<strong>New</strong> <strong>candidates</strong> <strong>for</strong> the<br />
Goochland School Board are<br />
starting to appear <strong>for</strong> this fall’s<br />
election.<br />
Last week John Wright said<br />
he is in the process of filing the<br />
necessary papers to be on the<br />
ballot in District 5. In District<br />
1 Michael E. Payne said he has<br />
completed the filing process<br />
to run.<br />
“I’m official. I filed my<br />
paperwork two weeks ago,”<br />
said Payne last weekend.<br />
Wright, 43, has been a frequent<br />
speaker at <strong>school</strong> <strong>board</strong><br />
meetings and workshops. An<br />
accountant, he and his wife<br />
Karen have two daughters who<br />
attend Randolph Elementary<br />
School.<br />
Payne, 42, is a Career and<br />
Technical Education teacher<br />
with Henrico County Schools.<br />
He and his wife Kathy have<br />
a son at Goochland Middle<br />
School and another son who<br />
attends Byrd Elementary.<br />
In weekend interviews both<br />
<strong>candidates</strong> said they think the<br />
<strong>board</strong> should take a greater<br />
role in setting <strong>school</strong> policy.<br />
Wright plans to run <strong>for</strong> the<br />
seat currently held by Maxwell<br />
Cisne, now in his second term<br />
on the <strong>school</strong> <strong>board</strong>, who said<br />
Monday that although he has<br />
not made a firm decision, he is<br />
leaning toward not running <strong>for</strong><br />
a third term this fall.<br />
“I’m inclined to step aside,”<br />
said Cisne. “I’ve done about all<br />
that I can do.” Cisne said he<br />
thought Wright would make a<br />

the Goochland <strong>school</strong> system<br />
spiked when he heard from<br />
other parents that the <strong>school</strong><br />
administration was considering<br />
closing the Gifted Center,<br />
where his oldest daughter was<br />

“I can still remember that<br />
phone call,” said Wright. The<br />

of last year’s budget cuts and<br />

explained. “I saw my daughter<br />
thrive there,” he said.<br />
Wright said he has been<br />
thinking about running <strong>for</strong><br />
more than a year because of<br />
the wranglings of last year’s<br />
budget cycle.<br />
He said he thought some<br />
of the <strong>board</strong> members have<br />
become complacent and only<br />
one has children in the <strong>school</strong><br />
system.<br />
“The <strong>board</strong> should set<br />
policy and the administration<br />
should enact it,” said Wright,<br />
adding that the outward<br />
impression is that this is not<br />
happening.<br />
Wright said one of his goals<br />
would be to bring greater transparency<br />
to the budget process.<br />
“I’d like to see budgets presented<br />
as they are at the county,”<br />
he said. In<strong>for</strong>mation from the<br />
<strong>school</strong>s is not readily available,<br />
said Wright.<br />
“You can’t find out who<br />
works in what position and what<br />
budget category. Wright said the<br />
classification of staff between<br />
administrative and instructional<br />
categories was confusing.<br />
“If someone is working out<br />
of the central office on a day to<br />
day basis they are in administration,”<br />
he maintained.<br />
Wright, who currently serves<br />
as President of the Goochland<br />
Rotary Club, said he has also<br />
been active in the Goochland<br />
Leadership Enterprise program.<br />
“With the GLE I had the<br />
responsibility of putting on the<br />
education program,” he said.<br />

Varina High School, after which<br />

Beaton to become a vocational<br />
teacher in 1999. He earned his<br />
Professional Teaching License<br />
and has been teaching at<br />
Virginia Randolph School in<br />
Henrico ever since.<br />

Goochland in 2000, where he<br />
is a member of Perkins Baptist<br />
Church and is active in the PTA,<br />

<strong>school</strong>s health insurance<br />
contract <strong>for</strong> its employees<br />
with Anthem through The<br />
Local Choice Health Benefits<br />
Program of the Commonwealth<br />
of Virginia.<br />

The annual leasing cost <strong>for</strong><br />
the Apple Computers amounts<br />
to $442,125.51 yearly <strong>for</strong> four<br />
years, starting July 15.<br />
Premiums <strong>for</strong> the health<br />
insurance will rise by 4.1 to 4.6<br />
percent. Premiums range from<br />
$487 per month <strong>for</strong> employees<br />
alone in the cheapest plan to<br />
$1,536 monthly <strong>for</strong> an employee<br />

