Goochland County Board of Supervisors will hold public hearings on Tuesday, April 5th, 2011 at 7:00
p.m. in the Goochland Administration Building, 1800 Sandy Hook Rd., Board Meeting Room, Suite 250,
Goochland, VA on the following:
a. The Virginia Department of Transportation and the Board of Supervisors of Goochland County, in
accordance with Section 33.1-70.01 of the Code of Virginia, will conduct a joint public hearing in the Board
Meeting Room of the County Administration Building, 1800 Sandy Hook Rd., Goochland, VA at 7:00 p.m.
on Tuesday, April 5th, 2011. The purpose of this public hearing is to receive public comment on the proposed
Secondary Six Year Plan for Fiscal Years 2011/12 through 2016/17, and on the Secondary System Construction
Budget Priority for Fiscal Year 2011/2012. Copies of the proposed Plan and Budget may be reviewed at the
Goochland County Administration Building, 1800 Sandy Hook Rd., Goochland, VA (804) 556-5811.
All projects in the Secondary Six Year Plan that are eligible for federal funds will be included in the Statewide
Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation

Exception”), to include/allow schools in B-1 Commercial Districts if approved by the Board on a case-by-case
basis. A Conditional Use Permit would be required.
c. District 4 – CU-2010-00010
Application filed by Redeemer Assembly of God requesting a Conditional Use Permit to operate a private
school within the existing building on Assessor’s Parcel No. 44-1-0-66-0 (GPIN #6786-68-2096) located at
1700 Cardwell Road in the Dover Magisterial District. Salem Christian School will be using the building for
grades K-12 five days a week. The subject property is 7.04 acres and is zoned Commercial, General (B-1). The
Conditional Use Permit is required by Article 16, Section of the Goochland County Zoning Ordinance. The
Comprehensive Plan shows this area as rural enhancement area.

The attached ordinance amendment would amend the Goochland County
Zoning Ordinance by defining the term “outside storage” and adding the
same as a conditional use permitted by special exception in the M-2 Zoning
District. Currently, “outside storage” is allowed as a conditional use permitted
by special exception in the M-1 Zoning District. The ordinance amendment
would also amend the Zoning Ordinance by adding Development Standards
for “outdoor storage” in the M-1 and M-2 Zoning Districts. In addition, the
ordinance amendment provides that all uses allowed as a conditional use
permitted by special exception in the M-1 Zoning District would also be
allowed as a conditional use in the M-2 Zoning District.
b. County Wide – Zoning Ordinance Amendment
The attached ordinance amendment would amend the Goochland County
Zoning Ordinance by defining the term “adult day care center” and adding the
same as a permitted use in the B-1 and B-2 Zoning Districts. A local business
owner has contacted Planning staff about locating an Adult Day Care Center
in the County. The proposed amendment would clarify regulation of this use
in the Zoning Ordinance.
c. District 4 RZ-2011-00001 Application filed by Goodwill Industries of Central
Virginia, Inc. requesting zoning reclassification from R-1 (Residential,
Limited) to B-2 (Business, Limited) Assessor’s Parcel # 59-2-H-1 (GPIN
7726-57-0215), Parcel # 59-2-H-2 (GPIN 7726-57-1262), Parcel # 59-2-H-3
(GPIN 7726-57-1329), and Parcel # 48-3-H-4 (GPIN 7726-57-1513). The
property is located at the northwest intersection of Broad Street Road (U.S.

Gretchen Biernot and her daughter Kyra (3) hold some
shelled black eye peas at Meadow Farm Saturday. They
came with a church group for the spring event that
features a look at what the farmers of more than a century ago
are up to at this time of year. One of those things is preparing
for the spring planting by shelling peas for seed, said Meadow
Farm reenactor Rim Gardner.
Another attraction Gardner pointed out were the two-week
old lambs, just learning how to nibble on straw when they are
not nursing.

(SWAM) business representatives

2007, he was named principal of
Rolfe Middle School.

better requires the right
people, and I am fortunate to
have the team I have working
with our kids every day,” said
Armstrong. “This recognition is
for our teachers, staff, students,
and their families.”
Armstrong intends to use the
school initiative funds to establish
parent resource centers in
five of the largest apartment
communities in the Rolfe district.
Through the centers, he
hopes to provide information,
tutoring, and
special events for the community.
“I am not surprised that Andy
Armstrong received this recognition,”

Jones. “He has been dedicated
and committed to students,
staff and the Rolfe community

encourage team spirit; foster
cooperation between the school
and the community; maintain
dialogue with students, parents,
faculty and staff; have been a
principal of their school for at
least 3 years.
The Award Selection
Committee consists of the
four district superintendents,
representatives from the
R.E.B. Foundation and The
Community Foundation, and

On Sunday, April 3, the Shady
Grove Coffeehouse continues its
tenth season with a concert by
legendary folk musician John
McCutcheon. Described by
The Washington Post as “folk
music’s Rustic Renaissance Man”,
McCutcheon is a respected and
beloved folksinger, and master
of a dozen different traditional
instruments, most notably the
rare and beautiful hammered
dulcimer. His 31 recordings have
garnered every honor, including
six Grammy nominations,
and he has headlined dozens of
festivals in North America, performed
internationally, and given
symphony pops concerts across
Americas.
The concert starts at 7 p.m.;
doors open at 6:30 p.m. Tickets
are $17 in advance; $20 at the
door. Children 12 and under are
admitted free of charge; teens
13-18 are admitted at half price.

accepting applications for
two community gardens

The Henrico County Extension
Office is accepting applications
for Gardens Growing Families,
the community garden program
for qualifying county residents.
For a nominal fee, families can
grow their own vegetables in a
plot maintained at the Lakeside
Garden, located at the intersection
of Vale Street and Michael Avenue,
near Lakeside Avenue; and at the
Alma Avenue Island Garden,
located near the intersection of
Alma and Laburnum avenues.
Gardens Growing Families is
designed to help families reduce
their grocery bills by learning
to grow, prepare and store fresh
vegetables. The program offers
free classes on topics such as the
importance of fruit and vegetables
for a healthy diet, organic insect
and disease control, and freezing
and canning. Henrico Master
Gardeners are on site regularly
to offer advice; tools and water
are provided. Participants follow
organic practices, contribute time
to community garden projects
and meet other requirements.
Residents must apply to participate
in Gardens Growing Families.
Fees are based on a sliding scale,
ranging from $5 to $65 annually,
depending on household income
and garden plot size. Fees will be
refunded for cancellations before
June 30. Residents living in neighborhoods
near the gardens will
receive priority consideration for
plots.

Henrico Extension’s ‘Tree Smarts’
seminar series continues April 4-6

and Henrico County Master Gardeners will
offer the second installment of its “Tree
Smarts” seminar series April 4-6 with a program
on growing healthy trees. The seminar
is scheduled for 7-8:30 p.m. each night at
the following locations (each session will
feature the same information): Monday,
April 4, Dorey Recreation Center, 7200
Dorey Park Drive; Tuesday, April 5, Deep
Run Recreation Center, 9910 Ridgefield
Parkway; and Wednesday, April 6, Belmont
Recreation Center, 1600 Hilliard Road.
“Raising a Healthy Tree” will highlight
the importance of proper planting and early
care for the successful growth of a young
tree. The seminar will provide information
about watering, fertilizing, mulching, pruning
and protecting young trees from insects,
diseases and other stresses.
The Tree Smarts seminar series is
designed to increase understanding of trees,
the role they play in the community’s landscape
and how homeowners and others can
improve their care of them. The programs
are free and open to the public.