NEWS: What’s Going on in Goochland County<br />
Two members of Goochland’s<br />
Planning Commission are completing<br />
four terms of service on<br />
the panel and ending eight years<br />
of service to their community.<br />
District 3 representative Bill Neal<br />
and District 4 commissioner Bob<br />
Rich have terms set to expire at<br />
the end of March.<br />
The two have witnessed<br />
many changes in the county<br />
since they took the posts, and<br />
have considered planning <strong>for</strong> the<br />
county in the best of times, and<br />
the not so good.<br />
Neal said despite the ups and<br />
downs, it’s been a good run. “I<br />
have enjoyed my time on the<br />
commission. I have been <strong>for</strong>tunate<br />
to work with a lot of different<br />
people through the years.<br />
Although we may have different<br />
opinions, everyone was dedicated,<br />
sincere, and did what they<br />
thought was right,” he said.<br />
Neal noted some of the significant<br />
changes that took place<br />
on his watch. “Several changes<br />
were made during this time,” he<br />
said. “Some of the most noted<br />
was the major overhaul of the<br />
comprehensive plan in 2006. Also<br />
we revised a zoning ordinance,<br />
which included the addition<br />
of the Forestry-Conservation-<br />
Open Space District. Changes<br />
in the Entrance Corridor and<br />
Village Center Overlay District<br />
to provided more uni<strong>for</strong>mity<br />
but at the same time preserving<br />
the character of each overlay<br />
district,” Neal said.<br />
Neal recommended a continued<br />
path of careful planning<br />
that should include several key<br />
elements. “Some items in our<br />
future planning should include<br />
establishing Urban Density Areas<br />
(UDAs), utilizing our interstate<br />
exits <strong>for</strong> commercial growth, and<br />
developing the Tuckahoe Creek<br />
Service District which includes<br />
West Creek <strong>for</strong> Mixed Planned<br />
Unit Development,” he said.<br />
District 3 supervisor Ned<br />
Creasey presented Neal with a<br />
plaque of appreciation <strong>for</strong> his<br />
service on the commission, while<br />
District 4 rep Malvern R. (Rudy)<br />
Butler presented Rich with a separate<br />
recognition at last week’s<br />
Planning Commission meeting.<br />
Rich headed Goochland’s<br />
Commission on the Future<br />
in 1994 be<strong>for</strong>e serving on the<br />
Planning Commission.<br />
“I came to the PC after being<br />
Chair of the 1994/5 Goochland<br />
Commission on the Future,<br />
attended numerous PC meetings<br />
over the years as just an inquisitive<br />
public citizen, thus I was<br />
somewhat in tune with the planning<br />
function and staff when I<br />
came on <strong>board</strong>,” he said.<br />
During his three terms as<br />
commission chair, Rich added his<br />
blend of efficiency and inclusiveness<br />
to the process. “I was Chair<br />
<strong>for</strong> three terms, during which<br />
time I strove to add some structure<br />
of thought and action to<br />
P.C. deliberations- and to reduce<br />
the length of late night meetings<br />
where possible,” he said.<br />
“I encouraged all members<br />
to speak out on the issues,<br />
which ended up with, I think,<br />
a more inclusive and focused<br />
Commission membership,” he<br />
added.<br />
During his tenure, Rich noted<br />
several changes in the process and<br />
a good number of challenging<br />
issues. He said, “establishing the<br />
staff planning function within<br />

decide to use $332,000 from<br />
the VRS reserve fund that the<br />
<strong>school</strong>s have counted on and<br />
restore the $693,000 reduction,<br />
the gap is almost closed, leaving<br />
roughly a $161,000 gap.<br />
“That budget is doable,”<br />
said Underwood, citing vacant<br />
positions and the option of<br />
keeping the two furlough days<br />
that were proposed to be eliminated.<br />
“We could do that budget,”<br />

an elementary <strong>school</strong> to the<br />
facilities committee <strong>for</strong> a cost<br />

the Executive Vice President of<br />
the Society on Jan. 1, 1993.<br />
In both organizations he used<br />
his computer expertise to vault<br />
them into the <strong>for</strong>efront nationally<br />
<strong>for</strong> association automation.<br />
In 2000, he was the Virginia<br />
campaign director <strong>for</strong> Senator<br />
John McCain’s presidential<br />
bid. He is presently active in<br />
the American Ex-Prisoners<br />
of War service organization<br />
and remains active in Virginia<br />
politics. He worked with Sen.<br />
McCain again in his bid in 2008.<br />
Galanti was inducted into the<br />
Virginia Aviation Hall of Fame in<br />
November 2005.<br />

Schools take focus in budget debate<br />
By the time this print edition hits the<br />
street, the budget public hearing will have<br />
taken place and if this writer’s crystal ball<br />
is working, many, if not the majority<br />
of the speakers will have given<br />
their thoughts on the proposed <strong>school</strong><br />
budget and how it should be funded.<br />
Then next week Goochland citizens<br />
will find out what the wisdom<br />
of the five supervisors is when they<br />
are scheduled to approve the FY2012<br />
budget.<br />
It’s been good theater all the way<br />
down the road so far.<br />
First the county told the <strong>school</strong>s<br />
last year they could expect almost<br />
$700,000 less from the county this<br />
time around compared to last year,<br />
based on declining revenues, mostly<br />
caused by lower assessments on real<br />
estate.<br />
Then the <strong>school</strong> <strong>board</strong> told the<br />
supervisors they not only wanted that<br />
$700,000 but about $700,000 more<br />
<strong>for</strong> a reduction in furlough days and a<br />
math specialist.<br />
Since then the two <strong>board</strong>s have<br />
been jousting with one another, riling<br />
up their constituents, posturing <strong>for</strong><br />
reelection purposes and sending letters<br />
back and <strong>for</strong>th in a not so successful<br />
attempt to exchange in<strong>for</strong>mation,<br />
while the numbers have improved so<br />
that the current gap between what the<br />
<strong>school</strong>s want and what the county has<br />
proposed is about $1.1 million.<br />

some would call draconian cuts if<br />
the <strong>school</strong> budget must be reduced,<br />
following the supervisor’s Monday<br />

funding <strong>for</strong> the <strong>school</strong>s.<br />
If the county goes that route and<br />
also lets the <strong>school</strong>s use some $300,000<br />
in the VRS reserve fund, then, despite<br />
all the anguish and anxiety generated<br />
the problem will be basically solved.<br />
In a manner of speaking.<br />
But it hasn’t been pretty. As theater,<br />
it’s hard to know whether to call it farce<br />
or theater of the absurd. It’s almost like<br />
a choreographed dance where the two<br />
bodies crouch and snarl at each other,<br />
make a bunch of speeches about how<br />
the other side doesn’t cooperate and in<br />
the end make up and shake hands.<br />
The bet here is that the supervisors<br />
will go the level funding route and also<br />
use some of the VRS reserve in the<br />
<strong>school</strong> budget.<br />
And that’s what the Gazette believes<br />
should be done too, at this point.<br />
But Lord have mercy, there has<br />
GOT to be a better way to do this next<br />
time around.<br />
A more cooperative, sensible, let’s<br />
just go ahead and say it – a more<br />
mature, grownup way <strong>for</strong> the county<br />
to decide how to spend more than half<br />
the money in its annual budget.<br />
Next year, the two <strong>board</strong>s, no matter<br />
who sits on them since there will<br />
be new faces after the fall elections,<br />
need to work together, not at odds<br />
with each other. And <strong>school</strong> administration<br />
needs to come up with a better<br />
way of providing in<strong>for</strong>mation about<br />
its proposed budget to the county<br />
when requested.<br />
The process is just too important<br />
to do it this way a third year in a row.<br />

It’s not the system it’s<br />
the supervisors<br />
I am certainly glad that Mr.<br />
Eads “clarified” the issues surrounding<br />
the current situation<br />
with the position of Treasurer here<br />
in Goochland. The only thing he<br />
clarified was his position, possibly<br />
that of others of his ilk, to do away<br />
with a the system of constitutionally<br />
elected officers to manage government<br />
– the very system that<br />
has served this country well <strong>for</strong><br />
over 200 years and the County of<br />
Goochland since its inception. It<br />
doesn’t seem prudent, at least to<br />
this individual, to change a timetested<br />
system just because of one<br />

the voters could make a choice<br />
during the last election? Why<br />
wasn’t an audit of the office<br />
scheduled be<strong>for</strong>e now? And the<br />
whys could go on and why<br />
can’t a constitutional officer<br />
criticize, constructively, another<br />
constitutional officer - good<br />
ole boys club – lack of gumption?<br />
Where was the supervision/management<br />
– read checks<br />
and balances – by the Board of<br />
Supervisors of Mr. Wolfrey in<br />
his execution of his duties and<br />
responsibilities to oversee the<br />
administration of the county<br />
operations? And we don’t need<br />
to go into the Board’s end run,<br />
without voter approval, to strip<br />
the Commissioner of Revenue’s<br />
office of the major duty and<br />
responsibility to conduct assessments.<br />
If anything needs to be<br />
changed in Goochland, it lies<br />
with those elected officials who<br />
are charged with supervising the<br />
County. I sincerely hope “the<br />
voters will make the correct<br />
decision” come election time.<br />

TCSD at the bottom<br />
of budget woes<br />
It is obvious to the casual<br />
observer that the basic issue<br />
that ties together the county<br />
and <strong>school</strong> budget woes is<br />
the Tuckahoe Creek Service<br />
District. The TCSD was a mistake<br />
in many ways. It was too<br />
expensive. (And still is, 3.4 million<br />
dollars is listed as a debt<br />
payment out of a 55.9 million<br />
dollar budget <strong>for</strong> the coming<br />
year; more than 10 percent.)<br />
It was poorly managed.<br />
The issues with the TCSD fall<br />
squarely on the shoulders of<br />
the supervisors of this county.<br />
Without the problems of the<br />
TCSD, there would be more<br />
than enough in the budget <strong>for</strong><br />
<strong>school</strong>s.<br />

Can the supervisors fix the<br />
problem now? Probably not<br />
in time to resolve the <strong>school</strong><br />
budget. But, one does have to<br />
wonder whether they have any<br />
thing to lose by not supporting<br />

In any case, this is one individual<br />
who will vote to remove<br />
my supervisor if given a choice<br />
in the upcoming election.<br />

How to avoid budget<br />
cuts<br />
Two weeks ago I wrote about<br />
the importance of our county<br />
library <strong>for</strong> the variety of services<br />
it provides to many citizens.<br />
Now I want to suggest a way to<br />
avoid the 2 percent additional<br />
cut that will occur if the Board of<br />
Supervisors does not take proactive<br />
action.<br />
It is obvious that our <strong>school</strong>s,<br />
fire and safety services, and the<br />
library cannot continue to take<br />
cuts. The past ef<strong>for</strong>ts to build<br />
programs and make advancements<br />
are quickly erased with<br />
ongoing deductions in funding.<br />
The only answer I can see is<br />
a personal property tax increase.<br />
I don’t like taxes any more than<br />
anyone else--I live on retirement<br />
income and haven’t had a raise<br />
in a couple of years, plus I own<br />
property in the county as well.<br />
But sometimes <strong>for</strong> the good of<br />
the community, we must face<br />
tough decisions.<br />
If the Board had made the<br />
2-4 percent increase last year, as<br />
suggested by the county administrator,<br />
then they wouldn’t have<br />
to do it during this election year.<br />
But they didn’t, so now they have<br />
an unpopular decision to make<br />
that can’t be put off any longer.<br />
What the Board decides to<br />
do will send a clear message<br />
about how much they care<br />
about quality <strong>school</strong>s, library<br />
and fire and safety in our county.<br />

Redistricting plan<br />
not yet final<br />
Many of us attended both<br />
District 1 redistricting meetings<br />
held last week. The<br />
voters voiced their concerns<br />
about the proposed plan and<br />
many good ideas emanated<br />
from these meetings including<br />
the posting of the audio<br />
(and later, the written) meeting<br />
minutes on the county<br />
website.<br />
Between the two meetings,<br />
there were probably 50<br />
questions asked. We learned<br />
that the supervisors are solely<br />
responsible <strong>for</strong> the redistricting<br />
proposal put be<strong>for</strong>e us.<br />
We learned that the lines<br />
are being drawn on a purely<br />
political basis. We learned<br />
that this is NOT a final plan<br />
and it can still be changed.<br />
Please attend any of the<br />
redistricting meetings on the<br />
calendar. It is important that<br />
we let our supervisors know<br />
that we want transparency<br />
and explanations. Ask questions.<br />
Remember, the final<br />
plan will be in place <strong>for</strong> the<br />
next 10 years; we want the<br />
lines to be drawn in a way<br />
that benefits the citizens of<br />
our county.<br />

Commission to preserve<br />
materials in a statewide<br />
online collection of original<br />
Civil War manuscripts.<br />
A team of LVA archivists<br />
will be at the Parrish<br />
House at Grace Church in<br />
Goochland Courthouse on<br />
April 16 from 9-4 p.m.<br />
The archivists will be<br />
scanning privately held Civil<br />
War–era materials <strong>for</strong> inclu-<br />

scholarships to Youth<br />
Conservation Camp and/<br />
or scholarships to Forestry<br />
Camp as funding permits.<br />
Scholarships include tuition,<br />
room and <strong>board</strong>, and all edu-<br />
cational materials; the scholarship<br />
winner is responsible<br />
<strong>for</strong> transportation and a<br />
small commitment fee.<br />
Youth Conservation<br />
Camp will be held at VA Tech<br />
on July 10 – 16. Applicants<br />
must be in grades 9–12 during<br />
the 2010 – 11 <strong>school</strong><br />
year. Previous campers are<br />
not eligible. Students will<br />
participate in classes at<br />
Claytor Lake State Park, the<br />
Virginia Tech Campus and<br />
Agriculture Farm, Mountain<br />
Lake, the <strong>New</strong> River, and<br />
Cascades hiking area. Topics<br />
will include water quality,<br />
soils, agriculture BMPs, <strong>for</strong>est<br />
measurements, stream<br />
morphology and much<br />

campers pay only $100 to<br />

from the trash and<br />
sacrificed carcasses dumped<br />

damaging your soul was like<br />

I was very angry with my<br />
parents and teachers and clergy<br />
when I learned the truth by<br />
thoroughly reading the entire<br />
Bible. I got over the anger<br />
with my parents because they<br />
too were indoctrinated with<br />
this lie (sins of the fathers)<br />
and passed it on as they were<br />
instructed to do. They never<br />
read the entire Bible, but told<br />

OPINION: Letters to the Editor<br />
me that Hell was in there and<br />
I would go there if I didn’t<br />
do the right things or believe<br />
the right things or per<strong>for</strong>m<br />
the right rituals. My anger<br />
continues to seethe towards<br />
the clergy because they supposedly<br />
read and studied the<br />
Bible. They know the truth,<br />
yet they propagate the lie to<br />
keep people living in fear so<br />
that they might continue to<br />
control them. People do not<br />
need to be frightened into<br />
doing that which advances<br />
the highest vision of the self,<br />
or society. Fear is the exact<br />
opposite of love and it’s all<br />
about control.<br />
The Catholic Church has<br />
begun to embrace the more<br />
politically correct interpretation<br />
of Hell as ‘eternal separation<br />
from God,’ but this is<br />
still a lie. The word “eternal”<br />
(aion – which means ‘age’) in<br />
the sense that we understand<br />
it is not used in any way to<br />
indicate an eternal punish-<br />
ment. That translation too<br />
is a lie by the Church. Yes, of<br />
course all actions have consequences,<br />
but God will not<br />
separate Himself from us.<br />
How could She? Few would<br />
deny that God is all that IS.<br />
Well, amazingly enough, that<br />
includes all of us. Why would<br />
God eternally punish God’s<br />
own self? What would be the<br />
point? In any event, simply<br />
look at Jesus’ teachings carefully<br />
and you can see that he<br />
is comparing the torment of a<br />
damaged soul to the burning<br />
of the town dump. He teaches<br />
that we are all ONE. He is<br />
One with the father, and we<br />
are his brothers. That which<br />
we do to or <strong>for</strong> another we do<br />
to or <strong>for</strong> ourselves – that is<br />
what Jesus taught. A message<br />
of love. Not the false message<br />
of fear that the Catholic<br />
Church invented and that<br />
self righteous, condescending<br />
fundamentalists propagate.<br />
To the Catholic Church,<br />
I say that the sex abuse your<br />
repressed clergy committed<br />
to thousands of children<br />
pales in comparison to the<br />
psychological child abuse you<br />
committed and continue to<br />
commit to hundreds of millions<br />
of innocent children.<br />

It’s still early in the season,<br />
but Collegiate’s girls lacrosse<br />
team is posting an encouraging<br />
start <strong>for</strong> the 2011 campaign.<br />
Last week they knocked<br />
off Cape Henry Collegiate 16-<br />
7 at the <strong>school</strong>’s Goochland<br />
County sports complex.<br />
The win upped the Cougars<br />
record to 4-1, and provided<br />
some encouraging signs <strong>for</strong><br />
Coach Annie Richards.<br />
“I thought we came out a<br />
little flat today, but the kids<br />
picked it up a lot,” she said.<br />
“Once we were able to get<br />
some kids in there who provided<br />
a spark, the energy level<br />
was much higher,” Richards<br />
added.<br />
Cape Henry fought off a<br />
determined Cougar offensive<br />
charge <strong>for</strong> the first minutes<br />
of the contest, but Meredith<br />
McGhee broke the ice when<br />
she scored on a break away<br />
early in the first half.<br />

Collegiate girls lacrosse off to good start<br />

home double-header<br />
Two teams came to<br />
Hyman Field hoping <strong>for</strong> a<br />
victory against Benedictine<br />
last Saturday. Both left empty<br />
handed.<br />
Middleburg Academy and<br />
Norfolk Collegiate both came<br />
up short against the Cadets<br />
(6-1) in double-header action<br />
the speed and the talent, and<br />
she did a great job especially<br />
through the midfield with our<br />
transition,” Richards said. “You<br />
can’t beat her up the field with<br />
the speed she’s got,” the coach<br />
added.<br />
Johnson, one of the team<br />
captains, provided leadership<br />
and kept the emotional level<br />
high, according to the coach.<br />
“She had a great game<br />
and played with a lot of heart<br />
and led the team with a lot of<br />
energy and emotion,” Richards<br />
said. “She’s a great motivator<br />
<strong>for</strong> the team.”<br />
Cape Henry coach Brooke<br />
Hummel felt her team per<strong>for</strong>med<br />
well against a quality<br />
opponent. “They are very<br />
good, and we’re a young team,<br />
but I felt like we hung in there<br />
with them at points in the<br />
game,” she said.<br />
Richards felt the Cougars<br />
showed patience on offense<br />
and improved their transition<br />
game, both good signs <strong>for</strong><br />
the future. Coupled with the<br />
team’s experience and leadership,<br />
the coach is excited about<br />
the remainder of the season.<br />
“This team is benefiting<br />
from the leadership on and off<br />
the field from the five seniors<br />
we have,” she said. “We’re<br />
young, but this team picks up<br />
quickly and that bodes well <strong>for</strong><br />
the future.”<br />

The Cadets began with an<br />
8-0 pasting of Norfolk in a<br />
game where the Benedictine<br />
ace Andrew Woods pitched<br />
five no-hit innings.<br />
“Andrew is off to a great<br />
start and is becoming the<br />
pitcher we’ve always felt he<br />
would be,” head coach Sean<br />
Ryan said. “He is going to<br />
keep us in just about every<br />
game he pitches. It’s exciting<br />
to see his development from<br />
a sophomore with potential<br />
to a senior who can be domi-<br />
nant.”<br />
The Cadets backed up the<br />
pitching ef<strong>for</strong>t with six runs<br />
in the fourth inning.<br />
Ryan felt Middleburg had<br />
one bad inning, and that’s all<br />
Benedictine needed. “We’ve<br />
done a really nice job of taking<br />
advantage of mistakes by<br />
our opponents,” Ryan said. “It<br />
seems like when a team makes<br />
an error, we end up turning it<br />
into a big inning.”<br />
Colton Konvicka and<br />
Michael Childress each had<br />
two RBIs in the victory.<br />
The Cadets got a break<br />
between contests when<br />
Middleburg and Norfolk<br />
squared off against each other<br />
in an exciting game won by<br />
Middleburg.<br />
The Dragons didn’t have<br />
much left in the tank when<br />
they faced off against the<br />
Cadets in the final game, and<br />
dropped a 13-2 decision.<br />
Matt Mullen went three<br />
<strong>for</strong> three <strong>for</strong> the Cadets, who<br />
exploded <strong>for</strong> five runs in the<br />
second inning.<br />
Ryan said it was a good<br />
outing <strong>for</strong> his team who were<br />
bouncing back from their<br />
first loss of the season last<br />
week.<br />
“Coming off a tough loss<br />
to Manchester, I was pleased<br />
that we were able to jump<br />
on Norfolk Collegiate and<br />
Middleburg and play from<br />
ahead,” Ryan said.<br />

The Goochland County Board of Supervisors will hold public hearings on Tuesday, April 5th, 2011 at 7:00<br />
p.m. in the Goochland Administration Building, 1800 Sandy Hook Rd., Board Meeting Room, Suite 250,<br />
Goochland, VA on the following:<br />
a. The Virginia Department of Transportation and the Board of Supervisors of Goochland County, in<br />
accordance with Section 33.1-70.01 of the Code of Virginia, will conduct a joint public hearing in the Board<br />
Meeting Room of the County Administration Building, 1800 Sandy Hook Rd., Goochland, VA at 7:00 p.m.<br />
on Tuesday, April 5th, 2011. The purpose of this public hearing is to receive public comment on the proposed<br />
Secondary Six Year Plan <strong>for</strong> Fiscal Years 2011/12 through 2016/17, and on the Secondary System Construction<br />
Budget Priority <strong>for</strong> Fiscal Year 2011/2012. Copies of the proposed Plan and Budget may be reviewed at the<br />
Goochland County Administration Building, 1800 Sandy Hook Rd., Goochland, VA (804) 556-5811.<br />
All projects in the Secondary Six Year Plan that are eligible <strong>for</strong> federal funds will be included in the Statewide<br />
Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation<br />

Exception”), to include/allow <strong>school</strong>s in B-1 Commercial Districts if approved by the Board on a case-by-case<br />
basis. A Conditional Use Permit would be required.<br />
c. District 4 – CU-2010-00010<br />
Application filed by Redeemer Assembly of God requesting a Conditional Use Permit to operate a private<br />
<strong>school</strong> within the existing building on Assessor’s Parcel No. 44-1-0-66-0 (GPIN #6786-68-2096) located at<br />
1700 Cardwell Road in the Dover Magisterial District. Salem Christian School will be using the building <strong>for</strong><br />
grades K-12 five days a week. The subject property is 7.04 acres and is zoned Commercial, General (B-1). The<br />
Conditional Use Permit is required by Article 16, Section of the Goochland County Zoning Ordinance. The<br />

The attached ordinance amendment would amend the Goochland County<br />
Zoning Ordinance by defining the term “outside storage” and adding the<br />
same as a conditional use permitted by special exception in the M-2 Zoning<br />
District. Currently, “outside storage” is allowed as a conditional use permitted<br />
by special exception in the M-1 Zoning District. The ordinance amendment<br />
would also amend the Zoning Ordinance by adding Development Standards<br />
<strong>for</strong> “outdoor storage” in the M-1 and M-2 Zoning Districts. In addition, the<br />
ordinance amendment provides that all uses allowed as a conditional use<br />
permitted by special exception in the M-1 Zoning District would also be<br />
allowed as a conditional use in the M-2 Zoning District.<br />
b. County Wide – Zoning Ordinance Amendment<br />
The attached ordinance amendment would amend the Goochland County<br />
Zoning Ordinance by defining the term “adult day care center” and adding the<br />
same as a permitted use in the B-1 and B-2 Zoning Districts. A local business<br />
owner has contacted Planning staff about locating an Adult Day Care Center<br />
in the County. The proposed amendment would clarify regulation of this use<br />
in the Zoning Ordinance.<br />
c. District 4 RZ-2011-00001 Application filed by Goodwill Industries of Central<br />
Virginia, Inc. requesting zoning reclassification from R-1 (Residential,<br />
Limited) to B-2 (Business, Limited) Assessor’s Parcel # 59-2-H-1 (GPIN<br />
7726-57-0215), Parcel # 59-2-H-2 (GPIN 7726-57-1262), Parcel # 59-2-H-3<br />
(GPIN 7726-57-1329), and Parcel # 48-3-H-4 (GPIN 7726-57-1513). The<br />

Another attraction Gardner pointed out were the two-week<br />

conference <strong>for</strong> small, women- and minority-owned<br />
(SWAM) business representatives<br />
on Monday, April 18, from 8 a.m. to 4<br />
p.m. at Deep Run Recreation Center, 9910<br />
Ridgefield Parkway. Advance registration is<br />

“Henrico County Connections 2011” is<br />
a regional conference designed to in<strong>for</strong>m<br />
SWAM companies of resources and support<br />
available to them as they consider doing<br />
business with the county. Participants will<br />

and anticipated activity at Richmond<br />

Varina High School as a teacher<br />
and administrative aide. From<br />
2004-07, he served as the assistant<br />
principal at the <strong>school</strong>. In<br />
2007, he was named principal of<br />
Rolfe Middle School.<br />
“Making a <strong>school</strong> or any organization<br />
better requires the right<br />
people, and I am <strong>for</strong>tunate to<br />
have the team I have working<br />
with our kids every day,” said<br />
Armstrong. “This recognition is<br />
<strong>for</strong> our teachers, staff, students,<br />
and their families.”<br />
Armstrong intends to use the<br />
<strong>school</strong> initiative funds to establish<br />
parent resource centers in<br />
five of the largest apartment<br />
communities in the Rolfe district.<br />
Through the centers, he<br />
hopes to provide in<strong>for</strong>mation,<br />
tutoring, and<br />
special events <strong>for</strong> the community.<br />
“I am not surprised that Andy<br />
Armstrong received this recognition,”<br />
said Executive Director<br />
of Secondary Education Eric<br />
Jones. “He has been dedicated<br />
and committed to students,<br />
staff and the Rolfe community<br />
since becoming principal four<br />
years ago. The <strong>school</strong> has shown<br />
consistent growth and progress<br />

Grove Coffeehouse continues its<br />
tenth season with a concert by<br />
legendary folk musician John<br />
McCutcheon. Described by<br />
The Washington Post as “folk<br />
music’s Rustic Renaissance Man”,<br />
McCutcheon is a respected and<br />
beloved folksinger, and master<br />
of a dozen different traditional<br />
instruments, most notably the<br />
rare and beautiful hammered<br />
dulcimer. His 31 recordings have<br />
garnered every honor, including<br />
six Grammy nominations,<br />
and he has headlined dozens of<br />
festivals in North America, per<strong>for</strong>med<br />
internationally, and given<br />
symphony pops concerts across<br />

<strong>for</strong> Gardens Growing Families,<br />
the community garden program<br />
<strong>for</strong> qualifying county residents.<br />
For a nominal fee, families can<br />
grow their own vegetables in a<br />
plot maintained at the Lakeside<br />
Garden, located at the intersection<br />
of Vale Street and Michael Avenue,<br />
near Lakeside Avenue; and at the<br />
Alma Avenue Island Garden,<br />
located near the intersection of<br />
Alma and Laburnum avenues.<br />
Gardens Growing Families is<br />
designed to help families reduce<br />
their grocery bills by learning<br />
to grow, prepare and store fresh<br />
vegetables. The program offers<br />
free classes on topics such as the<br />
importance of fruit and vegetables<br />
<strong>for</strong> a healthy diet, organic insect<br />
and disease control, and freezing<br />
and canning. Henrico Master<br />
Gardeners are on site regularly<br />
to offer advice; tools and water<br />
are provided. Participants follow<br />
organic practices, contribute time<br />
to community garden projects<br />
and meet other requirements.<br />
Residents must apply to participate<br />
in Gardens Growing Families.<br />
Fees are based on a sliding scale,<br />
ranging from $5 to $65 annually,<br />
depending on household income<br />
and garden plot size. Fees will be<br />
